On 20 May 2026, Druk Green Power Corporation (DGPC) and NTPC Vidyut Vyapar Nigam Limited (NVVN) signed the Power Purchase Agreement (PPA) for the sale of surplus electricity generated by the Punatsangchhu-II hydroelectric project to India after meeting domestic demand. The signing of the PPA marked yet another very significant milestone in the very successful and mutually beneficial cooperation in the energy sector between the two countries, which is considered the cornerstone of the exemplary friendly relationship that Bhutan and India enjoy.

The Punatsangchhu-II project was implemented under the long standing Government to Government modality for development of hydropower projects in Bhutan with the technical and financial support of the Government of India. Under this arrangement, the Chhukha, Kurichhu, Tala, Mangdechhu and the Punatsangchhu-II hydropower plants with installed capacity of over 3,100 MW are already in operation and the 1,200 MW Punatsangchhu-I project is currently under construction.

Today, grid electricity supply has been reached to almost every household in the remotest corners of Bhutan. The reliable and affordable availability of electricity from these power plants has fueled Bhutanโ€™s economic growth. The surplus clean green surplus electricity generated from these power plants is exported to India especially during the critical summer months.

The 1,020 MW Punatsangchhu-II project was inaugurated by His Majesty the King of Bhutan and H.E. Shri Narendra Modi, Prime Minister of India on 11 November 2025. The project commenced export of surplus power to India in September 2025 at a mutually agreed to starting tariff of Rs. 5.10 per unit.

Since the commissioning of the first unit in December 2024, the Punatsangchhu-II project generated over 4,200 MU of electricity till the end of April 2026 and earned Nu. 13.35 billion in revenues from both domestic supply and export of surplus electricity.

The PPA was signed between Dasho Chhewang Rinzin, Managing Director of DGPC and Ms. Renu Narang, CEO of NVVN. The Chairman and Managing Director of NTPC India and other senior officers from NTPC and NVVN attended the virtual signing ceremony. In Thimphu, the Chairman of the DGPC Board and the DGPC management attended the signing ceremony.

The event underscored the shared commitment to deepening bilateral energy ties and fostering cross-border collaboration in the power sector.

๐—š๐—ผ๐—ด๐—ผ๐—ป๐—ฎ, ๐—ช๐—ฎ๐—ป๐—ด๐—ฑ๐˜‚๐—ฒ ๐—ฃ๐—ต๐—ผ๐—ฑ๐—ฟ๐—ฎ๐—ป๐—ด: A public consultation meeting for the 150 MWp Gogona Solar PV Project located under Gangtey Gewog in Wangduephodrang Dzongkhag was held at Gorgoen Thekchog Choling Lhakhang on 16 May 2026.

Over 60 participants attended the public consultation meeting, comprising of affected people from the local communities and those in the vicinity of the project, key sector heads from the Dzongkhag Administration led by Dasho Dzongdag, officials from Bhutan Power Corporation (BPC) and Natural Resources Development Corporation Limited (NRDCL), and representatives from the Department of Forests and Park Services. Local leaders from the Gangtey and Athang Gewogs Administrations were also present. Dasho Chhewang Rinzin, Managing Director along with other relevant officers represented Druk Green Power Corporation (DGPC).

The public consultation was organized to inform and engage with the local communities and stakeholders on the scope, benefits and implementation plan for the proposed project. DGPC also presented details on Bhutanโ€™s renewable energy roadmap of achieving 5,000 MW of installed solar capacity by 2040 and the growing importance of solar energy in strengthening the countryโ€™s energy security, particularly for the expected additional energy generation during the winter lean season.

DGPC further presented the findings of the Environmental and Social Impact Assessment (ESIA), including biodiversity studies, potential environmental and social impacts, and proposed mitigation and management measures. The potential for socio-economic benefits from the project, including employment and business opportunities, improved road connectivity, and long-term economic benefits for the surrounding communities was also highlighted.

The community members and stakeholders expressed strong support for the project, recognizing its potential to generate significant socio-economic benefits and to enhance the nationsโ€™ energy security. Some concerns relating to land use and impact on local livelihoods with dwindling access to grazing land for their cattle was expressed. DGPC assured that the project would work very closely with all stakeholders to address the concerns raised and to ensure that the project was implemented in a socially responsible and environmentally sustainable manner.

The public consultation ended with the public and other stakeholders unanimously endorsing the implementation of the project with some small adjustments in the land demarcated for the solar project for ease of cattle movement and grazing.

