The institution of land administration dates back to the time when Bhutan started inventorying landholdings for tax assessment. However, the formal administration started only in 1956, with the establishment of Land Revenue Survey Office in Samtse. The Land Record and Settlement Office was established under the Ministry of Finance in 1967 and in 1972 the Office of the Chief of Survey was establish

ed, primarily for the demarcation of Bhutan-India boundary and topographic base mapping. These offices were merged in 1986 to form the Survey of Bhutan. In 1999 this office was renamed as the Department of Survey and Land Records and placed under the Ministry of Home and Cultural Affairs. This department was transferred under the Ministry of Agriculture in 2003. The Land Act 2007 was enacted during the 87th Session of the National Assemble by revising the Land Act 1979. Pursuant to the Land Act the National Land Commission was established as an autonomous agency with 11 Commission members. The Department of Survey and Land Records has become, by default, the National Land Commission Secretariat with all its functional divisions. The Department was formally bifurcated from the Ministry of Agriculture on 15th August, 2007. The newly appointed Secretary Dasho Sangay Khandu took over as the Head of the National Land Commission Secretariat. This day marks the founding day of the National Land Commission and its Secretariat.

As the Land Conference 2026 begins today, one thing is clear—land quietly shapes everything around us.
It feeds our farmers, supports our homes, protects our environment, and ultimately defines the future we pass on to our children.
But the context is changing.
With growing development pressures, expanding towns, and rising expectations, land governance today is no longer just about records and transactions—it is about systems, data, and better decisions.

*Basic Training on e-Sakor for Certified Land Conveyancers (CLC)*
The 5-day Basic Training on e-Sakor for 29 Certified Land Conveyancers (CLC) was successfully conducted by the National Land Commission Secretariat (NLCS) from 16th to 20th March 2026. The program, organized by the Urban Land Division, aimed to equip participants with the skills and knowledge to effectively use the e-Sakor system, facilitate land transactions, and provide high-quality CLC services.
Throughout the week, participants engaged in comprehensive sessions covering land-related guidelines, legal frameworks, the e-Sakor system, and hands-on practical exercises on the e-Sakor portal. By applying these skills, CLCs will support transparent, efficient, and legally compliant land transactions, contributing to enhanced public service delivery.

The National Land Commission Secretariat (NLCS) has completed the definition of the new National Geodetic Datum (DrukRef23), replacing the previous datum (DrukRef03). The update accounts for the Earth’s crustal deformation caused by tectonic movement over the past two decades since the definition of DrukRef03. NLCS has also finalized the parameters required for cadastral datum transformation, and the system is now ready for national rollout and implementation.
To support this transition, a three-day sensitization and awareness programme is being conducted for land surveyors and engineers including the private survey firms across the country.
These programmes aim to prepare technical professionals for the implementation of the new datum and to ensure a smooth transition in surveying and cadastral operations nationwide.
The first regional workshop is being held in Thimphu from 9–11 March, with over 50 participants from Thimphu, Chukha, Samtse, Paro, and Haa Dzongkhags.
Regional workshops for the remaining Dzongkhags will be conducted subsequently in Samdrup Jongkhar and Tsirang.

Announcement: Registration for CLC Training
The National Land Commission is pleased to announce open registration for the upcoming Certified Land Conveyancer (CLC) Training, which will be conducted from 16th March to 20th March 2026.
Interested individuals with at least a Diploma in Surveying are invited to register for the training, as seats are limited. The training aims to enhance participants’ knowledge and skills in land conveyancing procedures and the use of esakor systems.

*Basic QGIS & Geo-Spatial Training for Land Record Officials*

The 5-day Basic QGIS & Geo-spatial Training for 20 Land Record officials from NLCS, Dzongkhags, and Thromdes was successfully conducted at NLCS from March 2nd to 6th, 2026. Funded by the Government of India (PTA), the program went beyond basic software use to cover the technical foundations of mapping, including Geodesy, GNSS principles, and the history of cadastral surveying in Bhutan. Throughout the week, participants practiced linking Thram records with digital maps, performing spatial analysis, and using mobile tools like QField for field data collection. By integrating these geo-spatial skills with the Bhutan NSDI system, our officials are now better equipped to manage land records with modern technology and greater efficiency.
