SENIOR ASSISTANT AUDITOR GENERAL-CENTRAL GOVERNMENT AUDIT

Applications are invited from suitably qualified citizens of Botswana for the above post in the Office of the Auditor General, Gaborone.
SALARY PER ANNUM: E1, P464, 484– P483, 312
LEAVE: 30 working days per annum
BENEFITS:
i) Optional contributory medical aid scheme (Government contributes 50% and employee contributes 50%)
ii) New Entrants- A contract of 24 to 36 months with gratuity at the rate of 30% payable upon expiry of the contract.
QUALIFICATIONS
Bachelor’s Degree in Accounting, Finance, Auditing or equivalent. Professional qualification is required (e.g BICA, ACCA, CA or equivalent. Membership to BICA is a Pre-requisite.
EXPERIENCE
At least sixteen (16) years of relevant work experience of which two (2) years should have been as an Assistant Auditor General or equivalent in the Private Sector or Parastatal.
MAIN PURPOSE OF THE JOB
To provide strategic direction in the delivery of independent assurance and financial audit services as well as oversee the conduct of audit professionals when assessing the adequacy of internal control structures, compliance with applicable laws and regulations, adherence to generally accepted accounting principles and the accomplishment of programme objectives within public sector organizations.
KEY PERFORMANCE AREAS
1. Auditing Standards and Governing Requirements
Review and test the robustness of audit facts to regulatory and / or corporate requirements to support identified audit concerns and contrast audit facts with pertinent regulatory and corporate requirements.
2. Customer Focus
Develop and implement client service initiatives and processes to increase client satisfaction, set service standards and ensure compliance to these.
3. Ex*****on and Delivery
Monitoring of a core process of the organization, translate strategic intent into initiatives, execute and deliver initiatives in a disciplined , focused and goal directed way within agreed time frames.
4. Financial Management
Analyze and interpret financial results/reports, understand the interaction between ratios, business deliverables and strategy. Use data to guide strategic and operational decision-making. Understand requirements of an effective and efficient financial environment.
5. Conclusions and Recommendations
Approve final conclusions reached in an engagement based on the overall assessment of the results, and provide an opinion on whether reviewed documentation and audit results give an accurate and fair view of the current state of affairs of an entity.
6. Technical Expertise
Conduct sustained research and explore emerging themes, technologies and approaches for the organization. Offer opinion about policy, direction and application and identify technical expertise required for successful performance.
7. Leading Change
Leading cross functional and organizational change to adapt strategically to changing environmental demands, champion the change, explain business rationale for the change, articulate what the future looks like and inspire the organization.
8. Managing Complexity
Dealing with large scale strategic and long term (3-5) programs, projects and initiatives. Align initiatives and time allocation to core strategic imperatives and value add.

The Office of the Auditor General is the Supreme Audit Institution (SAI) of the Republic of Botswana. The Auditor General is mandated by Section 124 of the Constitution to audit public accounts of Botswana and forward reports thereof to the Minister responsible for Finance and Economic Development who shall cause them to be laid before the National Assembly.
In addition the Auditor General is expected to examine the economy, efficiency or effectiveness with which any Officer, authority or institution of Government has, in discharge of their duties or official function, applied or utilized the public monies or public supplies at their disposal and submit the report of the findings to the Minister who shall lay such reports before the National Assembly.

COMMONLY ASKED QUESTIONS FOR THE OFFICE OF THE AUDITOR GENERAL
Question 1
What is the mandate of the Office of the Auditor General?
The core business of the Office is to provide an audit service to Government Ministries Departments, Local Authorities and Land Boards and thereafter submit the findings to Parliament, Councils and Boards respectively. The Auditor General’s Annual Report on the Accounts of Botswana Government is the main product of the Office and is a synthesis of cumulative efforts throughout the year. The reports provide an assurance that public resources are used for intended purposes.
Question 2
Has the Office audited Covid-19 Procurements and if yes what are the findings?
The Office has conducted two types of audits, compliance and performance which are in the process of being finalized and will be issued to the relevant authorities. The Office is also in the process of conducting a financial audit on procurement including the purchase of PPE’s, vaccines, wage subsidies and related interventions. As a statutory requirement, all the reports will be tabled in Parliament before the findings can be publicized.

What impact has the Covid-19 pandemic had on the Office?
The role of the Auditor General is to build confidence and public trust in the way public resources are utilised. Emergency procurements as a result of the Covid-19 pandemic required the Office to strategize and pay closer scrutiny due to increased risk of abuse of public resources hence the Office had to divert resources from regular audit assignments to follow this shift in audit.
In addition, travel restrictions and associated protocols limited access to clients.
