Tucked at the crossroads of the 4th Line East and 10th Sideroad is the small community of Perm, a once-bustling central rural hub with deep roots in Mulmur’s early history.

Perm’s first settlers arrived in 1832, when Hugh Gallaugher and his family made their home. In 1855 a levy of forty pounds was made to build the township’s first Town Hall in Perm, with Council hosting its first meeting there on May 26, 1858. This hall was used for meetings and other gatherings for about 20 years.

By 1887, Perm had grown to a population of about 55 residents and featured many essential establishments including:
- Two schools (SS #8 and SS #21)
- Bethel Methodist Church (1872-1925)
- A blacksmith shop
- Stores and a post office
- Sawmills and shingle mills
- Orange Lodge No. 355 (1854)

While this hamlet never grew to be very big, it was, for many years, the central gathering place for the people of the township, for elections, for nomination meetings, for council meetings and many other gatherings. It was here that residents discussed first the dividing of Simcoe into two counties, and later about being included as part of the new County of Dufferin. Many a good temperance meeting was also held at Perm around the turn of the century.

Although quiet today, Perm’s history tells the story of a determined and close-knit rural community. From its early settlers to its church, lodge, and schools, Perm played a key role in shaping Mulmur Township as we know it.
