Ontario Welcomes $479 Million Manufacturing Investment in London

October 16, 2026 | Ontario Economic Update

Ontario is welcoming a $479 million investment from Hitachi Energy Canada to establish a new advanced manufacturing facility in London, Ontario.

The investment will create more than 100 jobs, strengthen Canada's domestic manufacturing capabilities, and help meet growing electricity demands across North America.

Here's what's happening:
🔹 $479 million investment: Hitachi Energy is establishing a 21,000-square-metre Transformer Insulation Centre in London's Huron Industrial Park, with completion expected in 2028.
🔹 100+ new jobs: The project is expected to create skilled manufacturing employment opportunities in the London region.
🔹 Canadian manufacturing first: The facility will introduce Canada's first transformer pressboard manufacturing line, producing a critical insulation material used in electrical transformers.
🔹 Significant production capacity: The facility is designed to manufacture up to 20,000 tonnes of pressboard annually, reducing dependence on imported materials.
🔹 Federal support: The Government of Canada is contributing $30 million through two federal funding programs.
🔹 Growing Ontario investment: This announcement follows Hitachi Energy's $30 million investment in transformer repair, service and training operations in Stoney Creek.

𝐖𝐡𝐲 𝐝𝐨𝐞𝐬 𝐭𝐡𝐢𝐬 𝐦𝐚𝐭𝐭𝐞𝐫 𝐟𝐨𝐫 𝐂𝐚𝐧𝐚𝐝𝐚'𝐬 𝐞𝐜𝐨𝐧𝐨𝐦𝐲?
Electricity demand is growing, and expanding the electrical grid requires more than generating additional power. Canada also needs the manufacturing infrastructure and materials to distribute that electricity reliably.

Producing critical transformer components domestically could reduce supply chain vulnerabilities, support Canadian employment and create opportunities for businesses supplying goods and services to the manufacturing and energy sectors.

𝐌𝐲 𝐩𝐞𝐫𝐬𝐩𝐞𝐜𝐭𝐢𝐯𝐞:
Investments like this are encouraging because they focus on building long-term manufacturing capacity here in Canada.

However, announcements and completed projects are two different things. The real economic impact will depend on construction progressing as planned, jobs being created and sustained, and how much of the economic activity benefits Canadian suppliers and communities.

It's worth watching how this investment develops between now and 2028.

Canada’s $7.5 Billion Tariff Relief Package: What Business Owners Need to Know

With ongoing U.S. tariffs creating financial pressure for Canadian businesses, the federal government has introduced and expanded $7.5 billion in support measures to help employers protect jobs, manage cash flow, and adapt to changing economic conditions.

The package includes workforce support, Employment Insurance (EI) flexibility, business financing, and retraining opportunities.
Here are some key highlights:

🔹 Workforce Retention and Retraining
Employers affected by tariffs may be able to reduce employee hours rather than lay off staff, while eligible employees receive partial EI benefits. Training and administrative funding of up to $1,000 per participant may also be available.

🔹 Enhanced EI Work-Sharing
Temporary Work-Sharing arrangements can extend up to 76 weeks, helping businesses retain experienced employees during reduced business activity.

🔹 Expanded EI Supports
Temporary measures include waived waiting periods, flexibility around separation payments, and up to 20 additional weeks of benefits for eligible long-tenured workers.

🔹 Financial Assistance for Businesses
Several federal programs provide financing and investment support:
• $1.5 billion Regional Tariff Response Initiative
• $500 million BDC Pivot to Grow financing
• $2 billion Canada Strong Diversification Fund
Eligibility, repayment requirements, and funding limits vary by program.

🔹 Additional Ontario Support
Ontario businesses and workers may also benefit from the $228.8 million Canada–Ontario Workforce Tariff Response initiative, supporting retraining and skills development in tariff-affected industries.

📊 Why Accurate Bookkeeping and Payroll Matter
Accessing these programs may require reliable financial and employment records, including payroll reports, employee hours, Records of Employment (ROEs), labour costs, and documentation of financial impacts.
For business owners, this is another reminder that good bookkeeping is about much more than compliance. Accurate, current financial information helps you understand your options and respond when opportunities or challenges arise.

