The 10th Dzongkhag Tshogdu Session of the 3rd Local Government was successfully convened today with a traditional Zhudrel Ceremony.
The session was attended by the Dzongkhag Tshogdu Members, Hon'ble Member of Parliament for Pema Gatshel, Dzongdag, Dzongrab, Dungpa, Drangpon, Lam Neten, Gewog Administrative Officers (GAOs), Regional Heads, and Sector Heads.
The one-day session was primarily dedicated to the endorsement of the Dzongkhag and all 11 Gewogs' Annual Budget and Activity Plans for the fiscal year 2026–2027. Following comprehensive deliberations, the members endorsed the proposed plans to ensure the timely implementation of development programmes and service delivery across the Dzongkhag.
The floor also deliberated on the recently revised cost-sharing mechanism. After detailed discussions, the members resolved to submit the matter to the National Assembly for further deliberation, supported by relevant facts and figures, considering its implications for local governments and rural communities.
Another important agenda focused on the growing issue of stray cattle along the Gonpasingma, Jarshar Goenpa, Yongla Goenpa stretch under Zobel Gewog. While the Gewog Administration has made repeated efforts to address the issue, it was noted that many of the stray cattle belong to owners from other gewogs and neighbouring dzongkhags. As an immediate measure, the Dzongkhag Tshogdu resolved that the Dzongkhag Administration will issue formal notifications to the concerned gewogs, with copies to the neighbouring dzongkhags, requesting livestock owners to exercise greater responsibility and prevent their cattle from straying into the area.
The meeting ended with the offering of a Zhabten, praying for the long life, good health, and continued peace and prosperity under the benevolent reign of His Majesty The King.
