Sustainable Agriculture Food Systems Budget Support Programme in Bhutan.

Thimphu, Bhutan, 20 September, 2022: Continuing its support to Bhutan’s Renewable Natural Resource Sector (RNR); the Royal Government of Bhutan (RGoB)-European Union (EU) today officially launched the ‘Promoting Inclusive, Sustainable, and Resilient Agri-Food Systems in Bhutan’ programme. The EU has earmarked EUR 15 million for this five-year EU-funded budget support programme.

Finance Minister H.E. Lyonpo Namgay Tshering, Royal Government of Bhutan and the EU Ambassador to Bhutan and India, H.E. Mr. Ugo Astuto launched the programme in the presence of the H.E. Lyonpo Yeshey Penjor, Minister for Agriculture & Forests and EU Members of Parliament (MEP). The EU MEPs Delegation which is currently visiting Bhutan is led by Vice-President of the European Parliament, Ms Evelyn Regner.

The EU budget support programme will assist Bhutan in promoting sustainable agriculture-food systems in Bhutan which are inclusive and resilient to the impact of climate change. The programme will support Bhutan in diversifying the RNR Sector through green economic growth opportunities, which in turn will help to ensure food and nutritional security, manage natural resources sustainably and combat climate change. The Ministry of Agriculture and Forests will be the lead implementation agency. This programme is aligned with the RGOB priorities and EU’s Green Deal, Farm2Fork and Adaptation Strategies and will enable Bhutan to be better prepared for future crises.

Highlighting that Bhutan values its relation with the EU, H.E. Lyonpo Namgay Tshering said, “The EU is a long-term friend and partner of Bhutan and our relations with the EU is exemplary based on mutual trust, goodwill and understanding.” He added, “We are appreciative that the EU has committed yet similar support to address Bhutan’s strategic priorities through the Multi-Indicative Programme 2021-2027 of which one of the priority areas is the RNR sector which is launched today. This support will enable us to make our agriculture system more resilient to shocks and adversaries, responsive to the needs of our youths, and more conducive for it to thrive in a post-COVID world.”
Speaking at the event, EU Ambassador H.E. Ugo Astuto said: “I am pleased to launch this new EU budget support programme for Bhutan. The EU assistance will contribute to reinforcing the resilience of food systems, enhancing food security.” He added, “The COVID-19 pandemic has shown us that there is an urgent need to accelerate the transition to sustainable food systems, resilient to climate change. This programme will enable Bhutan to be better prepared for future crises, in line with the EU Green Deal strategy”.

The EU’s support to RNR Sector
The EU has supported the Renewable Natural Resource (RNR) sector in Bhutan since 1984. Over the last four decades, the support has evolved from a modest water supply project to

the current budget support programme, which aims to strengthen the food system resilience, in the aftermath of COVID-19 pandemic.
The EU has also been collaborating with the Bhutanese Government to mainstream climate change in the RNR sector through Global Climate Change Adaptation flagship initiative (GCCA+) as well as by providing budgetary support during the last programming period (2014-2020). The EU has reaffirmed its commitment of EUR 31 million for the first phase of its Multi-Annual Indicative Programme (MIP 2021-2027) for Bhutan.

GNHC in collaboration with the Department of Local Governance (DLG), Department of National Budget (DNB), Government Performance Management Division (GPMD) and Helvetas Swiss Intercooperation revised the Local Development Planning Manual (LDPM) in December 2021 with the aim to assist Local Governments in planning and prioritization of development activities that represent the true needs and aspirations of the people in a participatory and objective manner. To this end, videos in both Dzongkha and English have been developed to further sensitize not only the local leaders but also the general public on the planning process of the Local Governments in Bhutan.