For accounting professionals, it's an opportunity to help clients identify available support and prepare the documentation needed to apply.

Important: These programs have specific eligibility criteria, and funding is not automatic. Businesses should review the applicable government program requirements before making decisions.

Ontario Investing More Than $6.1 Million in Northern Agriculture
📅 October 8, 2026 📍 Northern Ontario

The Ontario government has announced an investment of more than $6.1 million across 14 agricultural projects through the Northern Ontario Heritage Fund Corporation (NOHFC).

The funding is intended to help northern farmers and agricultural businesses expand operations, improve productivity, increase crop yields and strengthen regional food production.

🌾 Where Is the Funding Going?
Several projects focus on improving farmland through tile drainage systems, which help manage excess water and make agricultural land more productive.

Key investments include:
• Northeast Community Network: Approximately $1.95 million for drainage improvements covering 3,500 acres in the Mushkegowuk-James Bay District.
• Northern Ontario Farm Innovation Alliance: $1 million to improve drainage across more than 1,800 acres in the Timiskaming-Cochrane region.
• Area One Farms: $860,000 to improve more than 1,700 acres of agricultural land in the Clay Belt region.
These improvements are expected to support longer growing seasons, greater crop diversity and increased agricultural output.
📈 Why This Matters Economically
Northern Ontario's agricultural sector contributes significantly to the regional economy.
According to figures provided in the provincial announcement:
• Agriculture supports more than 9,150 jobs in northern Ontario.
• The sector contributes over $575 million to Ontario's GDP.
• Farm cash receipts increased from $182 million in 2006 to $291 million in 2025.

The investment is intended to support agricultural expansion, strengthen local food security and reduce vulnerabilities associated with trade disruptions.

💰 Broader Northern Ontario Investment
The NOHFC now has an annual budget of $110 million.
Since June 2018, the fund has approved:
• More than $1.1 billion for over 9,000 projects.
• Projects leveraging more than $3.4 billion in additional investment.
• Initiatives credited with creating over 11,580 jobs and sustaining more than 2,345 existing jobs.

🔎 What to Watch
While the funding supports agricultural infrastructure, its longer-term economic impact will depend on measurable improvements in crop production, farm profitability and regional employment.
For northern agricultural businesses, improved infrastructure may create opportunities for expansion and greater operational efficiency.

• CMHC financing support for up to 250,000 units.
• Canada Infrastructure Bank support for 30,000 units.
• Continued support through the Deep Retrofit Accelerator Initiative.

📉 Economic and Environmental Impact
According to the federal government, these measures are expected to:
• Support one million residential retrofits.
• Reduce emissions by more than 25 megatonnes.
• Lower household heating and energy costs.
• Encourage investment in energy-efficient buildings.

💡 What This Means for Canadians and Businesses
Homeowners may benefit from reduced upfront heating system replacement costs.
Landlords and property owners may have additional financing options for energy-efficient improvements.
HVAC contractors, construction businesses, and energy-efficiency service providers may see increased demand.

📊 Economic Update | Information Only | Canada

Ontario is expanding financial support for businesses affected by the latest U.S. trade actions, including new import bans on Canadian alcohol, certain dairy products and motorcycles that took effect September 29, 2026.

The province is broadening eligibility under two existing programs to give affected Ontario businesses access to financing as they deal with tariffs, import restrictions and disrupted U.S. trade.

Key developments include:
✅ The $1 billion Protect Ontario Financing Program (POFP) is being expanded to businesses affected by the latest U.S. import bans. Loans can be used for operating expenses including payroll, lease payments and utilities.
✅ The POFP continues to support businesses affected by existing U.S. trade measures involving steel, aluminum, copper, automotive products and other Canadian goods.
✅ Eligibility is also expanding under the $150 million Ontario Together Trade Fund (OTTF), which provides grants or loans to eligible small and medium-sized Ontario businesses.
✅ OTTF funding is intended to help businesses expand interprovincial trade, diversify markets and reshore supply chains away from the U.S.
✅ The latest measures follow additional 50% U.S. tariffs on a range of Canadian products that took effect September 15.

