Webinar: NFPA-1033 - 2022 - The New Requirements for Fire Investigator Qualifications

Presenters: Jason Williams and Michael Ross, Fire Investigators - Office of the Fire Marshal of Ontario

The National Fire Protection Association (NFPA) has recently released an updated NFPA 1033, The Standard for Professional Qualifications for Fire Investigators, 2022. The NFPA standard sets the minimum qualifications for a Fire Investigator, and is held as the “Gold Standard” in the courts of justice throughout North America. The new standard has numerous changes, amendments and updated requirements related to the Job Performance Requirements (JPR’s) of a fire investigator operating in the field. This webinar will provide an overview of the initial establishment of NFPA 1033, and the evolution of the standard to the newly released 2022 version. It will speak to the updated portions of the standard and the outlined minimum areas of knowledge required to meet the minimum standard in the field of fire investigations. If you are a professional in the field of fire investigations, this webinar will provide you a fantastic opportunity to gain valuable knowledge in relation to the new NFPA 1033.

The facilitators of the NFPA 1033, 2020 webinar are Jason M. Williams and Mike Ross from the Office of the Fire Marshal (OFM), Fire Investigation Services for the Province of Ontario. Jason and Mike have investigated over a total of 1,000 fires and have been qualified as experts in the field of fire investigations and fire dynamics over 75 times. The two have more than 22 years of experience in the field of forensic fire investigations and have held positions with the OFM as acting supervisors as well as training and quality assurance specialists.

They both lecture throughout the Province of Ontario at numerous post-secondary school institutions as well as at fire and police training centres and colleges.

They have authored several published articles in the areas of multi-compartment fire dynamics, ventilation limited fire pattern analysis and butane honey oil fire and explosion investigations; and have delivered several webinars through the Canadian Association of Fire Investigators (CAFI)

Jason and Mike recently developed and delivered the Ontario Fire Marshal new recruit training program, and are regularly requested to deliver training/lecture sessions to members of the OFM as well as external stakeholders throughout the province.

Good morning everyone, CAFI has another great webinar scheduled titled Combustible Dust Explosions: Fundamental Concepts & Example Investigations.

Over the last five years, DustSafetyScience.com have tracked 797 fires, 304 explosions, 505 injuries and 57 fatalities around the world involving combustible dust. Although fatal injuries have been infrequent in Canada in that period, almost 20 explosions large enough to make the local news have been reported along with 16 injuries. Furthermore, past dust explosions including the Westray Mine Explosion (1992, Nova Scotia, 26 miners killed), Burns Lake Explosion (2012, British Columbia, 2 killed, 20 injured) and Lakeland Mills Explosion (2012, British Columbia, 2 killed, 22 injured) show the potential for large and catastrophic loss in industries handling combustible dust.

This presentation will give an overview of fundamental concepts related to combustible dust safety including: injury mechanisms, flame-propagation mechanisms, equipment and technology, and regulations and standards. It will also review 2-3 incident investigations to pull out lessons learned from the investigation process, recommended control mechanisms, and safety recommendations. Case Studies will include Grain Elevator Explosion, Feed Milling Explosion, BC Sawmill Explosions. The outcome of this presentation is for you to walk away with a better understanding of the hazards and risk associated with dust explosion incidents, and common challenges and outcomes from the investigation process. We will also provide several resources for you to dig into the topic further related to your own background or industry experience.

Dr. Chris Cloney (P.Eng.) is Managing Director and Lead Researcher at DustEx Research, with a world-wide focus on increasing awareness of combustible dust hazards and reducing personal and financial loss from fire and explosion incidents. Chris is a recognized expert in the field of combustible dust research publishing over 15 peer-reviewed journal articles and presenting at academic conferences in the US, Canada, China, Norway, the United Kingdom, and Poland. He is a featured public speaker having taken the stage at Explosion Safety Days 2017 in Brilon, Germany and the 2018 iPBS Powder Show in Chicago and has written industry articles featured in Powder Bulk Solids and Chemical Engineering magazines.

The Canadian Red Cross has set up a hotline for those who have not been in contact with family members. This service is available from 8 am to 8 pm PT, 7 days a week.
