"Promoters would build a 300 kilometre per hour electric rail service from Toronto to Peterborough, Ottawa, Laval, Montréal, Trois-Rivières and Québec City. The estimated construction cost of $83 million per kilometre compared to $28 million per kilometre for high speed rail in Spain, $121 million per kilometre in California, $173 million in France and $626 million per kilometre in the United Kingdom."
