KCU does not believe residents have enough clear information to fully understand the AI data centre component of this proposal before Council considers major land-use changes at Tuesday's public hearing.

The proposed Kenna Village development in the Iron Mask area returns to Council for a public hearing on Tuesday, June 9 at 7:00 pm at City Hall.

โ€ข References to an AI data centre were included in materials presented at the January 13 hearing. Although those references are absent from the current public hearing materials, the City told KCU there has been "high level indication from the proponent of a data centre."

โ€ข The City has already funded approximately $40 million in Southwest Sector water and sewer infrastructure for the Iron Mask area, and City staff state this proposal, along with other Southwest Sector developments, would significantly accelerate approximately $100 million in additional water infrastructure projects.

โ€ข In April 2026, the City moved the Pathways Shelter hearing to the Kia Lounge at Sandman Centre to accommodate a large volume of anticipated public participation. Despite people being turned away from the January 13, 2026 Kenna Village hearing due to limited capacity, the hearing is once again scheduled for Council Chambers.

โ€ข The statutory public notice for the hearing was issued on Tuesday, June 2, leaving residents just 3ยฝ days to review the information, seek clarification, and submit written comments before the noon deadline on June 5.

Thank you to the City of Kamloops and City Council.

Earlier this month, KCU alerted the City to links on the AAP forms directing residents to the wrong email address.

Council has now amended the bylaw to ensure any affected response forms will still be counted.

While City Hall faces criticism over public communication during the recent water issue, many residents say they did not receive notice about the two current AAPs ending May 29:

โ€ข Notice was only included with mailed property tax noticesโ€”halfway through the AAP timeframe.
โ€ข Residents receiving tax notices by email reportedly received no AAP notice.
KCU sent a letter to the City requesting clarification, no response has been received.
โ€ข KCU alerted the City that website AAP form links directed residents to the wrong email address.
Residents were reportedly told to re-send forms or risk them not counting.
KCU requested the AAP process be restarted, request was denied.
โ€ข Physical access to City Hall became restricted, 10 days before AAP deadline due to construction.
โ€ข The City already purchased the McMaster Way land in Aug. 2024 using short-term/internal funding while PAC/Multiplex AAPs were underway.
This AAP would move the purchase to long-term borrowing, leaving questions around alternative city-owned land options/limited public discussion during a period of rising debt.

If 8,527 residents submit AAP forms (per project), the proposed borrowing would not move forward and City Hall would need to consider other options.

Dear City of Kamloops,

We said it during the AAP, and weโ€™ll say it again during this infrastructure emergency:

Relying primarily on online methods to reach residents is not acceptable.

Neither is blaming residents.

Many people say the Voyent Alert system didnโ€™t notify them properly, while others either werenโ€™t aware of it or donโ€™t use cell phone apps.

Thankfully this was water and not wildfire.

Emergency communication needs to reach everyone โ€” quickly, clearly, and through multiple methods.

Please do better.

Labeling others as angry while consistently displaying it herself is textbook projection.

This is a councillor with a documented pattern of showing contempt for residents asking legitimate questions about how their tax dollars are spentโ€”while openly criticizing the publicโ€™s right to participate in civic decision-making.

Dale Bass expects respect without extending it, and that kind of conduct has no place in someone elected to represent the public.

As for Councillor Bassโ€™s claim that concerned residents โ€œhave absolutely no idea how municipal government worksโ€โ€”anyone familiar with how City Hall functions would recognize that KCUโ€™s work reflects a clear understanding, supported by facts, informed perspectives and experience.

Kamloops continues to elect the same circle of familiar voicesโ€”people connected through politics, media, and influenceโ€”while expecting different results. That cycle protects the status quoโ€”not the people itโ€™s supposed to serve.

Better decisions donโ€™t come from the same closed loopโ€”they come from candidates who value accountability and transparencyโ€”and voters who insist on both.

If people want an affordable, sustainable, and well-run community, that cycle needs to be broken.