The ceremony was presided over by His Eminence Laytshog Lopen of Zhung Dratshang and Lam Neten of the Thimphu Dratshang and graced by Lyonpo Gem Tshering, Honโ€™ble Minister for the Ministry of Energy and Natural Resources (MoENR). The event was also attended by His Excellency the Ambassador of the State of Kuwait to Bhutan, representatives from MoENR, local community leaders of Thimphu Dzongkhag, representatives of M/s Rigsar Construction (the contractor for the civil works), and the managements of DGPC and its subsidiary, Druk Hydro Energy Limited (DHyE).

Addressing the gathering, His Excellency ๐—Ÿ๐˜†๐—ผ๐—ป๐—ฝ๐—ผ ๐—š๐—ฒ๐—บ ๐—ง๐˜€๐—ต๐—ฒ๐—ฟ๐—ถ๐—ป๐—ด highlighted the strategic importance of the Begana IMSHPP in strengthening Bhutanโ€™s energy security while also supporting reliable drinking water supply for Thimphu and surrounding areas. Lyonpo noted that the project reflects the Royal Governmentโ€™s commitment to sustainable and integrated infrastructure development. He expressed appreciation to the Kuwait Fund and OPEC Fund for their support and partnership to develop Bhutanโ€™s renewable energy resources. Lyonpo called on all stakeholders to extend their full support and cooperation towards the successful and timely completion of the project.

Dasho also acknowledged the support and guidance of the Royal Government, development partners, and local stakeholders, and reaffirmed DGPC and DHyEโ€™s commitment to delivering the project efficiently and sustainably.

The 25 MW BIMPSHP was identified by the Department of Energy as part of the Transformative Initiative (TI) under the Energy Sector to support renewable energy generation while enhancing reliable drinking water supply for Thimphu and its surrounding areas.

Designed as a run-of-river hydropower scheme on the Thimchhu River under the Wangchhu Basin, the project will have an installed capacity of 25 MW with an Annual Design Energy generation of 104 MU. The project site is located approximately 18 km north of Thimphu under Kawang Gewog.

The Civil Works Package for the project was awarded to M/s Rigsar Construction Private Limited. Druk Hydro Energy Limited (DHyE), a subsidiary of DGPC, is implementing the construction of the project, with funding support from OPEC Fund for the civil works and Kuwait Fund for the electro-mechanical works.

Upon completion, the project is expected to contribute significantly to sustainable energy generation, enhanced energy security, improved reliability of water supply, local employment opportunities, and infrastructure development in the country. The project will also strengthen Bhutanโ€™s growing domestic capability in small hydropower development through in-country design, engineering, and project implementation expertise.

DGPC supported SABAH Bhutan in conducting the โ€˜Financial Literacyโ€™ training for the first batch of 25 women home-based workers (HBW). The two-day training began on May 13, 2026. Three women of the 25 participants are spouses of DGPCโ€™s employees.

This collaboration with SABAH Bhutan marks an important step in broadening our corporate social responsibility initiatives, as this not only benefits the community but also plays a role in improving gender quality.

The training focuses on SABAH Bhutan women members who are mostly home-based workers and economically vulnerable due to irregular income sources, limited access to financial services, low financial decision-making power and dependent on intermediaries. The training strengthens the financial knowledge and decision-making skills of women engaged in weaving, stitching, and other traditional crafts. This training is aimed at equipping them with basic financial decision-making capabilities while translating their skills into sustainable and resilient livelihoods.

The training uses context-specific tools to adapt to low-literacy settings. It includes a combination of group training, practical exercises, mentoring, and community engagement. After the completion of the two-day training, trainees will be evaluated over a period of three months on training learnings and implementation through structured pre- and post-intervention video interviews with facilitator observations, identical structured questions and prompts, pre- and post-training knowledge, behaviours and decision-making. Further, SABAH Bhutan will maintain a quarterly progress update and financial utilisation reports.

The training is being conducted at SABAH Bhutanโ€™s office in Thimphu as most of the members are based in the capital. Similar trainings in batches will be conducted in other communities.

Druk Green Power Corporation Limited (DGPC) signed three separate Memorandums of Understanding (MoUs) on May 5, 2026, with national and international partners to strengthen renewable energy development in Bhutan through hydropower and solar energy initiatives.

The agreements were signed with Druk Wang Alloys Limited (DWAL), Singapore-based Solis Verde Holdings Pte. Ltd., and Thailand-based Sitron Power Public Company Limited.

Under the first agreement, DGPC and DWAL will explore collaboration in the development of hydropower and solar energy projects in Bhutan. The partnership will involve jointly evaluating and potentially implementing renewable energy projects through special purpose vehicles. The initiative is expected to strengthen collaboration between DGPC and the Bhutanese private sector in accelerating the countryโ€™s renewable energy development.

