About six weeks ago, I pulled on a thread.

When we learned Bowen's annual contribution to the Islands Trust was set to increase by 32%, I was startled. My immediate ask -- what would Bowen be getting in return? I didn't expect where the inquiry would take me.

That one question dropped me, layer by layer, into the architecture of our relationship with the Trust -- the statutes, the policies, the allocation formulas, the budget documents that most of us (myself included, until recently) have never had reason to examine. What started as a tug on one thread became one of the most absorbing projects I've taken on as Mayor -- consuming every free moment this past month, pulling me deeper into a tapestry I hadn't appreciated until I started following the weave...
.. and the question changed.

It stopped being about value-for-money. The Trust does valuable work. The Conservancy protects ecologically significant land. The preserve-and-protect mandate has shaped Bowen in ways that benefit everyone who lives here. I'm not interested in debating whether the Trust has value. It does.

But value wasn't the problem I was finding. The problem was fairness. The question morphed: is the formula doing what it's supposed to do, by its own rules?

The result is a 45-page analysis -- grounded entirely in the Trust's own data, their own policies, and the Islands Trust Act. (find it here:

I believe it's the most detailed independent examination of the Bowen-Trust financial relationship ever undertaken. In 2022, 79% of voters told us they wanted the requisition formula renegotiated. This work honours that mandate — not through rhetoric, or an impassioned discourse on value for money, but through evidence.

Monday, February 23rd at 1:00 PM, Islands Trust staff will appear as delegates at our regular Council meeting to respond to the questions and issues raised. The Islands Trust has put forward a 32% increase to their tax levy to Bowen Island. I have a hard time accepting that, especially as we have not heard a clear justification from the Trust as to how that increases services or presence on Bowen Island.

Ferry-focused UBCM. On Sunday, we hosted 35+ community leaders from ferry-dependent communities to share challenges and strategize — mayors and councillors, chairs and electoral area directors, First Nations and MLAs, Islands Trustees and business leaders — it was remarkable how similar our ferry challenges were.

We were able to coordinate a letter signed by many of these elected officials — highlighting everything from inadequate terminal infrastructure to systemic inadequacies in engagement — which affect residents and visitors to our communities system wide. I presented this to senior leadership of BC Ferries in an open session, ending with the question of “who is accountable?”

There is more work to do, but it is gaining steam. For Bowen, and for many other ferry dependent communities, the current situation is untenable and unacceptable. The decision makers of this system — BCF, the Ferry Authority, the Ferry Commissioner, and the Province — must intervene, assisted with formal and meaningful engagement from local governments, to build a system that works.

The Film Crew & The Ferry.

Bylaw Services have been in close contact with Reunion BB Productions Inc. as they prepare to leave the island tomorrow. The production company has agreed to board only the 9:30 pm, 10:30 pm, and 11:30 pm ferries tomorrow, Thursday July 17, 2025 and the 5:15 am sailing on Friday, July 18, 2025.

The events in Horseshoe Bay yesterday were tragic — I cannot imagine the grief those involved and who witnessed are experiencing. Thank you to all the community and professionals on Bowen who have put their hands up to heal and help.

News Release: Sunshine Coast and Bowen Island Mayors Demand Urgent Action on Ferry Reliability

Mayors Silas White (Town of Gibsons) and Andrew Leonard (Bowen Island Municipality) have issued a formal call to Premier David Eby for immediate intervention to address the ongoing deterioration of ferry service on BC Ferries Routes 3 (Langdale–Horseshoe Bay) and 8 (Snug Cove–Horseshoe Bay).

In a detailed letter sent on April 25, 2025, the mayors describe a system in crisis, with frequent service breakdowns, prolonged delays, and an absence of accountability across the organizations responsible for coastal ferry operations. The most recent example over the Easter long weekend — including a vessel breakdown and widespread service disruptions — left travellers stranded and communities scrambling to respond.

The Climate Action Intern will work on updating BIM’s Climate Action Strategy over a four month term.

This internship is supported by the Pacific Institute for Climate Solutions (PICS) Climate Internship Program. The successful candidate must be a current full-time student at UBC, UVic, SFU or UNBC.
