Yesterday, I joined the Speaker of the National Assembly, the Chairperson of the National Council, Cabinet Ministers, and Members of Parliament in a river-cleaning initiative along the Samtenling River in Jungzhina.

I was encouraged to see officials and staff from the National Assembly, the National Council, and the Cabinet Secretariat come together with volunteers from the Thimphu Thromde and Desuups from Thimphu in support of this meaningful effort.

Organized under the National River Cleaning Initiative, the event commemorated the Birth Anniversary of Her Majesty The Gyaltsuen and served as a reminder of our shared responsibility to protect and preserve our rivers and environment through collective action and community service.

Yesterday, I had the pleasure of welcoming Shri Pankaj Agarwal, Secretary for the Ministry of Power, Government of India.

During our meeting, we held fruitful discussions on strengthening bilateral cooperation in energy security, reaffirming our shared commitment to advancing both existing and future hydropower projects.

I expressed my sincere appreciation to the Government of India for ensuring an uninterrupted supply of fuel and LPG to Bhutan despite disruptions in global markets. I also thanked Secretary Agarwal for his visit and for India’s continued support and partnership in the energy sector.

Today, I had the pleasure of welcoming the Indian Parliamentary Delegation, led by H.E. Shri Harivansh Narayan Singh, Deputy Chairperson of the Rajya Sabha.

Today, I visited the Gyalsung Academies in Jamtsholing, Gyalposhing, and Khotokha, where I had the opportunity to interact with our Gyalsups.

I shared with them how inspired I was by the transformation taking place within the academies. Beyond the world-class infrastructure, I told them that the true strength of Gyalsung lies in the discipline, resilience, and character being built in our youth. I reminded them that this programme is a sacred gift from His Majesty The King, created to prepare the next generation to lead Bhutan toward a future of peace and prosperity.

I encouraged the Gyalsups to view the hardships of training as the foundation for success in life — strengthening both mind and body for the challenges ahead. I also emphasized that Bhutan’s future, including the vision of the Gelephu Mindfulness City, would depend on capable and committed young people who prove themselves through hard work and integrity today.

During my interaction, I asked every Gyalsup to reflect daily on one important question: “Would His Majesty be proud of me?”

I also shared, quite honestly, that at the age of 60, I feel a sense of envy because my generation never had such an extraordinary opportunity for preparation and growth. I urged them not to let this sacrifice and opportunity go to waste. Whether they remain in Bhutan or travel abroad in the future, I reminded them that they will always remain nation-builders, and that Bhutan will always be their home.

Today, I had the privilege of opening the 17th South Asian Management Forum at the Royal Institute of Management.

In my remarks, I spoke about how rapidly changing technology and economic shifts are testing the resilience of our societies and institutions. Even as Bhutan embraces innovation and new opportunities, we remain guided by the values of Gross National Happiness. I shared that leadership today cannot rely only on fixed systems and procedures—we must build institutions that can learn, adapt, and respond with integrity, inclusiveness, and sound decision-making.

I also encouraged participants to take these conversations beyond the conference hall and turn them into meaningful regional partnerships. Stronger collaboration across South Asia will be important in building better public institutions and creating more inclusive opportunities for our people.

It was encouraging to see academicians, policymakers, professionals, and students from across the region gathered in Thimphu to exchange ideas and learn from one another. Forums like this remind us that many of the challenges we face are shared—and so must be the solutions.

This morning, I had the pleasure of meeting Mr. Johannes Zutt, Vice President of the World Bank for the South Asia Region.

He shared updates on ongoing projects and their progress, and expressed his satisfaction on the signing of the USD 515 million loan agreement for the Dorjilung Hydroelectric Power Project.

I conveyed my appreciation to the World Bank Group for its continued support through the Country Partnership Framework, and encouraged further collaboration across sectors, building on the success of our partnership.

Mr. Zutt is in Bhutan to oversee the signing of this important agreement, which marks another step forward in strengthening our energy sector.

Yesterday, I had the pleasure of meeting Lieutenant General Harpal Singh, Director General of the Border Roads Organization (BRO), Government of India.

We spoke about the long-standing partnership between Bhutan and the Border Roads Organization, especially the work carried out through Project DANTAK. The Director General also shared updates on the upcoming leadership transition within the project and reaffirmed their continued support for Bhutan’s road infrastructure.

I thanked the Border Roads Organization and Project DANTAK for their steady partnership over the years. The roads and bridges built together have not only connected our communities but also strengthened the close ties between Bhutan and India.

Yesterday afternoon, I had a productive meeting with Dr. Catharina Boehme, Officer-in-Charge of the WHO South-East Asia Region (SEARO).

We had a forward-looking conversation on strengthening our healthcare system—particularly the role of telemedicine in bridging distances, improving emergency response, and ensuring that quality care reaches every citizen, no matter where they live.

I also took a moment to thank the WHO for its continued support to Bhutan. I especially acknowledged the critical role WHO SEARO played during the COVID-19 pandemic in helping us secure timely access to vaccines.

It was encouraging to hear WHO’s continued commitment to working with us as we build a stronger and more resilient healthcare system.

This morning, I had the pleasure of meeting H.E. Philip Green OAM, the Australian Ambassador to Bhutan.

During our discussions, we focused on aligning Australian support with our national development priorities. We explored the potential of the South Asia Regional Infrastructure Connectivity (SARIC) project and the Australian Government’s small grants to further support localized development initiatives across Bhutan.

Next year we will celebrate 25 years of formal diplomatic relations and 60 years of cooperation. We discussed our plans to commemorate these milestones, reflecting on a shared journey built on mutual respect and common values.

I also took the opportunity to convey my deep appreciation to the Australian Government for the hospitality and the many opportunities extended to the Bhutanese community living in Australia. The welfare of our citizens abroad remains a priority of the utmost importance to the government.

We concluded our meeting by reaffirming our shared commitment to further strengthening this enduring partnership for the benefit of both our countries.
