A Brief Inaugural Meeting between Highreso Co. Ltd and DWPSD, MoESD

Hon’ble Minister for MoESD, accompanied by the Director General of DWPSD, met with a delegation from Highreso Co., Ltd., led by Mr. Yoshiyuki Shikura, Chief Executive Officer, together with representatives from Japan, the University of Tokyo, and Highreso Inc. on 8th August, 2026.
The meeting explored potential areas of future collaboration and technical support to strengthen Bhutan’s skills ecosystem in Artificial Intelligence (AI) and Data Centre technologies, with a shared focus on developing future-ready human capital and enabling Bhutan to harness emerging technologies for national transformation.

With support from the 𝘽𝙝𝙪𝙩𝙖𝙣 𝙀𝙙𝙪𝙘𝙖𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙎𝙠𝙞𝙡𝙡𝙨 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 (𝘽𝙀𝙎𝙏) 𝙋𝙧𝙤𝙟𝙚𝙘𝙩, the 𝘾𝙮𝙗𝙚𝙧𝙨𝙚𝙘𝙪𝙧𝙞𝙩𝙮 𝙖𝙣𝙙 𝘼𝙄 𝘿𝙞𝙥𝙡𝙤𝙢𝙖 𝙈𝙖𝙨𝙩𝙚𝙧 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 has officially commenced at 𝙏𝙚𝙘𝙝𝙣𝙞𝙘𝙖𝙡 𝙏𝙧𝙖𝙞𝙣𝙞𝙣𝙜 𝙄𝙣𝙨𝙩𝙞𝙩𝙪𝙩𝙚–𝙍𝙖𝙣𝙜𝙟𝙪𝙣𝙜 (𝙏𝙏𝙄-𝙍) this week.

The two-week Master Training is being facilitated by 𝘼𝙙𝙖𝙢 𝘽𝙖𝙡𝙬𝙖𝙣𝙩, expert faculty from 𝙃𝙪𝙢𝙗𝙚𝙧 𝙋𝙤𝙡𝙮𝙩𝙚𝙘𝙝𝙣𝙞𝙘, 𝘾𝙖𝙣𝙖𝙙𝙖, and brings together trainers from Technical Training Institutes across Bhutan. The program is designed to strengthen trainers' technical expertise and instructional capacity to deliver the new 𝘾𝙮𝙗𝙚𝙧𝙨𝙚𝙘𝙪𝙧𝙞𝙩𝙮 𝙖𝙣𝙙 𝘼𝙄 𝘿𝙞𝙥𝙡𝙤𝙢𝙖 𝙥𝙧𝙤𝙜𝙧𝙖𝙢 in line with TVET Enrollment plan. The new course has been developed suing Humber standard and curriculum to meet international standards.

This initiative is a key milestone in introducing international level TVET courses in our public TVET institutes. A total of five Humber standard courses are launched as of date and additional four will be launched by this year. The program will create a pool of qualified master trainers who will support the rollout of the Cybersecurity and AI Diploma program at TTI-R and other DWPSD administered TVET institutes.

The Department of Workforce Planning and Skills Development (DWPSD), in collaboration with the Bhutan Education and Skills Training (BEST) Project, is pleased to welcome the second cohort of international students from Humber Polytechnic to Bhutan's TVET institutes for internships from August to November 2026. The students are participating as interns under the Canadian Queen Elizabeth II Diamond Jubilee Scholarships (QES) program.

During their internship, the interns will be attached to the Royal Institute of Tourism and Hospitality (RITH), Technical Training Institute–Thimphu (TTI-T), National Institute for Zorig Chusum (NIZC), Technical Training Institute–Khuruthang (TTI-K), and Technical Training Institute–Samthang (TTI-S). Working closely with these institutes and other stakeholders, they will contribute to environmental sustainability initiatives, sustainable tourism practices, and cross-cultural knowledge exchange.
This initiative aims to strengthen TVET internationalization through global partnerships, experiential learning, and professional collaboration. It also aims to strengthen our shared commitment to enhancing the quality, relevance, and global engagement of Bhutan's TVET sector while fostering meaningful international learning experiences for both Bhutanese and Canadian participants.

