On Aug. 26, at approximately 11:40 a.m., RCMP responded to a disturbance at a business on 3rd Avenue Northeast, in Dauphin.

Officers learned that an employee asked a female who was approaching people in the parking lot for money to leave the premises. The female responded by threatening to shoot the employee.

RCMP were called and the suspect was located minutes later a short distance away by officers without incident. The suspect was not carrying a weapon.

A 39-year-old Dauphin female faces a charge of uttering threats.

She was released on an undertaking.

Additional charges have been laid against a Dauphin male as part of a months-long investigation into fi****ms trafficking.

In July, Manitoba RCMP announced a search warrant had been executed at a Dauphin residence as part of the investigation. Investigators seized hundreds of fi****ms, an antique cannon, ammunition and more than $300,000 in cash.

The male was arrested and subsequently charged with 12 weapons-related offences, including firearm trafficking, possessing a firearm with a tampered serial number and possession of property obtained by crime.

In the weeks that followed, the RCMP West District General Investigation Section – supported by officers from the National Weapons Enforcement Support Team (NWEST) – continued to investigate.

Investigators were contacted on July 13, the same day an arrest was announced, and told of an incident involving the suspect that occurred sometime between December 2024 and February 2025. Officers learned the suspect responded to a social media post from a friend complaining about a coyote on their property by going to the person’s home unprompted and handing them a firearm with ammunition. The individual did not use the weapon, which has been recovered by RCMP.

While officers pursued that investigation, work to complete the processing of evidence seized last month continued and has since been completed. The suspect possessed 445 fi****ms at the residence, up six from the number reported last month. Of those 445 fi****ms, RCMP have determined that:
• 295 fi****ms were unsafely stored;
• Ten were prohibited;
• 11 were restricted or prohibited fi****ms that were not registered to the suspect; and
• 26.5 kilograms of explosives were recovered, which is more than four times higher than what licensed individuals are allowed to possess.

A number of restricted or prohibited fi****ms were stored with readily available ammunition. Two fi****ms registered to the suspect were not located.

The male was re-arrested on Aug. 12 on the new charges.

In addition to the previous charges, 78-year-old Inky Mark of Dauphin is now also charged with 26 new offences, bringing the overall number of charges to 38. The new charges include:
• Weapons trafficking;
• Possession of a prohibited weapon when knowing possession is unauthorized x3;
• Possession of a restricted firearm/prohibited weapon with ammo without licence or registration x9;
• Possession of a firearm when knowing possession unauthorized x9;
• Possession of firearm with tampered serial number;
• Failing to report losing firearm x2;
• Having more than six kilograms of explosives.

Mark was released on an undertaking.

On Aug. 22, at approximately 1:35 a.m., Ste. Rose du Lac RCMP responded to a report of youth driving recklessly in McCreary.

RCMP patrolled the community and saw tire marks at the intersection of Highway 5 and Highway 50 that showed a vehicle had been doing donuts at the junction.
Shortly thereafter, RCMP attempted to pull over a truck a short distance away, activating emergency lights and siren for a traffic stop. The driver of the truck did not stop and travelled at a high rate of speed, almost going off the road at one point after nearly missing a turn.

The driver managed to stop in time, then put his truck in reverse and hit the police cruiser vehicle that had pulled up behind it. The truck – later confirmed to have been stolen from Winnipeg the previous day – then drove away while RCMP assessed the damage to the vehicle.

The officer was not injured.

The stolen truck was found abandoned near McCreary later that morning while RCMP investigated another incident – a vehicle stolen from inside a residential garage a few kilometres away.

RCMP are investigating whether the two incidents are related.

Dauphin RCMP are looking for the public’s help in locating Dalton Roussin, a 32-year-old male wanted on charges of failing to comply with release order conditions.

On Aug. 16, at 9:30 a.m., RCMP responded to a report of a theft that occurred at a church on 5th Avenue Northeast in Dauphin.

Officers learned a male suspect had entered the church for a coffee. After a church official was momentarily distracted, they turned around and saw the suspect had left the church and her laptop and cellphone were now missing.

The suspect was identified and arrested that evening outside a business on Memorial Boulevard. He was arrested without incident. The items were not recovered.

A 37-year-old male from Brandon faces a charge of theft under $5,000.

He was released on an undertaking.

The kids go marching two by two, hurrah!

Yesterday, Dauphin RCMP were out on foot patrol in Gilbert Plains when they stopped for a refreshing lemonade break at a stand run by a group of local summer camp kids.

In the spirit of teamwork and community, the young entrepreneurs joined the officers on their foot patrol.

The kids also got a tour of a police cruiser, complete with flashing lights, sirens and stickers!

Perhaps some future police officers in the making!

Dauphin RCMP speed enforcement campaign continues

This summer Dauphin RCMP have been conducting targeted speed enforcement in a variety of areas around the community.

There has been no shortage of tickets handed out, here’s a small sample:

On August 2, at 5:00pm, a 43-year-old female was stopped near Gilbert Plains for going 95km/h in a clearly marked 60km/h construction zone.
Ticket issued: $966

On August 7, at 11:05am, a 65-year-old female was stopped near Gilbert Plains for going 107km/h in a clearly marked 60km/h construction zone.
Ticket issued: $1280

Twenty minutes later, a 27-year-old male was also stopped near Gilbert Plains travelling 130km/h in a clearly marked 80km/h zone.
Ticket issued: $705

Between August 1-7, Dauphin RCMP have stopped 28 vehicles for speeding along Highways 5, 10, and 20, resulting in 20 tickets (totaling $9391) with 8 warnings handed out.

“We would like to remind motorists that posted speed limits are in place for a reason,” said Dauphin RCMP Sgt. Andrew Seeley. “We want to make sure motorists get to their destination and that construction workers that are out on our highways can do their work safely. Please remember to slow down for everyone’s safety.”

Ste. Rose du Lac arrest impaired driver who was speeding on Highway 68

On July 28, at approximately 8 p.m., Ste. Rose du Lac RCMP pulled over a truck that was travelling well above the posted speed limit on Highway 68.
Radar captured the truck travelling at 149 km/h in a 100 km/h zone.

While speaking to the driver, RCMP determined a sobriety test was warranted. The driver – who is under a court order to abstain from alcohol – gave two breath samples, failing each time. A subsequent search uncovered unstamped to***co inside the truck.

A 32-year-old male from the RM of St. Andrews faces a charge of disobeying a court order and had his driver’s license suspended for 90 days. It follows a three-day license suspension given to the driver last month for a similar offence.

Additionally, the male received nearly $3,284 in tickets – including $692 for speeding and $2,542 for possessing unmarked to***co – plus fees for having his vehicle towed from the scene and impounded for the next 30 days.

He was released on a notice to appear.
