‘’Can I apply for a birth certificate in case of a home delivery?
Yes, you can apply for any Birth and Death certificate which only occurred in Botswana.
It became compulsory with the effect from 15th June 2003 for all Births & Deaths which occurred in Botswana to be registered after such occurrences. Previously there were compulsory and non-compulsory areas of registration .This means that if one was born before 15th June 2003 in a non-compulsory registration village, there is no penalty charge for late registration
According to Births & Deaths Registration Chapter 30:01, section 24(1). Any person who without the lawful excuse fails to –
(a) Notify the birth of a child in accordance with section 6, unless some other person has duly so notify the birth; shall be guilty of offence and liable to a fine not exceeding P200.00 or to imprisonment for a term not exceeding three months, or to both.
On time Registration are such Births which got registered within 60 days after occurrence while Deaths is within 30 days of such. Late registration are those which registered beyond that time, a penalty fee of P5.00 is charged monthly to a maximum penalty is P100.00
Requirements for home delivery are as follows
Confirmation letter form from kgosi where the birth occurred.
Affidavit from witness
Confirmation letter from a primary school where the applicant attended detailing the names used and full date of birth
A copy of under-five card (not tampered with)
Any other information may be required to satisfy the Registrar
Prescribed fee in case for as a penalty for late registration
Requirements for Hospital/clinic delivery
Confirmation letter from hospital/clinic
A copy of under-five card
Affidavit
Note. A death certificate copy of mother in case she is deceased.

The Ministry of Labour and Home Affairs in partnership with the European Union( EU) and Botswana Institute for Development Policy Analysis (BIDPA ) continue to disseminate the Situational Analysis report towards the development of the Productivity Policy and Strategy today (16/12/22) in Francistown. The Situational Analysis report, will go a long way in shaping the direction of the Policy and Strategy.
Some of the issues identified in the Situational Analysis report which cut across issues of productivity and competitiveness among others include;

THE MINISTER OF LABOUR AND HOME AFFAIRS ATTENDS A DISSEMINATION OF SITUATIONAL ANALYSIS REPORT
Today(14 December 2022) The Honourable Minister of Labour and Home Affairs Honourable Anna Maria Mokgethi attended a presentation on the Dissemination of Situational Analysis Report:Developing a National Productivity and Competitiveness Policy and Strategy held at Fairgrounds Holdings, Gaborone.
This project is part of the 11th European Development Fund (EDF) which its aim is to strengthen the relations, including economic relations between the government of Botswana and the European Union and to elaborate the long standing development cooperation towards equal partnership.
For her part, Honourable Mokgethi said "productivity is the single most important ingredient for economic growth of any nation, Botswana included, hence efforts to improve our productivity levels remain a top priority-considering that we have not been doing well as a nation in international rankings of issues of productivity and competitiveness".
She also mentioned that the Institute of Management Development World Competitiveness Year Book ranked Botswana 58 out of 63 countries in 2022 making it clear that Botswana was not doing well as a country.
Honourable Mokgethi also emphasized that as Botswana embarks on the journey towards achieving high income status,productivity remains the main vehicle to sustain the momentum. She also said that it was an important catalyst in achieving the aspirations of other strategic objectives and goals, such as the Sustainable Development Goals, the Africa Agenda 2063,the RESET and the National Transformation Agenda.
"Ladies and Gentlemen, I must hasten to tank the EU for providing technical and financial support for this project. May this be the beginning of more fruitful partnerships as we continue the journey towards developing Botswana and enhancing her chances of reaching high income status by 2036,as well as other ideals of the nation vision", she concluded.

IMMIGRATION DEPARTMENT EMBARKS ON A PUBLIC EDUCATION OUTREACH INITIATIVE
Yesterday (30/11/2022)Department of Immigration and Citizenship hosted a one day public education outreach initiative at Molapowabojang where they sensitized members of the public about the services they offer. Some of the services taken to the people included new applications and renewal of National Identity card (Omang).
From climate change, education & mental health, to ending racism and discrimination, on and every day, help youth raise their voices on issues that matter to them.

Yesterday, (16/ 11/ 22 ), Ms Monique Ekoko from UNHCR South Africa Multi Country Office paid a courtesy call on the Minister of Labour and Home Affairs, Honourable Anna Mokgethi.
The objective of the meeting was to discuss and share ideas on issues of statelessness in Botswana. The Minister emphasised the importance of stakeholder collaboration and engagement in tackling the issues of statelessness.
Ms. Ekoko pledged her support to help with the technical support and qualitative study and research on the situation of statelessness in Botswana.

"Is it a crime not to register birth?’’
Yes, it is a legal obligation to register a child’s birth within 60 days of delivery because it enables the Government to know who has been and also it is a gateway to access to services and rights.
Birth certificate is used to proof the existence of child, its required for registration of the child medical aid, registration in school, applying for passport as well as identity registration .
Can you change names on a birth certificate?
Yes, It is possible, in order for a change of name to occur, an application form need to be completed and posted to the registrar office where the entry is held, however the birth certificate with the old names need to be given back to the registrar office together with an application form and all necessary documents form with a fee.
Births and Deaths Registration Act Part III Section 14, states that; the Registrar shall not alter any Register of Births, still births or Deaths unless authorized or directed by order of the High Court.
The Registrar is only empowered to correct spelling errors or transcription alone. A fee of P10.00 will be required together with a certified copy of the high court to effect the change.

