Final Project Steering Committee (PSC) Meeting for FSAPP

The Food Security and Agriculture Productivity Project (FSAPP) held its 15th Project Steering Committee (PSC) meeting on 8th January 2024 in Phuentsholing, marking the culmination of a significant journey that began in 2017. The meeting was attended by esteemed PSC members, Project Monitoring and Evaluation Focal Officers, and Dzongkhag Agriculture Officers from all Project Implementing Units (PIUs).

The first day focused on reviewing project progress and addressing implementation issues for the current fiscal year. In addition, key achievements and milestones since the project's inception in 2017 were highlighted. The project has benefited 744 households in Sarpang and Samtse with four irrigation schemes, alongside the promotion of micro-irrigation technologies covering over 350 acres and benefiting 1,634 households. The project supported the Department of Department of Agricultural Marketing and Co-operatives, RGoB in establishing 27 market infrastructures, including farmers' sales outlets, centralized packhouses, field packhouses, integrated cold stores, market sheds, mushroom production units, and onion curing sheds. To address critical farming challenges due to labor shortages, the project introduced labor-saving and women-friendly machinery such as mini-tillers, benefiting 1,615 households, 37% of whom were female beneficiaries. To enhance income and livelihoods, the project promoted protected agriculture technologies, benefiting 2,624 individuals. Furthermore, the project supported the formation and strengthening of 335 farmers' groups, comprising over 10,000 farmers. The project has positively impacted 7,689 female-headed households, representing 60% of the total 13,048 beneficiary households.

The Implementation Support Mission (ISM) held in November 2024 commended the overall progress made by the project, upgrading the Project Performance Rating to "Satisfactory". The PSC commended the hard work and dedication of all the PIUs for their key achievements, particularly in light of the challenges posed by the COVID-19 pandemic.

As the project concluded on 31st December 2024, with a three-month grace period for reporting and payments for implementation completed before the aforementioned date, the PSC provided invaluable guidance to the PIUs to ensure a smooth and successful project closure. The meeting also served as a significant platform for discussions on strategizing the sustainability of key initiatives undertaken by the project.

The meeting concluded with an insightful field visit to project beneficiaries in Tading Gewog under Samtse Dzongkhag on 9th December 2024.

A team of 3 members from the World Bank, led by the Task Team Leader met with the Project team, and reviewed the implementation progress. The ISM team is currently on field visit. ๐Ÿ๐Ÿ“/๐ŸŽ๐Ÿ•/๐Ÿ๐ŸŽ๐Ÿ๐Ÿ’: This morning, the assistant FAO Representative from FAO Bhutan officially concluded the technical assistance (TA) provision to Food Security and Agriculture Productivity Project - FSAPP with the handing over of communication and knowledge management products, including project equipment, to the National Project Director, FSAPP. This marks the end of the technical assistance provided by the Food and Agriculture Organization of the United Nations (FAO) to the FSAPP Project Management Unit (PMU). The FAO's support included nutrition education, procurement, marketing, communications, safeguards, operations, and various other technical assistance as required by the project management.
