Every building owner and operator is responsible for maintaining fire and life safety throughout their properties. The level of responsibility and the operational procedures are determined by the Ontario Fire Code.

A Fire Safety Plan provides an outline of the applicable requirements for designated buildings and provides an emergency plan which is used to facilitate evacuation of occupants and provides a means of sharing information between building operators and first responders to efficiently manage emergencies.

Locations that would require a Fire Safety Plan include:
• Assembly occupancies, including restaurants, theaters, places of worship (churches, mosques, synagogues, temples)
• Care occupancies
• Residential occupancies with an occupant load of more than 10
• Retirement homes
• Business and personal services having high occupant loads.
• Industrial occupancies where the occupant load exceeds 25, 100 or 300
• Occupancies with 4 storeys or more, counting storeys below grade
• Storage of flammable or combustible liquids

A Fire Safety Plan is a document that contains information specific to the building as it relates to building construction and fire protection equipment. The Fire Safety Plan also contains fire safety information and fire emergency evacuation procedures for the occupants in the building.

It is the owner’s responsibility to ensure that the Fire Safety Plan has been prepared and that it is implemented in the building.

The details of a plan vary significantly depending on the complexity of the building and the existing fire and life safety systems present. A Fire Safety Plan needs to include:
• the emergency procedures to be used in case of fire, including
o sounding the fire alarm,
o notifying the fire department,
o instructing occupants on procedures to be followed when the fire alarm sounds,
o evacuating occupants, including special provisions for persons requiring assistance,
o the procedures for use of elevators, and
o confining, controlling and extinguishing the fire,
• the appointment and organization of designated supervisory staff to carry out fire safety duties,
• the training of supervisory staff and instruction of other occupants in their responsibilities for fire safety,
• documents, including diagrams, showing the type, location and operation of the building fire emergency systems.
• the holding of fire drills,
• the control of fire hazards in the building,
• the maintenance of building facilities provided for the safety of occupants, and
• the provision of alternative measures for the safety of occupants during any shutdown of fire protection equipment and systems or part thereof.
