Skills Training, Employment & Post Secondary (STEPS)

Ministry Mandate and Goals:
The Ministry of Skills Training, Employment, and Post-Secondary Education (STEPS) is focused on increasing Métis representation in both the labour market and post-secondary systems through culturally relevant, community-informed programs and services. STEPS works closely with provincial and federal partners, post-secondary institutions, employers, and Métis Chartered Communities to identify and remove barriers to success. Through direct service delivery, policy development, and strategic partnerships, STEPS works to advance Nation priorities and labour market goals that increase educational attainment and support Métis clients in building sustainable and fulfilling careers.

STEPS Program Guidelines:
The Standards of Practice (SOP) are intended to maintain clarity and transparency in the delivery of STEPS programs and services. The SOP is updated periodically based on feedback from STEPS staff, MNBC Citizens, and Métis Chartered Communities.

Introduction to Excel

An interactive, four-week online instruction program focused on increased proficiency and competency with Microsoft Excel. The course will be provided utilizing the Moodle Learning Management System (Moodle LMS) and Open-Source Learning Resources.

Live instruction will be offered twice weekly over a period of nine weeks for a total of eight classes. Appointment-based live tutoring sessions will be offered weekly to provide students with extra support and in-depth assistance with course material. Additionally, a series of appointment-based one-on-one sessions will be offered as support and guidance.

Small class sizes (12-15 participants) will be emphasized to facilitate one-on-one, personalized support.

Each unit will include:

A baseline assessment of current skills
Live sessions with detailed demonstrations of assignments
Comprehensive learning objectives
Single-skill development activities and practice
Combined-skill development activities
Interactive quizzes
Development of an Excel portfolio comprising course info and integrated skillsets
Individualized feedback and assessment throughout

Participants who take this course are well prepared to interact confidently about mental health with their family, friends, communities, and workplaces.

Métis Nation British Columbia and the Province of British Columbia Sign Historic Post-Secondary Skills Training Protocol Agreement
News Release – For Immediate Release
November 19, 2025: VICTORIA, BC – Today, Métis Nation British Columbia and the Province of British Columbia signed a Post-Secondary Skills Training Protocol agreement.
The Post-Secondary Skills Training Protocol agreement is the result of a strong relationship and committed bilateral work. It highlights the strength of the existing connection between MNBC and the Province and reflects the shared priorities in supporting Métis learners and job seekers. It unites both parties in their commitment to meeting the needs of Métis in B.C. It is an important achievement paving the way for future agreements between both governments.
“This represents a significant milestone in MNBC’s broader relationship with the Province of British Columbia,” said MNBC Skills Training, Employment and Post-Secondary (STEPS) Minister Paulette Flamond. “We want to continue to fulfill Métis-specific commitments in the DRIPA Action Plan and work towards a whole-of-government reconciliation agreement.”
MNBC committed over $17.5 million for direct funding to Citizens, with more than 2,207 Métis Citizens receiving funding for post-secondary and skills training programs so far this year. This support is made possible in part by annual funding from the Province.

The National Day for Truth and Reconciliation, originally known as Orange Shirt Day is a Canadian day of memorial to recognize the atrocities and multi-generational effects of the Canadian Indian residential school system. It occurs every year on September 30.

Orange Shirt Day was first established as a day of observance in 2013. The use of an orange shirt as a symbol was inspired by the accounts of Phyllis Jack Webstad, whose personal clothing—including a new orange shirt—was taken from her during her first day of residential schooling, and never returned. The orange shirt is used as a symbol of the forced assimilation of Indigenous children that the residential school system enforced.

Please wear orange today in remembrance and support and to show a uniformed step forward towards reconciliation and building stronger relationships between Indigenous & non-Indigenous.