Press Release on 2nd Project Monitoring Committee (PMC) Meeting of the 12th FYP GoI PTA Project

The second Project Monitoring Committee (PMC) Meeting of the 12th FYP GoI PTA Project was held on 12th July 2022 in Thimphu. The PMC was co-chaired by Mr. Wangchuk Namgay, Officiating Secretary, Gross National Happiness Commission and Mr. Amit Shukla, Director (North), Ministry of External Affairs. The PMC was also attended by officials from the Gross National Happiness Commission, Ministry of Foreign Affairs, Ministry of Finance, Embassy of India, Project DANTAK and the PTA project implementing sectors and agencies.
To understand the ground realties and practical difficulties, the PMC members also visited the following projects and commended the good progress made:
1. Construction of Jigme Singye Wangchuck School of Law (Royal Institute of Law), Paro
2. Construction of 150 bedded Mother and Child Hospital, Thimphu
3. CSI Market, Changzamtog, Thimphu
4. Four lane road from Chubachu to Jungzhina, Thimphu
5. Construction of Simtokha round-about, Thimphu and
6. Reconstruction of Wangduephodrang Dzong

The PMC noted significant progress in all projects despite challenges posed by the COVID-19 pandemic. Out of 82 PTA projects, 16 are successfully completed and remaining 66 are at various stages of implementation with majority of them nearing completion. All projects are expected to be completed by the end of 12th FYP.
The PMC also recommended to submit upward cost revision of nine projects with good progress, reconciliation of five projects, progress report of the PTA projects and expediting the release request of Nu. 5,548.787 million for 31 PTA projects to the Plan Talks, which is expected to be held between second to third week of August this year.

12th FYP GoI PTA Project Review Meeting Concludes

A joint review of the 82 Project Tied Assistance (PTA) projects under Government of India assistance in the 12th FYP that commenced on 13th June 2022 concluded today. Out of 82 RGoB priority projects approved under GoI PTA, 76 projects were implemented by RGoB and six projects were implemented by Project Dantak.
The review meeting noted a significant progress achieved despite challenges posed by the pandemic. Out of 82 PTA projects, 16 are successfully completed and remaining projects are at various stages of implementation with majority projects nearing completion. All projects are expected to be complete by the end of 12th FYP.
The project review meeting was attended by officials from the Embassy of India, Thimphu, Gross National Happiness Commission, Project Dantak and the PTA project implementing sectors and agencies.

PTA project review meeting for 2nd PMC

In preparation for the second Project Monitoring Committee (PMC) meeting, a joint review of the Project Tied Assistance (PTA) projects under Government of India assistance in the 12th FYP is underway. PTA allocation of Nu. 28,000.00 million is spread across 82 priority projects of the RGoB covering projects under culture, health, education, roads & bridges, water, ICT, farm roads, economic and sports sectors.
The project review meeting is attended by officials from the Embassy of India, Thimphu, Gross National Happiness Commission and the PTA project implementing sectors and agencies.
The ongoing PTA projects are reviewed to assess the progress status and issues faced during the implementation phase. The joint review of the PTA projects noted that a significant progress is made despite challenges posed by the pandemic. Out of 82 PTA projects approved in the 12th FYP, 16 are successfully completed and remaining projects are at various stages of implementation with majority projects nearing completion. All projects are expected to be complete by the end of 12th FYP.
The project review meeting commenced on 13th June 2022 and will conclude on 24th June 2022.

Orientation on Revised Annual Performance Agreement (APA) Format

The Gross National Happiness Commission Secretariat in collaboration with Government Performance Management Division, Royal Civil Service Commission and Ministry of Finance have started the orientation programme for the central agencies and Local Governments (LGs) on the revised Annual Performance Agreement (APA) format from 7th June 2022. While the orientation for the central agencies are conducted in person, the orientation for LGs are being conducted virtually.

The revision of the Government Performance Management System (GPMS) is in line with the effort to strengthen the performance management in civil service contributing towards realization of the Five Year Development Plans in the medium term and towards the long term national vision and objectives. It is to ensure differentiated levels of APA and KPIs (Key Performance Indicators) by agency and help assign clear responsibility and accountability.

The orientation program is being attended by the Secretaries, Department Heads, Division Chiefs and relevant officials from the central agencies. For the LGs, the program is attended by Dasho Dzondags/officiating Dzongdags, Executive Secretaries, Dasho Dzongrabs, Dungpas, Sector heads, Gups and Gewog Administrative Officers.

The orientation program for the entire government agencies will be completed before 14th June 2022 following which sectors will begin the revision works on their part. The APA for FY 2022-23 will be finalized based on the revised format by 30th June 2022. Following this the annual progress will be monitored and evaluated against the Key Performance Indicators (KPIs) targets. Lessons learnt from the revision exercise as well as monitoring findings will further be used in tracking implementation of the KPIs in the next plan.
