Notification
The Local Government, Landlords and property owners are hereby requested to strictly adhere to the following sections of the Tenancy Act of Bhutan:
1. Section 25: The owner shall not increase the rent before two years from the day on which a tenant occupies the house.
2. Section 26: The increment of rent shall not exceed 10% of the monthly rent.
3. Section 107: The owner or lessor who increases the rent in contravention of section 25 shall be liable for a fine equivalent to two monthโ€™s rent. The owner or lessor shall refund the unlawful amount so charged.

In the event that breach of the above provisions are observed, It shall be strictly dealt in accordance to the Tenancy Act of Bhutan 2015. Further, aggrieved landlords/property owners and tenants may call respective LGs or Housing and Urban Affairs Division, Ministry of Infrastructure & Transport at 02-322182 or 328173 (extension no. 108) during office hours or email your grievances to [email protected].

As per section 10 of the Tenancy Act 2015, โ€œThe owner shall ensure that a rental agreement is executed in writing before occupation of the rental/land lease or at the commencement of the tenancyโ€. Also, section 11 of the Act states that, โ€œThe agreement shall be executed in three original copies; one for each party. The third copy shall be submitted to the concerned Dzongkhag or Dzongkhag Thromde and Gewog office by the owner within two weeks from the date of occupation of the rental unitโ€.
Therefore, the Dzongkhag Administration Punakha would like to request all the landlords to submit a copy of the rental agreement between the existing tenants and the landlord latest by end of April 2022.
