走向世界舞臺：從外交現場看見台灣的未來

本處曾厚仁大使應 VIS 國際實驗教育邀請，分享外交實務經驗，並與師生交流互動。講座聚焦國際局勢、跨文化溝通，以及台灣在全球舞臺上的角色與挑戰。從台灣的國際參與、全球供應鏈的重要地位，到疫情期間展現的韌性與貢獻，曾大使以豐富的外交經驗，引導學生思考台灣與世界的連結。

VIS學生展現優秀的思辨能力，踴躍提問台灣如何面對全球多極化趨勢、全球南方國家的崛起，以及未來國際秩序的變化，現場交流熱烈精彩。透過這場講座，學生們進一步思考如何在全球化時代培養國際視野與世界責任，並深刻體會到，即使身在台灣，也與世界局勢緊密相連，更理解到國際政治其實離我們並不遙遠。

Ambassador Harry Tseng was invited by VIS Experimental Education Program in Taipei, Taiwan, to share his diplomatic experiences and engage with students and faculty. The workshop focused on international affairs, cross-cultural communication, and Taiwan’s role and challenges on the global stage. Drawing on his extensive diplomatic experience, Ambassador Tseng encouraged students to reflect on Taiwan’s international participation, its vital position in global supply chains, and the resilience and contributions it demonstrated during the pandemic and amid today’s rapidly changing global environment.

VIS students showcased impressive critical-thinking skills, raising thoughtful questions about how Taiwan can navigate an increasingly multipolar world, the rise of countries in the Global South, and the future evolution of the international order. The discussion was lively, insightful, and highly engaging.
Through this workshop, students were inspired to consider how they can develop a global perspective and a sense of responsibility in an interconnected world. They also came to appreciate that, even while living in Taiwan, they are closely connected to global developments—and that international politics is never as distant as it may seem.

蕭美琴副總統結束「帛榮專案」，見證台帛在醫療、教育、農漁業、數位發展及基礎建設等領域的豐碩成果，也進一步深化雙方南島文化連結。帛琉總統惠恕仁在答謝宴上感動表示，台帛「一家人」，「在一起會更強大」。賴清德總統也轉貼蕭副總統臉書貼文，溫暖寫下「歡迎回家」，並強調台灣始終與人為善，也始終願意為國際社會做出具體貢獻；面對世界局勢的變化，台灣將更加堅定、自信地走向世界，持續深化與國際夥伴的連結。從南太平洋到台灣，這份跨越海洋的友誼，再次證明真正的夥伴關係不只是外交，更是彼此扶持、共同成長的家人情誼。🇹🇼🤝🇵🇼

As Vice President Bi-khim Hsiao concluded her visit to Palau, she reflected on the remarkable achievements of Taiwan–Palau cooperation in healthcare, education, agriculture, fisheries, digital development, and infrastructure, while also strengthening the deep Austronesian cultural ties that connect the two nations. Looking ahead to Palau’s hosting of the Pacific Islands Forum, she expressed hope that Taiwan and Palau can share their successful partnership with the wider Pacific region and demonstrate that *Taiwan Can Help*. At the farewell banquet, President Surangel Whipps Jr. delivered a heartfelt message, describing Taiwan and Palau as “family” and reminding everyone that “we are stronger together.” Upon Vice President Hsiao’s return, President Lai Ching-te welcomed her home and reaffirmed that Taiwan will continue to be a force for good, making meaningful contributions to the international community and engaging the world with confidence and compassion. Across the Pacific Ocean, the friendship between Taiwan and Palau stands as a powerful reminder that when partners support one another like family, they truly become stronger together. 🇹🇼🤝🇵🇼

這次賴總統交付的「帛榮專案」外交任務，我們已經圓滿完成。這是我第一次以副總統的身分訪問帛琉，在惠恕仁總統以及帛琉政府的用心安排下，這趟旅程讓我印象非常深刻。我想藉這個機會，簡要向大家分享此行的三個心得。

第一、台帛兩國的情誼，是跨越海洋的南島家人連結

這次率團出訪，受到惠恕仁總統、歐宜樓副總統、帛國各部會首長以及傳統領袖的熱情接待。帛琉人民的溫暖與好客，讓我深刻體會到兩國人民之間如家人般親近的情誼；尤其是南島語族間那種跨越語言的共同文化連結，讓我有一種熟悉感與踏實感。

第二、帛琉的湛藍與陽光，是不可錯過的美景

我要特別感謝惠恕仁總統親自帶領我及訪團成員走訪帛琉的著名觀光景點，透過我們的眼睛和媒體朋友的鏡頭，希望能把帛琉的美麗傳遞給更多國人。帛琉是地理位置上距離台灣最近的邦交國，從台北每週有4班國籍航空定期飛往帛琉航班，交通相當便利，我要大力推薦國人朋友，有機會一定要多去帛琉走走，親自體驗那裡美麗的大海與燦爛的陽光。

第三、見證台帛榮邦合作成果，展現台灣貢獻國際的實力

這次出訪，我們宣布調查局將派員常駐帛琉，並捐贈無人機給帛國政府以強化各項協作。也實地走訪我援建工程計畫完工、開發計畫執行情形、國家醫院、我駐帛琉技術團示範農場以及水產中心等地，共同見證台帛近年來在基礎建設、農漁業、醫療衛生等領域的榮邦成果。這些實質的合作讓我們深信，兩國未來將在既有的堅實基礎上持續深化各領域合作，促進兩國人民福祉及國家發展。

台灣的外交處境確實充滿挑戰，我們面對的壓力也從未少過。但就如同賴總統所說的：「台灣人就是世界人，台灣人有權利走向世界。」我們不畏懼困難，因為台灣人始終與人為善，願意為國際社會做出具體貢獻。

最後，我要再次感謝帛琉政府給予這次出訪的大力支持與協助，更要特別感謝所有派駐在帛琉、在第一線為台灣外交打拚的同仁，以及這次隨著訪團一起前往的媒體朋友。因為有你們的努力，才讓世界看見台灣的價值。

During her visit to Palau National Hospital, Vice President Bi-khim Hsiao highlighted healthcare cooperation as one of the strongest pillars of the Taiwan–Palau partnership.

Vice President Hsiao emphasized that Taiwan is a force for good in the world, committed to sharing its expertise and technological strengths to support sustainable development among its friends and partners. Through the “Prosperity Project for Palau,” Taiwan is demonstrating how compassion, innovation, and partnership can improve lives. 🚁 亞洲無人機中心，台灣起飛！｜Taiwan Takes Flight as Asia’s Drone Hub 🌏

賴清德總統今日出席「台灣卓越無人機海外商機聯盟大會師」時表示，發展無人機產業是國家重大政策。政府已推動6年442億元產業發展計畫，整合產官學研成立「無人機國家隊」，從技術研發、法規鬆綁到驗證能量全面布局，目標打造台灣成為全球無人機發展的亞太中心。總統強調，無人機不僅能帶動經濟與創新，更能提升國防自主與嚇阻能力，守護台海和平穩定。

President Lai Ching-te today highlighted Taiwan’s ambition to become the Asia-Pacific hub for drone innovation while attending the Taiwan Excellence Drone International Business Opportunities Alliance gathering. Backed by a six-year NT$44.2 billion development program, Taiwan is building a national drone ecosystem that brings together government, industry, academia, and research institutions. Beyond creating new economic opportunities, President Lai emphasized that drones strengthen Taiwan’s self-defense capabilities and deterrence, helping preserve peace and stability across the Taiwan Strait while securing Taiwan’s place in the global supply chain. 🇹🇼🚁✨
