Public Works: Mayor Wheeler
The Public Works Committee is an advisory com
mittee of Council with a mandate to advise and support Council on matters that relate to public works such as: roads and bridges, active transportation and environment. Any issues reported by the public are tracked and then repaired on a priority basis. The Town is responsible for the operation and maintenance of the Water Distribution System & Water Treatment Plant. These systems consist of water mains, valves, hydrants, meters, service connections and sanitary sewer laterals which service the residents and businesses. Reports and make recommendations to Council on matters relating to:
• Water & Wastewater (Collection/Distribution, Treatment, and Compliance)
• Waste Management (Solid Waste Planning, Collection, and Disposal)
• Operations & Maintenance (Roads, Traffic, Forestry & Beautification, Parks & Cemeteries, and Trails)
• Transit (Operations and Transit Fleet, ATS)
• Fleet and Facilities (Central Fleet, Corporate Buildings, Energy Office)
• Capital Planning and Implementation (Strategic and Environmental Planning, Asset Management, Design and Construction Open Space Planning)
• Major road construction projects
Specific duties shall include:
• To consider and recommend to Council, Service Programs and Service
• Levels for all direct and indirect services provided by the Department (i.e. business plans, management plans, operating plans, and other relevant plans)
• To consider and recommend to Council, Policies, By-laws, and procedures governing service delivery implemented by the Department
• To consider and recommend to Council, Asset Management Plans and Forecasts for all infrastructure managed by the Department
• To receive delegations from the public and conduct public hearings as required by statute and Council specific to the mandate of this committee on matters under the Standing Committee
Parks & Recreation: Councilors Hackett and Taylor
The Parks & Recreation Committee provides advice on all aspects of leisure and recreation services offered by the Town and other agencies. The Committee advises on the conceptual planning of park services, the creation of park development policies, including public open spaces and their acquisition, and the development and review of agreements that provide for the usage of parks and other Town recreational facilities, advises on the development of programs aimed at celebrating current and historic cultural strengths of the community, creates policies to ensure the most effective and efficient delivery of parks and recreation services, consults on the provision and use of recreation facilities. The Committee also determines the recreational needs and wants of community groups, and establishes priorities for future development, assists, encourages and provides advisory services on request to all groups, organizations or persons carrying on recreational activities in the Town and keeps the residents of the Town aware of the recreational opportunities which are available. The Committee is the lead on emergency management, risk management activity to create a safe, secure and disaster-resilient community through the implementation of maintenance and comprehensive risk-based emergency management plan. The leader in providing training to those within the town structure who are required to respond to events that originate within the town borders along with those of a more regional nature. The Department runs fire prevention and education programs, conducts safety and prevention inspections based on requests and complaints, responds to a variety of calls for service, in a timely and effective manner. The Fire Department also assists our neighboring fire departments through Mutual Aid and are always there to use their heavy rescue extrication equipment when required. Ready to respond 24-hours a day, firefighters dedicate their lives to saving others. Beautification: Councilor Morgan and Deputy Mayor Parsons
The Beautification Committee is a committee of council that is dedicated to making the town look fantastic, with hanging flowerpots, planted trees, and by maintaining gardens throughout the main street and other areas in town. The committee promotes and facilitates activities that improve the appearance of the town. The committee recommends and plans beautification projects with the support of the Department of Public Works. Building Inspections: Councilor Hackett and Mayor Wheeler
When you are in the planning stages of your project to determine the specific building and zoning requirements for your property; do not wait until the last minute. You need a building permit if you intend to:
• Erect, install, extend, alter or repair a building.
• Demolish all or part of a building.
• Perform construction or alterations that result in a material change to a building or an accessory structure. The committee must approve all projects prior to a Permit being approved, all projects must comply with the Town Plan and Development Regulations. Your building permit will not be approved if the work does not comply. The building permit holder, who can be the owner or contractor, is responsible for:
• Calling to arrange inspections at the required inspection stages.
• Ensuring construction meets Building Code.
• Make sure you set up your inspections on time to avoid delays. Public Relations: Deputy Mayor Parsons and Councilor Penney
This subcommittee is responsible for review and updates of health and social services, including youth and senior citizen services, housing, historic preservation, parks and recreation and cemeteries. The goal is to improve community spirit and cohesiveness through the development and implementation of special events to help to build a stronger community; and improve the local cultural sector through the development and implementation of a broad and varied range of programs for interested residents and groups. The committee promotes public awareness activities; analyze, develop, and coordinate media communications; respond to media inquiries; advise Council on the internal communications and public relations. The role of this subcommittee is to provide an opportunity for detailed discussion and consideration of financial matters, with regular reporting to Council as a whole. This subcommittee is responsible in reviewing the Town finance issues and serves as the supervising committee for the Town's external audit; overseeing the operational budget; capital improvement programming and overseeing the capital budget; financial and program planning; budgeting and accounting; auditing and financial oversight. Provide advice to council on matters relating to financial stewardship and information technology. Human Resources: Councilors Morgan and Taylor
The Human Resources Committee prepares proposals for Council to deal with the resolution of Human resource issues and makes recommendations to deal with all other personnel matters (including performance review, wages, benefits, etc.). The primary purpose of the Human Resources Committee is to:
1. Establish the overall philosophy for managing human resources within the organization and the desired corporate culture and providing the necessary governance to ensure this is being fulfilled.
2. Managing the performance including the establishment of objectives, measures of performance, the assessment of performance towards these objectives, and any other feedback that will enhance the success and performance of the organization.
3. Establishing a succession plan for the employees and other roles deemed critical to organizational success.
4. Oversee the recruitment and compensation of employees.
5. Ensure human resources risks are appropriately identified and mitigated in the strategic planning process
