06 March 2025 | Thimphu, Bhutanโ€”The Bhutan Resource Mobilization Plan (BRMP) was launched today by the Ministry of Finance of the Royal Government of Bhutan, with support from the Climate Vulnerable Forum and V20 Finance Ministers (CVF-V20). The groundbreaking plan is meant to help establish Bhutan as a high-income Gross National Happiness (GNH) economy by 2034 and deliver ten-fold economic growth by 2050.

The 16th Monthly Coordination Meeting between the Royal Government of Bhutan (RGoB), Thimphu and the Embassy of India (EoI), Thimphu on cooperation under Bhutanโ€™s 13th Five Year Plan was held on 03/03/2026. The meeting was co-chaired by the Director General, Department of Mcro-Fiscal and Development Finance (DMDF), under the Ministry of Finance, RGoB and Deputy Chief of Mission, Embassy of India, Thimphu. Officials from concerned ministries, agencies of RGoB and Embassy of India participated in the meeting.

The Royal Government of Bhutan and the Asian Development Bank have signed the Policy Based Lending (PBL) for the โ€œTrade Expansion and Diversification Program (TREAD) - Subprogram 1โ€, demonstrating Bhutan and ADBโ€™s partnership to enhance trade competitiveness, diversify the economy and strengthen long-term economic resilience.

The program is supported by US$25 million in financing from ADB, comprising US$12 million in grant assistance and US$13 million in concessional lending. It will support a wide range ofpolicy and institutional reforms aimed at expanding trade, diversifying exports, and encouraging greater private sector participation.

The Ministry of Finance (M*F) and the Japan International Cooperation Agency (JICA) Bhutan Office signed Grant Agreement under Japanโ€™s Economic and Social Development Programme (ESDP). The agreement was signed by Mr. Tshering Dorji, Director General of the Department of Macro-Fiscal and Development Finance, M*F, and Mr. Yoichiro Kimata, Chief Representative of JICA Bhutan Office, in the presence of the Honโ€™ble Ministers, Ministry of Finance and the Ministry of Infrastructure and Transport (MoIT).

The 15th Monthly Coordination Meeting between the Royal Government of Bhutan and the Embassy of India, Thimphu (EoI) for Bhutanโ€™s 13th Five Year Plan was held on 03 February 2026 at Zhichenkhar. The meeting was co-chaired by the Director General, Department of Macro-Fiscal and Development Finance (DMDF), Ministry of Finance, RGoB and the Deputy Chief of Mission, Embassy of India. Officials from various RGoB ministries, agencies, and EoI participated in the meeting.

The Ministry of Finance formally signed the Annual Performance Compact (APC) for the year 2026 with nine State-Owned Enterprises (SOEs) on February 2, 2026, reaffirming the Governmentโ€™s commitment to strengthened accountability and results-driven performance across SOEs.

The event was graced by the Honourable Finance Minister along with SOE Board Chairs, Chief Executive Officers, Company Secretaries, and senior officials. The APC serves as a formal agreement between the Ministry of Finance, as shareholder on behalf of the Royal Government, and SOEs, setting out agreed financial and non-financial targets and strategic deliverables for 2026.