In a separate agreement, DGPC and Solis Verde Holdings Pte. Ltd. agreed to cooperate in supporting renewable energy projects in Bhutan, with an initial financing commitment of USD 20 million primarily focused on solar energy development. Solis Verde Holdings, which promotes renewable energy and green technologies in developing countries through innovative financing models, will support Bhutanโ€™s efforts to expand clean energy infrastructure and strengthen a sustainable and resilient energy sector.

DGPC also virtually signed an MoU with Sitron Power Public Company Limited to implement a solar power project in Bhutan. Sitron, established in 2016, specializes in engineering, procurement, and construction (EPC) services for solar energy projects. The collaboration is expected to contribute to diversifying Bhutanโ€™s renewable energy portfolio and enhancing energy security, particularly during the lean winter generation period.

The three agreements reflect DGPCโ€™s ongoing efforts to expand Bhutanโ€™s renewable energy capacity and foster strategic partnerships with both domestic and international stakeholders in support of the countryโ€™s long-term clean energy goals.

๐— ๐—ฎ๐˜† ๐Ÿญ๐Ÿฌ, ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ | ๐——๐—ฎ๐—ด๐—ฎ๐—ป๐—ฎ, ๐—•๐—ต๐˜‚๐˜๐—ฎ๐—ป - Lyonpo Gem Tshering, Honโ€™ble Minister of the Ministry of Energy and Natural Resources, Royal Government of Bhutan (MoENR), visited Dagachhu hydropower plant on May 9 to review restoration and rectification works at the dam, head race channel (HRC) and access roads that had been severely damaged by the unprecedented 5 October 2025 floods.

During the visit, Lyonpo inspected the dam, HRC, and related works. He expressed satisfaction with the progress of the emergency restoration works that had been started immediately following the floods. Lyonpo commended the efforts of the engineers, contractors, and employees engaged in the restoration works.

The main restoration works involved the stabilization measures from the river bed level to the water conductor system in the reach of the HRC, and the replacement of the concrete HRC with an adjustable head race steel pipeline. Yoezer Engineers carried out slope stabilization measures, river training works, and the road restoration works. Vajra Builders constructed the reinforced concrete saddles for the adjustable head race steel pipes. Most importantly, the design, engineering and placement of the head race steel pipes was undertaken by Bhutan Hydropower Services Limited. DGPC provided supervision and engineering support through the O&MSC. Bernard Engineers of Austria provided key design and engineering support. Everyone worked round the clock to ensure that the restoration works were completed at the earliest.

On completion of the key stabilization works and installation of head race steel pipes, the cleaning and flushing works were initiated on May 9 during the visit of Lyonpo Gem Tshering. The refilling of the water conductor system was started on May 10. The Dagachhu power plant is scheduled to be put back into operation by May 15.

The ceremonies were held simultaneously at Rewan (Package-I) and Kurizampa (Package โ€“ II) reflecting the projectโ€™s span across the two Dzongkhags of Mongar and Lhuentse and its national significance.

The ceremonies were presided over by the Lam Neten of Mongar Dratsang and La-tshap (representative of Lam Neten) from Lhuentse Dratsang, and was attended by officials of the respective Dzongkhag Administrations, officials from Gaylposhing Gyalsung academy, senior management of DHPL, local leaders, key stakeholders associated with the project, and representatives of the partner construction firms.

This important milestone follows the recent award of major contracts to Patel Engineering Limited of India and Rigsar Construction Private Limited of Bhutan, marking the projectโ€™s transition from the planning phase to active on-ground ex*****on.

Under Package I at Rewan, Patel Engineering Limited will undertake the construction of the diversion tunnel including the installation of hydro-mechanical gates and the construction of a highway road tunnel at the dam site. The contract, valued at around Nu. 2,337 million, is expected to be completed within a period of 10 months.

Under Package II at Kurizampa, Rigsar Construction Private Limited will undertake the construction of Adit-4 of the Head Race Tunnel, as well as the Cable Access Tunnel including access to pre-support tunnels at the powerhouse. The package, valued at more than Nu. 472 million, is also expected to be completed within 10 months.

The ceremonies symbolized the formal commencement of critical preparatory works for the Dorjilung Hydroelectric Power Project, which is expected to significantly enhance Bhutanโ€™s clean energy generation capacity upon completion, while contributing to long-term economic growth and regional energy cooperation.

The project is being jointly developed by Tata Power Company Limited and Druk Green Power Corporation Limited, with financing support from the World Bank Group.
