Local Enterprise Authority Authority mandated for Entrepreneurship & Enterprise Development under Ministry of Trade & Entrepreneurship.

The Authority's key sectors are manufacturing, tourism, agriculture, and any services that support the three business sectors. In particular, LEA targets women, youth, and the unemployed. Part of the strategy is to encourage businesses to use locally available natural resources and raw materials, within the identified sectors above. Also the Authority endeavors to build competencies in quality and efficiency, and to encourage import substitution and export oriented products and services.

Financial Statements Masterclass Equips SMMEs for Sustainable Growth.

Inspired Minds, in collaboration with the Local Enterprise Authority (LEA), successfully hosted the Financial Statements Masterclass at Grand Aria, with sponsorship support from the Botswana Institute of Chartered Accountants (BICA). The training brought together SMMEs and other participants seeking to strengthen their financial management capabilities and gain a deeper understanding of the role financial statements play in business success.

The Masterclass focused on key areas including data-driven decision-making, funding readiness assessment, informed pricing decisions, clarity on profit drivers, and improved cash flow management, critical competencies for building sustainable and competitive businesses.

In his welcome remarks, Mr. Monei of Inspired Minds Institute encouraged participants to make the most of the learning opportunity and expressed his hope that programmes of this nature would contribute to improving financial competence and ultimately help shape Botswana’s financial landscape.

Delivering remarks on behalf of LEA, Mr. Onkabetse Moatlhodi, Chief Digital Officer, urged SMMEs to maintain proper business records to avoid being perceived as fly-by-night enterprises. He emphasized Botswana’s commitment to capacitating SMMEs for export readiness and employment creation. Mr. Moatlhodi also clarified LEA’s role, noting that while the Authority may not provide direct funding, it offers critical business development services that help enterprises grow and become sustainable. He likened LEA to a sports stadium that develops athletes into world champions, explaining that LEA nurtures businesses from grassroots level and supports them throughout their growth journey.

Representatives from Botswana Institute of Chartered Accountants (BICA) provided valuable insights into the role of the accounting profession and the importance of engaging BICA-registered accountants. They highlighted benefits such as enhanced credibility, regulatory compliance, improved financial management, reduced business risk, better access to funding, and stronger business growth prospects. Participants were encouraged to work with qualified accountants to support sound financial management and informed business decisions.

The technical sessions included presentations by Mr. Justice Majaha from LEA, who facilitated discussions on Profit and Loss statements and other essential financial management concepts. Participants also took part in interactive group discussions, presentations, question-and-answer sessions, and practical exercises designed to reinforce learning and encourage peer-to-peer knowledge sharing.

To recognize excellence and commitment throughout the programme, outstanding participants were acknowledged and presented with gifts.

The successful Masterclass reaffirmed the importance of financial literacy and record-keeping in building resilient, investment-ready, and sustainable enterprises capable of contributing meaningfully to Botswana’s economic growth.

Absa Bank Botswana in partnership with LEA recently hosted a business development forum for 45 women-owned businesses aimed at strengthening entrepreneurial capacity and promoting sustainable business growth. The workshop forms part of the LEA-ABSA collaboration, that focuses on empowering SMMEs through practical capacity building, training, access to finance, market access and business support initiatives that contribute to BW economic diversification and job creation agenda.

The workshop covered key topics including customer care and tax compliance as a growth enabler. Participants were equipped with practical skills on delivering excellent customer service, managing customer relationships, and improving business professionalism. The tax compliance session focused on understanding tax obligations, penalties, proper records, timely filing of correct returns and the importance of compliance.The forum also emphasised personal responsibility in enhancing business credibility and accessing growth opportunities.

The Government of launched a €8.0-million programme to create jobs in eco-tourism and horticulture across the country, to be implemented by ITC.

The goal is to create jobs, strengthen small businesses – particularly those led by women and youth – and to make an enabling environment for business in the green economy.

This initiative is funded by the European Union as part of the strategy.

TRASH TO TREASURE

The LEA Francistown Branch recently visited one of its clients, Trash to Treasure (Pty) Ltd, to offer on-site business monitoring and advisory service.

Trash to Treasure- discovered an innovative way to monetize recycling of PET bottle waste. Led by its Director, Ms. Lydia Tsoeu, the company approached LEA for assistance in developing a bankable business plan for funding. The plan was submitted to CEDA in July 2025 and by November 2025, CEDA had approved it, with the majority of funds directed toward procurement of the machinery that processes loose PET bottles into compacted bales. The bales are then sold to a major recycling company in Gaborone.

The company started its operations in April 2026, creating employment opportunities for 10 permanent staff members and 4 temporary workers. Looking ahead, Trash to Treasures plans to expand operations to other landfills in Masunga, Palapye, and Serowe, while also exploring export market opportunities to South Africa.

Ms. Tsoeu emphasized that the company is committed to inclusive growth, with a strong focus on employing more women, youth and people living with disabilities.

This initiative demonstrates how waste management can be transformed into a sustainable business model that creates jobs, supports communities and nd contributes to Botswana’s circular economy.

The Masunga Branch successfully conducted SMME Mandatory Registration Consultative Sessions in Masunga Village, aimed at engaging the business community and gathering stakeholder input to inform policy and implementation around the proposed SMME mandatory registration initiative.

The consultation attracted over 150 participants, reflecting strong interest and recognition of the importance of formalization and structured support for the SMME sector. The event was graced by the presence of the Chief’s Representative, Kgosi Mabutho, and Area Councillor, Hon. Maunge, whose participation underscored the significance of the engagement in advancing local economic development and strengthening the SMME ecosystem.

Representatives from Botswana Post and FSG also participated, sharing their respective mandates and outlining opportunities and support mechanisms available to SMMEs, further enriching the dialogue and promoting a collaborative support environment for entrepreneurs.

Speaking during the session, Mr. Phologolo, Business Consultant, highlighted the mandate of the Local Enterprise Authority (LEA) and encouraged participants to fully leverage LEA services to strengthen business performance, enhance competitiveness, and unlock growth opportunities.

In her remarks, Mrs. Kgomotso Masunga, the Branch Manager in LEA Masunga emphasized the importance of active participation during the consultation process, stressing that meaningful stakeholder contributions are critical in enabling Government to make informed, inclusive, and impactful decisions that respond to the realities and needs of the SMME sector.

The consultation forms part of broader efforts to ensure that the proposed registration framework is responsive, practical, and positioned to strengthen business formalization, improve access to support services, and accelerate sustainable enterprise development across Botswana.