The Department of Workforce Planning and Skills Development (DWPSD), MoESD is pleased to announce the availability of scholarships (contingent on funding) for Master’s Degree programs (1–2 years duration) under the Fulbright Program for the 2027 - 2028 academic year. The scholarships are open to all fields of study and are awarded by the Government of the United States through the Department of State’s Bureau of Educational and Cultural Affairs (ECA).

𝐄𝐥𝐢𝐠𝐢𝐛𝐢𝐥𝐢𝐭𝐲 𝐜𝐫𝐢𝐭𝐞𝐫𝐢𝐚 (𝐒𝐜𝐡𝐨𝐥𝐚𝐫𝐬𝐡𝐢𝐩 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭): 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐧𝐭𝐬 𝐦𝐮𝐬𝐭:
● Have completed the equivalent of a U.S. bachelor’s degree (four-year bachelor’s degree or equivalent) from a recognized university with at least 55% marks;
● Have a minimum of two years of full-time professional work experience relevant to the proposed field of study at the time of application;
● Demonstrate leadership qualities and community service experience;
● Not hold a U.S. degree or be currently enrolled in a U.S. degree program; and
● If employed, obtain endorsement from the appropriate administrative authority confirming that study leave will be granted for the fellowship period.

With funding support from the BEST Project, and led by the Labour Market Information and Career Guidance Division (LMICGD), Department of Employment and Entrepreneurship (DoEE), the TVET Career Bootcamp 2026 under the theme ‘Skills up: from Skills to Success’ was successfully implemented across five TVET institutes.

The Career Bootcamp was designed to equip trainees with the knowledge, confidence, employability skills, and career strategies needed to successfully enter and thrive in the labour market.

- Understanding Bhutan's labour market opportunities and trends
- Learning about employment programs and services offered by DoEE
- Developing professional CVs and effective job application strategies
- Navigating the Bhutan Labour Market Information System (BLMIS), including the Job Portal
- Understanding industry requirements and practical tips for securing employment

Together, we are empowering TVET trainees to transition confidently from education to employment and building a future-ready workforce for Bhutan.

✨ 𝐄𝐦𝐞𝐫𝐠𝐢𝐧𝐠 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐢𝐞𝐬 𝐟𝐨𝐫 𝐓𝐞𝐚𝐜𝐡𝐢𝐧𝐠 & 𝐋𝐞𝐚𝐫𝐧𝐢𝐧𝐠 𝐢𝐧 𝐁𝐡𝐮𝐭𝐚𝐧 𝐓𝐕𝐄𝐓 ✨

We are proud to conclude the 10-day professional learning on Emerging Technology in Teaching & Learning for Bhutan TVET, conducted for 25 trainers from the ten institutes under the direct administration of the Department of Workforce Planning and Skills Development (DWPSD).

The training was facilitated by David Neumann, Professor of Media, Creative Arts, and Design at Humber Polytechnic, and implemented under the BEST Project as part of its efforts to enhance teaching and learning through emerging technologies within Bhutan TVET.

Throughout the 10 days, participants engaged in practical, hands-on, and collaborative learning experiences focused on:

🔹 Practical use of VR technology for teaching & learning
🔹 Immersive & Spatial Technologies
🔹 Learner-Centered and Experiential Learning
🔹 AI learning and creating tools
🔹 Use of drone for teaching &learning
🔹 Creative digital tools and multimedia creation

The workshop provided opportunities for TVET trainers to experiment, reflect, collaborate, and explore meaningful ways emerging technologies can support vocational education in practical, responsible, and human-centered ways.

As the program concludes, we celebrate the enthusiasm, creativity, and commitment demonstrated by all participants throughout this inspiring learning journey.
