Portage la Prairie RCMP look for assistance in identifying fraud suspects

Portage la Prairie RCMP are looking for assistance from the public in helping to identify these individuals in regards to a fraud investigation.

The incident occurred at a banking institution between June 5-26, 2026, in Portage la Prairie.
These individuals were also seen leaving the scene in a grey coloured SUV.

If anyone has any information to provide police, they are asked to contact the Portage la Prairie RCMP detachment at 204-857-4445.

Portage la Prairie traffic stop results in two arrested

On August 5, 2026, at approximately 2:30 am., while on patrol, Portage la Prairie RCMP initiated a traffic stop on a vehicle on Saskatchewan Avenue East.

Officers approached the vehicle which had three occupants, the 37-year-old male driver could not produce a driver’s license. It was also discovered that he had Warrant of arrest and was promptly arrested.

A female present in the back seat of the vehicle initially gave officers a fake name – she was subsequently found to breaching a curfew.

The 24-year-old was arrested and charged with Resist/obstruct peace officer and Fail to comply with release order.

The remaining 33-year-old female passenger was able to drive the vehicle home.

Portage la Prairie RCMP investigating after off-road vehicle struck by vehicle on Trans-Canada Highway

On July 23, at approximately 9:45 a.m., RCMP responded to a report of a collision between a vehicle and an off-road vehicle (ORV) on the Trans-Canada Highway, near Road 71 West.

RCMP learned the driver of an ATV crossed the highway and was struck by an eastbound vehicle.

STARS air ambulance attended the scene and transported the ORV driver – a 66-year-old Macgregor male – to hospital in Winnipeg. The driver, who was not wearing a helmet at the time of the collision, was in stable condition at last report with non-life-threatening injuries.

The 66-year-old male received the following tickets under the Highway Traffic Act and Off-Road Vehicles Act:

• Drive unregistered vehicle
• Proceed before safe to do so
• Drive while disqualified
• Operate ORV on or across roadway or shoulder
• Fail to wear helmet

The driver of the other vehicle, a 67-year-old male, was uninjured.

Portage la Prairie RCMP continue to investigate.

As a reminder, individuals operating ORVs are required to wear helmets. Operating an ORV on a roadway is prohibited but you are allowed to cross a roadway on an ORV – provided you hold a valid driver’s license. Portage la Prairie RCMP arrest male that attempted to disarm officers at hospital

On August 3, 2026, at 1:45 a.m., an RCMP officer, who was on-shift and guarding a prisoner at the Portage District General Hospital, was attacked by an unknown adult male in the emergency room area.

The officer requested backup and fought to control the male with the assistance of hospital staff in the reception area. The male then attempted to take the fi***rm from the officer.

Additional officers from the Portage la Prairie RCMP detachment immediately responded to help place the male under arrest. While the suspect was being handcuffed, he once again attempted to take a fi***rm from the holster of a different officer.

The suspect was safely arrested and transported to the detachment without further incident.

One officer sustained minor injuries and was treated at the hospital.

Dylan Twovoice, 25, from Portage la Prairie, is facing the following charges:

• Assault on a police officer
• Disarming a police officer x2
• Mischief under $5,000
• Resist/obstruct peace officer

Twovoice was remanded until his court date.

Motorists travelling in and through the Central Plains region near Portage la Prairie are reminded to follow the posted speed limit.

Over a 24-hour period, Portage la Prairie RCMP issued 18 speeding tickets to motorists on the Trans-Canada Highway in the RMs of Portage la Prairie and Cartier, the first being handed out at approximately 6:45 a.m. to a 20-year-old Winnipeg male who was travelling 128 km/h in a 110 km/h zone. A 19th driver, a 64-year-old male from Dakota Plains First Nation, was also ticketed for speeding on Highway 16 on Tuesday morning.

Ticketed drivers ranged in age from 20 to 80 – 14 were male and five were female. Fourteen of the 19 motorists live outside the region, with ticketed drivers hailing from Minneapolis, Kelowna, Calgary, communities in Quebec, Ontario, Saskatchewan and Nunavut, as well as several Manitoba communities outside of the immediate region – including Morden, Selkirk and multiple people from Winnipeg.

The largest ticket was given to a 20-year-old Selkirk male, who was pulled over at approximately 6:30 a.m. Wednesday after radar caught him travelling 157 km/h in a 100 km/h zone. He was given a $655 fine, plus another $237 for carrying open liquor in a vehicle and $113 for having alcohol in his bloodstream as a novice driver. He also received an immediate roadside suspension, had his driver’s license suspended for 90 days and his vehicle impounded for 30 days.

