8 September 2026: 𝐁𝐍𝐋𝐈 𝐂𝐨𝐧𝐜𝐥𝐮𝐝𝐞𝐬 𝐏𝐡𝐚𝐬𝐞 𝐈𝐈 𝐨𝐟 𝐀𝐈 & 𝐄𝐦𝐞𝐫𝐠𝐢𝐧𝐠 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐢𝐞𝐬 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐟𝐨𝐫 𝐉𝐮𝐝𝐠𝐞𝐬 𝐚𝐧𝐝 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐚𝐫𝐬

The Bhutan National Legal Institute (BNLI) today successfully concluded 𝐏𝐡𝐚𝐬𝐞 𝐈𝐈 of the two-day AI and Emerging Technologies Foundational Literacy Program (7-8 September 2026) in Thimphu, bringing together Judges and Court Registrars to further enhance foundational understanding and practical skills in artificial intelligence, cybersecurity, and digital legal workflows.

Conceived under the guidance and direction of the Hon’ble Chief Justice of Bhutan, the program was implemented with the support and collaboration of the Government Technology (GovTech) Agency, Royal Government of Bhutan and the Gyalpozhing College of Information Technology - GCIT. Funded by the Royal Government of Bhutan, the initiative forms part of BNLI’s mandate as the Research and Training arm of the Judiciary of Bhutan to strengthen judicial capacity in emerging technologies and related digital competencies.

Building upon Phase I conducted in June 2026, Phase II brought together the remaining Judges and included Court Registrars from across the country to ensure the seamless integration of digital capabilities throughout the judicial system.

Over the course of nine structured modules, participants engaged in topics spanning AI for executives, the Bhutan National AI Strategy 2025, advanced cybersecurity awareness and governance, legal ethics, prompt engineering, risk management, administrative automation, document processing, and agents and workflows. The program concluded with a hands-on Capstone project where participants built, verified and presented practical AI tools for real-world court tasks.

The program was facilitated by resource persons from the GovTech Agency and the Gyalpozhing College of Information Technology.

𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥 𝐕𝐢𝐬𝐢𝐭 𝐭𝐨 𝐭𝐡𝐞 𝐒𝐮𝐩𝐫𝐞𝐦𝐞 𝐂𝐨𝐮𝐫𝐭 𝐨𝐟 𝐈𝐧𝐝𝐢𝐚 𝐛𝐲 𝐭𝐡𝐞 𝐃𝐞𝐥𝐞𝐠𝐚𝐭𝐢𝐨𝐧 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐉𝐮𝐝𝐢𝐜𝐢𝐚𝐫𝐲 𝐨𝐟 𝐁𝐡𝐮𝐭𝐚𝐧 (𝟖–𝟏𝟔 𝐌𝐚𝐲 𝟐𝟎𝟐𝟔)

A delegation from the Judiciary of Bhutan, comprising senior Justices and officials from the Supreme Court of Bhutan, High Court of Bhutan, and Bhutan National Legal Institute, undertook an Official Study Tour to the Supreme Court of India from 8–16 May 2026, at the gracious invitation of Hon'ble Chief Justice of India, Justice Surya Kant.

The delegation was received in an audience by the Chief Justice of India and had the rare privilege of attending a nine-judge Constitution Bench hearing in Court No. 1, gaining firsthand exposure to AI-assisted real-time transcription and the Court's advanced courtroom digital infrastructure. Technical sessions covered the Supreme Court's War Room, the Integrated Case Management Information System, e-Filing 2.0/3.0, hybrid hearing facilities, the on-premises Data Centre, and the Judges' Library. Dedicated interactions with Justice P.S. Narasimha, Chairperson of the AI Committee, and Justice Vikram Nath, Chairman of the e-Committee, offered valuable insight into responsible AI adoption, data governance, and the e-Courts Project's ICT initiatives.

The programme further included engagements at the Delhi High Court, the Samadhan Mediation Centre, and the Delhi International Arbitration Centre, deepening the delegation's understanding of case management, digitisation, and dispute resolution.

The Judiciary of Bhutan extends its sincere gratitude to the Chief Justice of India, Justice Surya Kant and the Supreme Court of India for their exceptional hospitality and incredible learning opportunity.

This engagement marks a meaningful continuation of the collaborative exchange established under the Memorandum of Understanding between the Supreme Court of Bhutan and the Supreme Court of India, reaffirming the enduring judicial partnership between the two nations.
