Kweneng District Council Bye-Law Enforcement Department, in collaboration with the Botswana Police Service, conducted a joint enforcement operation targeting scrapyard businesses in Molepolole.
This joint operation follows concerns raised by community members during the Council Chairmanโs kgotla meetings, where residents expressed concern that some scrapyards could be creating a market for stolen property and, in turn, encouraging theft in the community.
This operation targeted both licensed and unlicensed scrapyard operators, with officials checking compliance with licensing requirements, operating conditions and waste management regulations.
Beyond enforcement, this exercise also focused on public education and guidance. Operators were informed about the procedures for legalising their businesses and were cautioned about the consequences of operating outside the requirements of their licences and applicable laws.
During these inspections, officials discovered that some scrapyards were operating in residential areas, which is not permitted. Such operations can create health and environmental risks, particularly when waste is not properly managed. Those operating in residential plots were penalised P1,000 for operating businesses in residential areas and failing to properly manage waste, contrary to the Waste Management Act.
Some scrapyard businesses were found to be legally registered and in possession of valid licences, However they were cautioned to strengthen their monitoring systems and ensure that individuals attempting to sell property that does not belong to them are properly identified and reported to the relevant authorities.
The Council's emphasis on this enforcement exercise is not solely about shutting down illegal businesses, but also to promote compliance, educating business operators and protecting communities from activities that may contribute to crime and environmental degradation.
