The 10th Dzongkhag Tshogdu Session of the 3rd Local Government was successfully convened today with a traditional Zhudrel Ceremony.

The session was attended by the Dzongkhag Tshogdu Members, Hon'ble Member of Parliament for Pema Gatshel, Dzongdag, Dzongrab, Dungpa, Drangpon, Lam Neten, Gewog Administrative Officers (GAOs), Regional Heads, and Sector Heads.

The one-day session was primarily dedicated to the endorsement of the Dzongkhag and all 11 Gewogs' Annual Budget and Activity Plans for the fiscal year 2026–2027. Following comprehensive deliberations, the members endorsed the proposed plans to ensure the timely implementation of development programmes and service delivery across the Dzongkhag.

The floor also deliberated on the recently revised cost-sharing mechanism. After detailed discussions, the members resolved to submit the matter to the National Assembly for further deliberation, supported by relevant facts and figures, considering its implications for local governments and rural communities.

Another important agenda focused on the growing issue of stray cattle along the Gonpasingma, Jarshar Goenpa, Yongla Goenpa stretch under Zobel Gewog. While the Gewog Administration has made repeated efforts to address the issue, it was noted that many of the stray cattle belong to owners from other gewogs and neighbouring dzongkhags. As an immediate measure, the Dzongkhag Tshogdu resolved that the Dzongkhag Administration will issue formal notifications to the concerned gewogs, with copies to the neighbouring dzongkhags, requesting livestock owners to exercise greater responsibility and prevent their cattle from straying into the area.

The meeting ended with the offering of a Zhabten, praying for the long life, good health, and continued peace and prosperity under the benevolent reign of His Majesty The King.

The Public Accounts Committee (PAC) of the Parliament of Bhutan held a consultation meeting on the CARLEP Project in PemaGatshel Dzongkhag.

The consultation was conducted following the report submitted by the Royal Audit Authority on the CARLEP Project to the 5th Session of the 4th Parliament. As part of its review process, the Public Accounts Committee is consulting relevant sectors and Local Government representatives before presenting its report to the 6th Session of the 4th Parliament.
During the meeting, the RNR sectors presented the implementation status of the CARLEP Project, highlighting its contributions to rural livelihoods, local economic development, and improved public services. The presentation also covered the challenges and constraints encountered during project implementation, providing valuable insights to support the Committee's review.
The half-day consultation was attended by the Dzongdag, Dzongrab, officials from relevant sectors associated with the CARLEP Project, and Local Government representatives. The session was chaired by the Chairperson of the Public Accounts Committee, accompanied by four Committee Members.

The Dzongkhag Administration extends its appreciation to the Public Accounts Committee for engaging with local stakeholders and fostering constructive dialogue to strengthen accountability and enhance the effectiveness of development initiatives.

1st Quarterly Coordination Meeting for FY 2026-2027

Today, PemaGatshel Dzongkhag Administration successfully convened the 1st Quarterly Coordination Meeting for FY 2026-2027 under the theme “Review, Realign, and Recommit for the Financial Year.”

The meeting provided a platform to review the achievements of the previous financial year, align sectoral priorities, and reaffirm collective commitment towards the successful implementation of the Annual Work Plan for FY 2026-2027 of sectors and gewogs. Sectors and Gewogs presented their Annual Work Plans, focusing on effective coordination, timely implementation, and improved service delivery.

The meeting was headed by Dasho Dzongdag, joined by Dasho Dzongrab, Drungpa, all Dzongkhag officials, Gups, and Gewog Administrative Officers (GAOs) from all 11 Gewogs.
