Bhutan Explores Forest Carbon Crediting Opportunities under the ART-TREES
The Department of Forests and Park Services under the Ministry of Energy and Natural Resources, Royal Government of Bhutan conducted a two-day national stakeholder consultation workshop on forest carbon crediting proposal based on the High Forest, Low Deforestation (HFLD) Crediting Approach under Architecture for REDD+ Transactions(ART) – The REDD+ Environmental Excellence Standard (TREES) in Thimphu, from 29–30 December 2025.
The workshop was graced by the Hon’ble Secretary of MoENR, Hon’ble Members of Parliament, and Heads of Departments, underscoring the strong commitment of the Royal Government of Bhutan to advancing forest carbon initiatives and sustainable forest management.
The consultation also brought together representatives from key government agencies, local governments, civil society organizations, development and conservation partners facilitating informed dialogue and inclusive engagement on Bhutan’s forest carbon crediting efforts.
Organized by the Forest Monitoring and Information Division, DoFPS, the workshop provided a platform to review the technical preparations, governance arrangements, and social and environmental safeguards reported under the ART-TREES framework. It also aimed to enhance stakeholders’ understanding of safeguard requirements and the alignment of Bhutan’s REDD+ actions with national policies, legislations, and regulations, as well as relevant international conventions, agreements, and treaties. Upon completion, the final documents (TREES Registration Document and TREES Monitoring Report) shall be submitted to ART-TREES for consideration under the HFLD crediting approach.
The stakeholder consultation workshop marked an important step in strengthening transparency, inclusiveness, and technical robustness in Bhutan’s pursuit of market-based approaches to mobilize climate finance for reducing emissions from deforestation and forest degradation, promoting sustainable forest management, conserving forest carbon stocks, and enhancing carbon stocks.