Why does this matter?
For Ontario businesses exposed to U.S. trade, these programs could provide access to working capital at a time when tariffs and import restrictions are putting pressure on revenue, cash flow and operating costs.

The bigger economic issue is diversification. Ontario businesses that have traditionally relied heavily on the U.S. market are facing increased pressure to find customers elsewhere, expand trade within Canada and reconsider where their supply chains are located.

For small and medium-sized businesses in affected sectors, it’s worth reviewing the eligibility requirements rather than assuming these programs don't apply. Government program paperwork may not be anyone's favourite hobby, but available funding is available funding.

📊 Economic Update | Information Only | Canada

Ontario’s minimum wage has increased to $17.95 per hour, effective October 1, 2026, up from $17.60.The Ontario government says the increase will affect more than 700,000 workers and gives Ontario the second-highest minimum wage among Canadian provinces.

The annual adjustment is tied to Ontario’s Consumer Price Index (CPI), which was 1.9% for the period used to calculate this year’s increase.

Key developments include:

✅ The general minimum wage increases by $0.35 per hour, from $17.60 to $17.95.
✅ A minimum-wage employee working 40 hours per week would earn approximately $728 more annually, assuming consistent hours.
✅ Specialized minimum wages for students, homeworkers, and hunting and fishing guides are also increasing.
✅ Approximately 35% of Ontario minimum-wage workers are employed in retail, with another 24% working in accommodation and food services.
✅ Ontario’s minimum wage has increased from $14.00 per hour in 2018 to $17.95 in 2026.

Why does this matter?

For workers earning minimum wage, the increase provides some additional income as living costs continue to rise.

For businesses, particularly those in retail, hospitality and food services, the increase means higher direct payroll costs. It can also create pressure on wages immediately above minimum wage as employers work to maintain differences between entry-level and more experienced positions.

Because Ontario’s minimum wage is adjusted annually based on CPI, businesses can expect this to remain an annual October 1 consideration when budgeting for payroll and labour costs.

📊 Economic Update | Information Only | Canada

The federal government has officially listed the proposed Pacific Link oil pipeline, formerly referred to as the West Coast Oil Pipeline, as a project of national interest under the Building Canada Act.

The project is intended to expand Canada’s access to international energy markets, particularly Asia, while reducing reliance on the United States as Canada’s primary energy export market.

Key developments include:

✅ Canada and Alberta would share equal ownership of Pacific Link.
✅ Indigenous communities will be offered a minimum 10% ownership interest, with financing available through federal and Alberta Indigenous loan guarantee programs.
✅ Pembina Pipeline Corporation is participating as a private-sector investor, while Trans Mountain Corporation is leading project development.
✅ The proposed pipeline would follow a southern route through British Columbia, avoiding the North Coast and environmentally sensitive areas including the Great Bear Sea.
✅ The federal government says the pipeline could provide capacity to export an additional one million barrels of oil per day to growing Asian markets.
✅ Government projections estimate the project could support 140,000 jobs across Canada, generate more than $20 billion in GDP annually, and produce approximately $100 billion in government revenue by 2060.
✅ The Major Projects Office, supported by the Canada Energy Regulator, will now conduct the federal review process, including Indigenous consultation, public hearings and environmental, technical and regulatory reviews.
✅ The government’s target is to finalize project conditions by September 1, 2027, potentially clearing the way for construction to begin.

Why does this matter?

Canada remains heavily dependent on the U.S. market for energy exports. Pacific Link is being positioned as part of a broader federal strategy to diversify Canadian trade, increase access to Asian markets and expand Canada’s role as a global energy supplier.

It’s important to note that being designated a project of national interest does not mean the pipeline has completed its regulatory review or received final construction approval. Significant consultation, environmental review, route planning and project development still need to take place.