We remind motorists – no matter whether you’ve lived in the region for years or just passing through – to slow down and follow the posted speed limits. Doing so will not only increase your chances of getting to your destination safely, it will also protect your bank account.

On July 27, at approximately 8:10 p.m., RCMP responded to a report of a noxious spray being used at a residence on the 700-block of Poplar Bay, in Portage la Prairie.

RCMP learned an 18-year-old female who lives at the home was socializing with two female youths when an argument began and then escalated. The three went outside, at which point the 18-year-old victim was taken to the ground by one of the suspects and assaulted. The second suspect then pulled out a cannister of bear mace and sprayed the 18-year-old in the face, then sprayed her 46-year-old mother who had come outside.

The suspects then fled.

Officers arriving at the scene helped treat the two females outside the residence, the orange residue visible on their clothing and the front door. Officers then held their breath, went inside and helped two boys – all in great discomfort – exit the home. All were treated at the scene by officers and paramedics.

RCMP identified and arrested two suspects minutes later on 3rd Street Northeast.

A 15-year-old Portage la Prairie female faces charges of:
• Assault with a weapon x2;
• Administering a noxious thing x2.

A 16-year-old female from Portage la Prairie faces an assault charge.

Both were held overnight, pending a court appearance on Tuesday.

Portage la Prairie RCMP are looking for a 48-year-old male wanted on multiple warrants of arrest.

Sheldon Machiskinic is wanted in connection with the sexual assault of an 18-year-old female that occurred in April, as well as a failure to attend court last month on unrelated charges.

RCMP are asking for the public’s help in locating Machiskinic, who lives on the Canupawakpa Dakota Nation. Machiskinic is about 6’1”, about 200 pounds, with dark brown hair.

On July 21, at approximately 11:50 a.m., RCMP responded to a report that a male motorist driving erratically on the Trans-Canada Highway waved a handgun through his vehicle’s sunroof after passing another car east of Portage la Prairie.

Portage la Prairie RCMP, with the assistance of Amaranth RCMP, located the suspect vehicle travelling west of Portage la Prairie about 20 minutes later and initiated a traffic stop near the intersection of the Trans-Canada Highway and Highway 16. The suspect was arrested without incident.

Following the arrest, RCMP found and seized what turned out to be an ai***ft replica BB handgun from the vehicle.

A 25-year-old Winnipeg male faces charges of:
• Assault with a weapon x2;
• Pointing a fi***rm x2;
• Possession of weapon for a dangerous purpose;
• Using imitation fi***rm in the commission of an offence;
• Uttering threats x2; and
• Common nuisance causing injury.

He was released on an undertaking, with his first court appearance slated for September.

On July 17, at approximately 10:20 a.m., RCMP on patrol in Portage la Prairie saw a male suspect riding a bicycle who was wanted on a warrant of arrest for an assault that had occurred days earlier.

The officer pulled over near the intersection of Howie Avenue and Royal Road and announced to the suspect that he was under arrest. The suspect responded by riding away, with subsequent efforts to locate him in the area being unsuccessful.

Approximately two hours later, RCMP investigating another incident saw the suspect exiting an apartment on the 100-block of Saskatchewan Avenue East and arrested him. While searching the suspect, officers found and seized a 3D-printed set of brass knuckles in his back pocket.

In addition to the previous charge of assault with a weapon, Keith Racette, 31, of Sandy Bay First Nation is now charged with:
• Resisting a peace officer;
• Possession of a prohibited weapon when knowing possession is unauthorized; and
• Carrying a concealed weapon.

He was remanded into custody.

On July 17, at approximately 2:50 a.m., RCMP responded to a report that a children’s bicycle had been stolen from a front yard on the 600-block of Oak Bay in Portage la Prairie.

RCMP learned a male suspect was seen by residents exiting the yard with a child’s bike. Two residents exited the residence and gave chase, seeing the male coming out of a neighbour’s back yard. They then found the bike behind a residence two blocks over.

Officers located the suspect in a neighbour’s yard and arrested him without incident.

An 18-year-old Portage la Prairie male faces a charge of theft of bicycle under $5,000. He also received two trespassing tickets, which carry a combined fine of $1,344.

He was held in custody overnight, then released on an undertaking.
