It is located at the northern end of the Saanich Peninsula and is one of the 13 Greater Victoria Area municipalities. Sidney is located just east of Victoria International Airport, and a few kilometres south of BC Fe

rries' Swartz Bay Terminal. The town is also the only Canadian port-of-call in the Washington State Ferry system, with ferries running from Sidney to the San Juan Islands and Anacortes. The community has a population of approximately 11,583. Its main economic drivers are manufacturing, high-tech, tourism and retail. There is also a large boating and marine industry in the area, ranging from marinas to boat builders and marine suppliers. The island-studded Haro Strait, part of the Salish Sea, forms Sidney's eastern boundary. Sidney's main attraction is its position on the Salish Sea. It is the gateway to the southern Gulf Islands National Park Reserve, and is a popular eco-tourist destination, with whale-watching, bird-watching, kayaking and scuba-diving. It is also home to the Shaw Ocean Discovery Centre Aquarium. Sidney has its own local history museum, the Sidney Museum and Archives, and is home to the British Columbia Aviation Museum. During the summer, Sidney hosts the famous Sidney Street Market which takes place every Thursday evening on the main street (Beacon Avenue) from May to September. "Sidney days" is another popular event that occurs on June 30 and July 1. Sidney has many dining options including Greek, Thai, Chinese and west-coast restaurants. It also has many coffee shops and cafes to sit and read in. Sidney is officially Canada's only Booktown, boasting 12 bookstores.

Following a two-week public review period, Council has approved the Town’s 2025 Annual Report. The report provides an overview of key achievements and major projects from the past year, along with detailed financial statements and a progress update on the Strategic Plan.

Highlighted accomplishments include advancing long-term infrastructure funding through efforts to update Development Cost Charges, planning for disaster water supply and sea level rise, undertaking a Citizen Satisfaction Survey, and meeting provincial housing targets, made possible in part by the recently updated Official Community Plan (2022) and Zoning Bylaw (2024), which were confirmed to align with 20-year housing needs.

The report also outlines plans for 2026, including the potential establishment of an Extreme Weather Response Shelter, development of a Tenant Protection Bylaw, and planning for a new Town Hall with community input.

Council has advanced a Temporary Use Permit application to the neighbourhood notification stage to support an Extreme Weather Response Shelter at St. Andrew Anglican Church (9691 Fourth Street). Community members are invited to share feedback ahead of Council’s consideration of the application on July 13.

The shelter would be operated by Beacon Community Services and open only during extreme winter weather conditions that pose a risk to people experiencing homelessness. The proposal builds on a successful pilot warming centre held earlier this year in the Nell Horth Room alongside the Sidney/North Saanich Library, which operated without incident over seven nights and served 15 individuals, primarily older adults already connected to services at St. Andrew’s.

The proposed shelter would enhance this model by providing sleeping mats and a warm meal in a more structured overnight setting, with no re-entry during overnight hours to support safety. Operational and staffing costs would be covered by BC Housing, and if approved, the Temporary Use Permit would allow seasonal operation for up to three years. The initiative aligns with the Town’s Strategic Plan priorities.

On June 29, BC Transit service shifts to its summer schedule. These are some of the adjustments that will affect Peninsula riders:

o Route 70/70X (Swartz Bay–Downtown): additional weekend trips will be introduced to better align with BC Ferries schedules and accommodate increased summer travel.

o Route 75 (Saanichton–Royal Oak–Downtown): enhanced afternoon service, including additional trips between downtown, Keating, and Butchart Gardens, to support both tourism and commuter demand.

o Route 85: detour via Birch, Chalet, and Lands End Roads due to planned construction on West Saanich Road, with several temporary stop closures expected through the summer.

o Summer service will see the seasonal removal of school-oriented trips across routes serving the Peninsula, including routes such as 72, 75, 81, and others.

o A number of Peninsula routes (including 70/70X, 71, 72, 81, 83) will see minor schedule adjustments to better reflect traffic conditions and improve on-time performance.
