The Ministry of Infrastructure and Transport (MoIT) and Hydropro Ecoventures Pte. Limited (HEPL), a Singapore-based company, signed a Memorandum of Understanding (MoU) on 22nd May 2026 for a five-year period (2026–2030) aimed at strengthening access to safe drinking water and safely managed sanitation services in Bhutan.

The collaboration focuses on the deployment of decentralized and modular water and wastewater infrastructure solutions, integration of climate-resilient and energy-efficient technologies, capacity building and technology transfer, and data-driven identification of priority intervention areas. It also includes the implementation of pilot and demonstration projects to test and validate innovative solutions for potential scale-up across the country.

Through this partnership, both parties aim to support evidence-based planning, strengthen institutional capacity, and promote scalable and sustainable water and sanitation systems aligned with Bhutan’s national development priorities, while improving public health outcomes and enhancing climate resilience in the sector.

A delegation from the Asian Development Bank led by Mr. Bhargav Das Gupta paid a courtesy call on the Hon’ble Secretary of the Ministry of Infrastructure and Transport earlier today. The delegation was accompanied by Ms. Sonomi Tanaka, Country Director, ADB Country Office.

The meeting focused on exploring potential areas of future collaboration between the Ministry and the ADB, particularly in advancing Public-Private Partnership (PPP) initiatives in the infrastructure, human settlement and transport sector. Discussions highlighted opportunities to strengthen private sector participation in infrastructure development, enhance investment mobilization, improve service delivery, and support sustainable and innovative transport solutions aligned with Bhutan’s development priorities.

Both sides also exchanged views on capacity building, technical assistance, and knowledge sharing to support the development of effective PPP frameworks and bankable infrastructure projects that can contribute to long-term economic growth and improved public services.

𝗦𝗶𝘁𝗲 𝗩𝗶𝘀𝗶𝘁 𝘁𝗼 𝗢𝗻𝗴𝗼𝗶𝗻𝗴 𝗣𝗿𝗶𝗺𝗮𝗿𝘆 𝗗𝗿𝗮𝗶𝗻 𝗜𝗜 𝗪𝗼𝗿𝗸𝘀 𝗶𝗻 𝗧𝗵𝗶𝗺𝗽𝗵𝘂

The Ministry of Infrastructure and Transport (MoIT), in collaboration with the United Nations Development Programme (UNDP) and Thimphu Thromde, conducted a high-level site visit to the ongoing Primary Drain II construction works in Thimphu on 12 May 2026 under the Enhancing Climate Resilience of the Urban Landscapes and Communities in Thimphu–Paro Region of Bhutan (ECRUL) Project.

The site visit covered the Primary Drain II stretch from Sersang School, Motithang to the Vegetable Market (Kaja Throm) in Thimphu. The visit was led by the Hon’ble Minister and Hon’ble Secretary of MoIT, along with the Resident Representative of UNDP Bhutan, the Thrompon and Executive Secretary of Thimphu Thromde, and officials from MoIT, UNDP, and Thimphu Thromde.

During the visit, the delegation reviewed the ongoing works, assessed implementation progress, and discussed site-level challenges and mitigation measures. The delegation emphasized the importance of maintaining quality standards and strengthening coordination among all stakeholders involved in project implementation.

The visit reaffirmed the Royal Government of Bhutan and UNDP’s shared commitment to strengthening urban resilience, improving climate adaptation infrastructure, and enhancing the safety and wellbeing of urban communities through sustainable development initiatives.

This project is supported by the Global Environment Facility (GEF).

A team from the Ministry of Infrastructure and Transport (MoIT), led by the Hon’ble Secretary and comprising executives/officials from the Department of Surface Transport, Department of Infrastructure Development, Department of Human Settlement, Bhutan Construction and Transport Authority, and the Policy and Planning Division, attended the 27th Dzongda Conference held in Tsirang on 8 May 2026, organized by the Ministry of Home Affairs.

The meeting served as a platform to sensitize Dzongdas on the Ministry’s ongoing and upcoming initiatives in their respective Dzongkhags. During the session, the Ministry presented key projects and activities under the 13th Five Year Plan (13FYP), along with the Construction Approval System (CAS) - an online platform developed to streamline and digitize Bhutan’s construction approval process.

The Ministry also engaged in discussions with the Dzongdas on issues and concerns related to infrastructure, transport, and human settlement sectors. Clarifications were provided on several matters, while other concerns raised during the conference were noted for further internal deliberation and follow-up by the Ministry.

Further, the Ministry team visited the Disaster Stockpiling Centre in Tsirang, which is currently under construction, to review the progress of works and assess the facility’s preparedness in strengthening disaster response and emergency support services.

The Ministry of Infrastructure and Transport and the City of Zurich, Switzerland, signed a Memorandum of Understanding (MoU) on 20 April 2026, at the Ministry’s Conference Hall in Thimphu.

The signing ceremony was attended by a nine-member delegation from the City of Zurich led by the Mayor, and officials from the Ministry led by the Hon’ble Secretary and Bumthang Dzongkhag led by the Dzongdag.

The MoU marks the continuation of a long-standing collaboration between the two parties, building on the 2013 Bumthang Valley Master Plan. It aims to strengthen cooperation in sustainable spatial planning, urban development, and integrated infrastructure systems.

The partnership will focus on knowledge exchange, capacity building, and technical collaboration, particularly in addressing priority infrastructure needs and enhancing coordinated planning in Bumthang Valley.

This collaboration reflects a shared commitment to promoting sustainable, resilient, and well-planned human settlements.
