I and my team from Evaluation Association of Bhutan (EAB) just about completed our field verification trip to Samdrup Jongkhar. EAB, an NGO of Voluntary Organization of Professional Evaluators (VOPE) in the country, is involved with an ADB-financed housing development project, which is implemented by NHDCL.

The project has a plan to develop 1,000 units of housing units across six Dzongkhags over the next three years.

There are two sites in Samdrup Jongkhar with 120 units (32 at Dradulthang and 88 at Toed), which will be ready for occupancy from October-November 2025.

In a housing starved Samdrup Jongkhar Thromde, there were overwhelming applications. Applicants represented all sectors of the City’s residents - civil and corporate servants, private sector employees and business entrepreneurs , truckers and taxi operators.

These additional housing stocks of NHDCL is expected to partially ease the housing market where demand far outstrips supply.

Kudos to NHDCL for the great work and acknowledging ADB for the support.

A trip to Trashi Yangtse - a place of religious significance, habitat of national butterfly and a roost of black-necked cranes.

Some 32 housing units of NHDCL will be soon available for allotment to individuals who are eligible for the tenancy. These housing stocks are a part of ADB’s ‘Green and Resilient Affordable Housing Sector Project’ (GRAHSP)’s 1,000 climate and disaster resilient, energy efficient, and affordable housing units which will be built across six Dzongkhags over 11 locations in the next three years.

These buildings shall be certified by EDGE (Eco Design and Green Efficiency) auditor as ‘Green Buildings’ prior to their occupancies.

Workshop on Financial Audit planning

With gratitude to Royal Audit Authority, Supreme Audit Institution of Bhutan, for another week-long refresher program on Financial Audit Planning. Just as there are new developments in every field and discipline, Audit and Accountancy professionals have to catch up with new promulgations.

IFRS 16 - Lease (BFRS 16 in our context), IFRS/BFRS 9 - Financial Instruments, resultant Right-Of-Use (ROU) Assets, Expected Credit Loss (ECL) method of provisioning, etc. are few examples of updates on Accounting Standards. Likewise, there are updates on Guidance on several ISAs (International Standards on Auditing) issued by IAASB (International Auditing & Assurance Standards Board).

As we say, ཚོང་མ་བརྐྱབ་ རྩིས་རྐྱབ་ we cannot afford to neglect the role of Accounting and Auditing profession for our economic development and citizens’ prosperity.

Role of Accountants and Accountancy is much larger than the conventional narrow outlook of the profession as mere book keeper or ‘bean counters’.

Responsible bodies, national and transnational, should not miss this opportunity to educate on the broader mandates of an accountancy profession.

Role of Accountancy extends, but not limited to,:

i. Individuals’ finance management;
ii. Company’s financial performance;
iii. Enabling investors to make economic decisions;
iv. Ensures annual income to the national exchequer;
v. employment generation;
vi. National economic growth and prosperity….

The list can go on.

Continuing the statutory auditing of DGPC as a Partner Auditor, JAF has completed a tour of Kurichhu Hydropower Plant (KHP) in Mongar.

KHP has an installed capacity of 60 MW. The project was built with a total cost of Nu.5.6 billion made up of 60% grant and 40% loan from the Government on India. It completed its loan repayment in Jan. 2017.
