North East Outreach & Support Services An Organization with Heart - Healing, Empowerment, Advocacy, Respect and Transparency

NEOSS provides a 24-hour Shelter Line, Domestic Violence Shelter, Emergency Receiving Home, Personal Violence Counselling, Nipawin FIRST, Melfort Youth Evolution. North East Outreach and Support Services is a community-based, non-profit registered charity. Community services are delivered with funds obtained from government grants, fundraising, and community donations. The agency is governed by a

volunteer Board of Directors and managed by an Executive Director. North East Outreach and Support Services, initially named the Melfort Sexual Assault Centre, was born in 1984 due to the efforts of several concerned community members in response to the need for support services for victims of sexual assault. Soon, NEOSS began receiving many calls for support from victims of domestic violence, so the agency broadened its focus and expanded its programs to meet the needs of victims of all forms of interpersonal violence.

Please ensure that all items donated are new and unused. Unfortunately we are unable to provide them to our clients if they have been opened or tampered with.

SALI’s Summer 2026 newsletter highlights:

Saskatchewan’s New Women’s Legal Clinic: The Elizabeth Fry Society of Saskatchewan has launched a free, trauma-informed Women’s Legal Clinic to support women and gender-diverse adults whose legal issues are connected to gender-based violence.

Saskatchewan’s New Black Legal Clinic: The Black Legal Clinic, created by the Truly Alive Youth and Family Foundation Inc, provides free community-centred legal support and resources, intending to make legal services more accessible, welcoming, and culturally responsive for Black individuals and families in Saskatchewan.

Two new resources: New resources addressing artificial intelligence use in court and tax sales in Saskatchewan municipalities are available.

Our Mission: North East Outreach and Support Services supports safety and healing while empowering families in crisis in Saskatchewan.

Summary:

The Residential Services Shelter Manager is a dynamic and positive team player and oversees all operations concerning the Women’s Safe Shelter and 2nd Stage Housing. This position demands outstanding written and verbal communication skills, strong organizational skills and experience working with victims of interpersonal violence. De-escalation, conflict resolution and problem solving skills are essential to success.

DUTIES
• Leadership
o Resolve and mediate any client/staff issues
o Prepare regular reports for funders and board with Executive Director
o Prepare a multiyear work plan and related budgets based on strategic plan
o Staff scheduling
• Administrative and Fiscal Management
o Ensure regular maintenance and building upkeep
o Monitor program expenditures against established budgets
o Ensure accurate statistical collection
o Oversee daily operations and 2nd Stage Housing
o Ensure security of building and grounds
o Collaborate with Executive Director to compile research and organize funding reports and staff training.
• Personnel Management
o Manage Human Resources with Executive Director
o Manage staff orientation, training, schedules and time sheets
o Chair staff meetings
o Administer confidential staff management and personnel files
• Community Relations
o Attend provincial, regional and local meetings
o Ongoing communications and public relations activities
o Client advocacy and interagency liaison


EXPECTATIONS
• Follow a strict code of Confidentiality at all times
• Adhere to agency policies and procedures
• Work independently and in a team atmosphere, in accordance with the agency philosophy, mission and goals
• Complete administrative documentation related to position duties, including outcome measurements, statistics, report writing, timesheets, and expense claims
• Maintain professional and ethical boundaries
• Prepare proposal and grant applications and report writing.
• Be non-judgmental, respectful, empathetic to clients’ needs, and a healthy role model
• Represent North East Outreach and Support Services Inc. in a positive manner
• Participate in community awareness events
• Complete required valid training within 30 days of hire: CPR/First Aid; Safe Food Handling Certificate, WHMIS

QUALIFICATIONS
• Bachelor’s Degree/Post-secondary education or a combination of education and 1-3 years management and supervisory experience is required to fulfill the duties above
• Experience in work planning, budgeting and financial monitoring
• Knowledge of non-profit environment an asset
• Experience working with at-risk individuals preferred
• Experience in property management and housing advocacy is an asset
• Demonstrate knowledge of and empathy for victims of interpersonal violence
• Ability to work flexible hours including some evenings, nights and weekends
• Computer proficiency in Microsoft Office
• Excellent interpersonal and communication skills
• Preference will be given to individuals that live within the service area of North East Outreach and Support Services
• Possess a valid Saskatchewan driver’s license and access to reliable transportation
• Must be prepared to provide a vulnerable persons criminal record check.

Salary Range: $31.87 – $37.67 hourly range; salary range $58,000 - $68,560 per annum.
35 hour work week, pension and benefits following successful 3 month probation.

So we have had a man checking out second stage doors on Saturday as well as entering our garage and checking out a staffs vehicle doors. Please ensure that your doors are locked…homes and vehicles. This person also came back yesterday morning and was told to leave by a staff member. We have video showing him doing all this! RCMP have been notified.

The Emergency Women’s Shelter is in need of laundry baskets and children’s Fall clothing sizes 3-12.

Donations of new ladies underwear any size is always appreciated.

NEOSS is a drop off donation depot for Operation Fill A Back Pack for school kids in the Fall returning to school. 124 McKendry Ave West, Melfort. Any school supplies can be dropped off here.
