On Wednesday, May 9 at 1:55PM, Emergency Management BC will conduct a test of the BC Emergency Alerting System. This is part of a Canada-wide system – AlertReady – that allows government officials to issue public safety alerts through major television and radio broadcasters and compatible wireless devices. This system will only be used during large-scale disasters or emergencies where loss of life is imminent and possible.
During the test, the public will hear this alert on both radio and TV, and see the following message on radio, TV and compatible wireless devices:
“This is a TEST of the British Columbia Emergency Alerting System, issued by Emergency Management British Columbia. This is ONLY a TEST. If this had been an actual emergency or threat, you would now hear instructions that would assist you to protect you and your family. For further information go to www.emergencyinfobc.gov.bc.ca This is ONLY a TEST, no action is required.”
This and subsequent testing will determine the system’s readiness for an actual emergency, as well as identify any issues prior to formal implementation in B.C. Timing of implementation will depend on the outcome of these tests.
Messages delivered through BC’s Emergency Alerting System will complement, not replace, existing notification methods via social media (Emergency Info BC & ), the Provincial Emergency Notification System (PENS) or other emergency warning functions provided by Local Authorities, First Nations and other agencies.
What I Need to Know:
What is Alert Ready?
Alert Ready is a Canada-wide program that allows government officials in each province and territory to issue emergency alerts.
You can currently expect to receive emergency alerts via Canadian radio and TV, cable and satellite operators. This will also be the first test of wireless public alerts.
Visit Alert Ready to find out if your device is compatible.
Alerts will be issued only to the affected regions or areas within BC. However, some alerts could be issued province-wide or could affect more than one region.
Will this replace www.emergencyinfobc.gov.bc.ca, , the Provincial Emergency Notification System (PENS) or other emergency notification functions?
No. Public emergency alerting will complement, not replace, emergency alerting already performed by EMBC by broadcasting intrusive alerts directly to the public.
Will I receive an emergency alert on my phone?
Yes. In order for emergency alerts to be received on a wireless device, the device must be:
A smartphone that is able to use the LTE (or 4G) network for high-speed wireless communication;
Wireless Public Alerting compatible;
Connected to an LTE cellular network at the time the emergency alert is issued; and
Within the emergency alert area.

Some carriers are doing silent tests of their systems to make sure things are working in advance of the test. Depending on your phone settings you may receive an alert without a sound.
Why does the alert say “Presidential Alert”?
This is because the phone was purchased in the USA.
Will I have to subscribe to the service?
Alerts will be broadcast without a subscription and at no cost. This will ensure the maximum number of people receive the alert immediately.
What hazards will I be alerted to?
In BC, the system will only be used to alert to a potential tsunami. Additional testing will be scheduled as the system is expanded to include other types of hazards.
What should I do if I see or hear an emergency alert?
Upon receiving an emergency alert, it is important to take action safely. Stop what you are doing when it is safe to do so and read the emergency alert. Information could include but is not limited to: limit unnecessary travel, evacuate the areas, seek shelter, etc.
If safe to do so, seek credible information from officials in your community.
Do not contact 911 for information related to an alert, unless a life is at risk.
How will I know when an alert had ended?
An “all clear” message may be issued once the situation has been resolved. The “all clear” message could be distributed via radio and television stations at their discretion, but will not be sent to wireless devices.
How often will the system be tested?
Tests will be conducted throughout the year. Dates and times will be advertised.

Alert Ready Test
On Wednesday, May 9 at 1:55PM, Emergency Management BC will conduct a test of the Alert Ready system. A test alert will be sent to compatible cell phones and wireless devices, and broadcast on TV and radio stations. Learn more about how Alert Ready is used in BC.

The EPACT system is an emergency notification system that can send you an alert by phone, text, email for any emergency situations that are imminent in your area to sign up:
EPACT is the name of the emergency network.
You can join it through the Village of Queen Charlotte’s website. Go to http://www.queencharlotte.ca/ and then on the left hand side you will see “click to join ePact”.

As of 10:00 AM the River Forecast Centre is issuing or maintaining the following warnings and advisories:
• Flood Warning (UPGRADED)- North Coast including the Kitimat River, Little Wedeene River, Kemano River, Hirsch Creek and other rivers and creeks in the Kitimat, Terrace, Kemano and surrounding area
• Flood Watch - North Coast including areas around Prince Rupert and Highway 16 west of Terrace
• Flood Watch (NEW)- Haida Gwaii including rivers and creeks on Graham Island and Moresby Island
• High Streamflow Advisory (NEW) – North Coast including the Nass River and Stewart
Heavy rain is expected to continue today through the region as an intense frontal system is expected to develop. Rainfall totals since yesterday have been in the 40-80 mm range, with the heaviest amounts in areas around Kitimat, Terrace, and Kemano. This rain has led to rapidly rising river levels overnight, and most of the Water Survey of Canada gauged rivers in the region are currently reporting flows in the 2-year to 5-year return period range. The Kitimat River below Hirsch Creek (WSC 08FF001) is flowing at 1865 m3/s (approaching a 5-year flow). Hirsch Creek near the mouth (WSC08FF002) is flowing at approximately 480 m3/s (5-year flow)
Additional heavy rainfall is expected to continue through Tuesday, with additional amounts in the 30-100 mm range, or more, expected by the end of the day. Areas around Kitimat are currently forecast to see the highest amounts of additional rainfall.
While some rivers may see a brief reprieve in rises in the early part of Tuesday, additional rises are expected on Tuesday afternoon and overnight. Current hydrologic modelling is indicating the potential for flows on the Kitimat River below Hirsch Creek to reach up to near record levels (above 3000 m3/s). Extremely high flows are expected throughout the Kitimat through Terrace corridor.
The River Forecast Centre will continue to monitor conditions and update this advisory as conditions warrant.

A High Streamflow Advisory means that river levels are rising or expected to rise rapidly, but that no major flooding is expected. Minor flooding in low-lying areas is possible.

A Flood Watch means that river levels are rising and will approach or may exceed bankfull. Flooding of areas adjacent to affected rivers may occur.

A Flood Warning means that river levels have exceeded bankfull or will exceed bankfull imminently, and that flooding of areas adjacent to the rivers affected will result.

We have been approved for another Tsunami Siren which we will be putting in the Kaay/First Beach area. We also received funding to place weather radios in all of the houses in Skidegate. We will also be installing Tsunami Signage throughout the Village. Look for all of this to start happening in the fall.