📊 Economic Update | Information Only | Canada

LNG Canada has reached a final investment decision on its $33-billion Phase 2 expansion in Kitimat, British Columbia, moving forward with what the federal government describes as the second-largest single private investment in Canadian history.

The expansion will double the terminal’s annual export capacity and support increased Canadian natural gas exports to overseas markets.

Key developments include:
✅ $33 billion in private investment to expand the LNG Canada facility
✅ Doubling annual LNG export capacity to 28 million tonnes
✅ More than 4,000 direct construction jobs expected for LNG Canada Phase 2
✅ A related Coastal GasLink expansion will double pipeline capacity through additional compressor stations and upgrades along the existing route
✅ Coastal GasLink construction is expected to begin in 2027, creating more than 2,000 jobs
✅ Five First Nations have an option to invest up to $1 billion for majority ownership of the new Phase 2 LNG storage tank

Why does this matter?
For Canadian businesses, the economic impact extends beyond the terminal.

Construction, equipment, transportation and supporting services could see increased demand as these projects move forward.

Additional export capacity also gives Canadian natural gas producers greater access to overseas customers, supporting trade diversification.

The Indigenous ownership option adds another economic dimension: an opportunity for participating First Nations to earn long-term revenue through infrastructure ownership.

📊 Economic Update | Information Only | Canada

The federal government has announced $1.2 billion to protect Canada’s oceans, alongside plans to expand marine infrastructure and diversify trade.

The funding supports ocean conservation, shipping safety, emergency preparedness and Indigenous partnerships as marine traffic grows.

Key developments include:
✅ More than $740 million over four years for ocean conservation, marine science, monitoring and incident preparedness
✅ $136 million over four years for marine mammal protection, spill response readiness and underwater noise reduction
✅ $186 million for Indigenous partnerships supporting conservation, waterway management and emergency preparedness in the Great Bear Sea region
✅ Expanded Coast Guard monitoring capabilities, radio and radar coverage, and improved coastal forecasting for emergency response
✅ Modernised marine inspections and certification systems, with a goal of reducing compliance costs by 20%
✅ Support for quieter vessel technologies, including improved propellers, electric and hybrid motors, and hull upgrades

Why does this matter?
Expanding ports and shipping capacity also increases the need to manage marine traffic, protect fisheries and prepare for emergencies.

These measures are intended to support safer trade routes and protect the coastal industries and communities that depend on healthy oceans. They could also create opportunities for businesses providing marine technology, vessel upgrades and environmental monitoring.

Building trade capacity involves more than expanding the port. The systems keeping those waters safe need to keep pace too.

📊 **Economic Update | Information Only | Canada**

Ontario is launching its fifth annual **Level Up! skilled trades career fairs**, with more than **60,000 students, families and jobseekers** expected to participate in events across 12 Ontario communities in 2026.

The fairs connect participants directly with employers, unions and training providers while providing hands-on exposure to dozens of Ontario’s **144 skilled trades**.

Key developments include:

✅ Ontario says more than **400,000 workers will be needed to fill skilled trades-related job openings over the next decade**

✅ Ontario currently has more than **94,000 active apprentices**, the highest number in more than a decade

✅ By 2035, approximately **one in six Ontario job openings** is expected to be in a skilled trades-related occupation

✅ Ontario expects to need approximately **8,500 electricians, 7,200 millwrights, 6,300 welders and 850 ironworkers** over the next decade

✅ The province is working to engage **500,000 youth in skilled trades by 2030** through Level Up! and other apprenticeship and training initiatives

**Why does this matter?**

We talk a lot about building housing, infrastructure, energy projects and expanding Canadian manufacturing.

But somebody actually has to build it.

Ontario is facing significant demand for skilled workers at the same time experienced tradespeople are retiring. That makes the workforce pipeline an economic issue, not simply an education issue.

Getting young people exposed to these careers earlier, and giving them clear pathways into apprenticeships and training, matters if Ontario wants the workforce available to deliver the projects already being planned.

*Turns out announcing billions in construction is the easy part. Finding the people to actually build it matters too.*
