Updated - Town of High Level Considering Changes to the LUB to Restrict New Liquor Store Development
Important clarification: The Town is not proposing to open or encourage additional liquor stores in High Level. Council is seeking feedback on potential Land Use Bylaw changes that could limit where future liquor stores are permitted to locate and help prevent further concentration of these businesses in the community.
The proposed 100-metre separation from Community Use and Park Districts is one potential restriction being considered.
The application to allow liquor stores in the Industrial District was submitted by a private landowner, not initiated by Council. Council has not made a decision on that request. It is included in this engagement so residents can provide input before Council considers the application.

The Town of High Level is looking for feedback on a proposed Land Use Bylaw amendment that would affect where future liquor stores can be developed. Council is considering whether new liquor stores should be restricted from locating within 100 metres, or approximately 328 feet, of lots in the Community Use and Park Land Use Districts.
Want to see what areas may be affected? A map is available showing the lots in these districts and the areas where new liquor store developments would be restricted or not permitted if the amendment is approved.
Additionally, in September of 2026 the Town received an application to amend the Land Use Bylaw from a private landowner requesting to add “Liquor Stores” as a discretionary use in the Industrial District. Currently, Liquor Stores are only allowed only in the Downtown Commercial and Highway Commercial Districts.
Your voice matters. Feedback from the community will be summarized in a report to Council and considered before a decision is made.
Please share your comments by September 28, 2026. Whether you support the proposed change, have concerns, or simply have no concerns to share, your response helps Council understand community perspectives.