MINISTRY OF LABOUR AND HOME AFFAIRS HOSTED A STAKEHOLDER VALIDATION WORKSHOP
Yesterday (27/10/2022) The Ministry of Labour and Home Affairs together with the International Labour Organization (ILO) hosted a stakeholder validation workshop on Gender Responsive Just Transition Country Analysis (its opportunities and challenges) at Travelodge, Gaborone.
Different stakeholders from different organizations like iSix Logistics, Business Botswana, Botswana Federation Of Trade Unions and Botswana Federation of Public Private and Parastatal Sector Unions were present at the workshop.
There was a presentation of key findings of rapid situational analysis for a Just Transition in Botswana, a discussion and validation of the rapid situational analysis for a Just Transition.
Lastly, there was a presentation and discussion of high potential entry points, bottlenecks and areas of collaboration and support for a Just Transition.

IPELEGENG SKILLS DEVELOPMENT COMPONENT LAUNCHED
"lpelegeng is a development programme that has been part of our lives as Batswana since pre independence, as a poverty eradication strategy, it is a social protection instrument that provides temporary employment and facilities delivery of labour-intensive infrastructural projects and social services".
This was said by Minister of Labour and Home Affairs, Hon. Anna Mokgethi today (25/10/22) during the launch of Ipelegeng skills development component and graduation of the first batch of beneficiaries and handing over of the projects completed through initiative at Mogobane.
She emphasized that in 2008, the Government of Botswana took a decision to implement the programme on a permanent basis, that is every year and covering all localities including unban areas. Honourable Mokgethi said the program was further re-named Ipelegeng,which was re- designed to be result based and introduced a well structured capacity building component that arms the participants with production skills as well as survival skills which will assist the participants to graduate to better paying jobs or be self employed.
"As a Ministry responsible for promotion of productivity, it was befitting to be engaged in the process so as to ensure achievement of the ideals of productive population", she alluded.
In conclusion, the Minister indicated that re-considering the way things were done and development of smart work ethics was very critical for the growth of the economy, therefore "we should introspect and reduce on excess baggage in line with Mindset change priority on Government 's RESET Agenda".

Government launches Ipelegeng Skills Development Component
1. Government will launch Ipelegeng Skills Development Component (ISDP) in Mogobane on Tuesday October 25, 2022.
2. The initiative is a collaborative effort between Ministry of Local Government and Rural Development (MLGRD), Ministry of Education and Skills Development as well as Ministry of Labour and Home Affairs to make Ipelegeng more efficient and effective.
3. Through the Programme, Government is committed to creating employment and eradicating poverty with emphasis on construction and maintenance of public facilities as well as labour-intensive public works across the country.
4. The Programme focuses on productivity, mind-set change, entrepreneurial and life skills as well as empowerment of participants to prepare them for sustainable employment opportunities in line with Reset and Reclaim Agenda priorities of mind-set change and value-chain development, Vision 2036 as well as MLGRD Strategy and Transformation Plan pillars of building resilient, inclusive and sustainable local economies and providing effective and efficient local services and infrastructure.
5. Hitherto, Government has trained 51 participants on plumbing, electrical, carpentry, tiling, bricklaying and plastering as well as painting.

The Ipelegeng Skills Development Programme (ISDP) was created in response to the Government's decision to reengineer the Ipelegeng program to align more closely to workplace needs. While the remodeled ISDP is being developed and implemented, the Ipelegeng program will continue to be run across the country. The program will be closely monitored with SMART targets and value for individuals and communities of service. In light of these developments, BNPC, as a key stakeholder, will support Ipelegeng beneficiaries on Work Ethic and Mindset Change in collaboration with the Ministry of Labour and Home Affairs , Ministry of Education and Skills Development, Botswana , Construction Industry Trust Fund - citf as well as the South East District Council.
MINISTER MOKGETHI OFFICIATES AT THE 5TH STRATEGIC HUMAN RESOURCES CONFERENCE.
The Minister of Labour and Home Affairs, Hon. Anna Mokgethi today (19/10/22) officiated at the 5th Strategic Human Resources Conference in Gaborone. The theme for this year’s conference is “The Great Reorganization: Building Winning Workplace Cultures In A World Transformed”.
"The theme seeks to create conversations, dialogue and discourse on how to realign work, workforce skills, leadership and human capital practices amidst the economic turbulence and challenges emergent from the devastating effects of COVID-19 pandemic", she said.
She emphasized that the Government of Botswana was working tirelessly to revive the economy under the Reset Agenda approach which aims to transform the country from an upper middle-income to a high-income country by year 2036.
"Corporate and human resources leaders are being challenged to re-evaluate business-people relations strategies and design transformative and innovative solutions to bridge the gap between economic challenges currently faced and the need to save employment and protection of employees in addition to employment creation", she said.
The two day conference is attended by corporate and human resources leaders from local, regional and international and will end tomorrow (20/10/2022)
