The Town of Stephenville reminds residents that there will be no roadside fall clean-up.

This decision was made by Town Council in response to excessive costs and ongoing misuse of the service, including excessive quantities of waste, commercial materials and items placed for collection by individuals from both within and outside the community.
As previously announced in January, the Town has also discontinued the Dump Card Program that was available in previous years.

Residents are ordered not to place bulk waste, household items, furniture, appliances or other materials at the roadside, as these items will not be collected by the Town.

Any items placed at the roadside must be removed by the property owner, regardless of who may have placed the waste there.

Property owners are responsible for maintaining their properties and ensuring they remain free of improperly discarded materials.

Failure to remove these items may result in enforcement action, including fines, in accordance with Town regulations.

Residents are responsible for making their own arrangements for the proper disposal of unwanted items.

The Town appreciates the cooperation of all residents in helping to keep our community clean and tidy.

1. Invitation

The Town of Stephenville (the “Town”) invites proposals from qualified proponents for the purchase and development of vacant, unserviced municipal land located at 240 Carolina Avenue, Stephenville, NL, in the Airport Zone adjacent to 163 Connecticut Drive, Stephenville, NL, as shown in Appendix A.

This Request for Proposals (RFP) is for the sale of land only and does not include any buildings or existing structures.

2. Background

The Town is seeking to support economic and industrial development through the strategic disposition of municipal land within the Airport Zone.

Property Description:

Location: Municipal land adjacent to 163 Connecticut Drive, Stephenville, NL.
Land Use Zoning: Airport.
Parcel Size: Approximately 5 Acres.
Condition: Vacant, unserviced.

The parcel boundaries and area shown in Appendix A are approximate and are provided for general identification purposes only. The successful proponent shall be responsible for obtaining any legal survey required to complete the conveyance of the property.

3. Development Responsibilities

The successful proponent shall be responsible for all costs, risks, and activities associated with the purchase and development of the property, including, but not limited to:

Site preparation, grading, excavation, and any required earthworks;
Installation, extension, and connection of all municipal and private services and utilities, including water, sewer, stormwater, electrical, telecommunications, and any other required infrastructure;
Construction of all access roads, driveways, parking areas, fencing, and site control measures, as required;
Completion of all required environmental assessments, studies, investigations, and approvals;
Any environmental remediation, mitigation, or monitoring required as a result of site conditions or regulatory requirements;
Obtaining all required permits, approvals, licences, and authorizations from the Town of Stephenville, Service NL, NAV CANADA, NLHC, and all other applicable municipal, provincial, and federal agencies.

The property is being offered "as is, where is." The Town makes no representations or warranties regarding the condition, suitability, servicing, environmental condition, geotechnical characteristics, or development potential of the property.

The Town shall not be responsible for:

Environmental assessments or environmental investigations;
Environmental remediation, mitigation, or monitoring;
The installation, extension, or upgrading of municipal or private services or utilities;
Any costs associated with preparing the site for development.

The property is currently encumbered by the Newfoundland and Labrador Housing Corporation (NLHC). The successful proponent shall be solely responsible for satisfying all requirements associated with obtaining the release of the NLHC encumbrance. This includes, but is not limited to, the completion of any environmental assessments, surveys, studies, reports, or other due diligence, approvals, and documentation required to facilitate the proposed purchase and development.

All development and use of the property shall comply with all applicable municipal, provincial, and federal legislation, regulations, and standards. No site work or development shall commence until all required approvals and permits have been obtained.

Proposals received after closing time will not be accepted. It is the proponent's responsibility to ensure that proposals are received by the deadline. Addenda, if issued, will become part of this RFP and must be acknowledged in the proposals.

7. Submission Requirements

Each proposal must include, at a minimum, the following:

Cover Letter – Identifying the proponent, primary contact information, and a brief summary of the proposal
Project Description – A detailed description of the proposed land use and development concept.
Financial Proposal – The total purchase price offered for the property, expressed in Canadian dollars.
The purchase price shall be exclusive of HST and any applicable taxes, fees, registration costs, legal costs, surveying costs, and closing costs unless expressly stated otherwise.
The proponent must clearly identify any conditions attached to its offer to purchase, including financing, environmental review, regulatory approval, due diligence, or other conditions.
Community and Economic Benefits – A description of anticipated capital investment, employment, local procurement, economic diversification, and other benefits to Stephenville and the surrounding region.
Where employment, investment, or other quantitative benefits are stated, proponents should identify whether the figures are confirmed commitments or estimates.
Implementation Approach – Proposed approach to site preparation, servicing, acquisition and development timelines, and key milestones.
Corporate Profile and Experience – Overview of the proponent’s organization, relevant experience, capacity, and references.

8. Evaluation Criteria

Proposals will be assessed by an Evaluation Committee according to the following weighted criteria:

Financial Offer – 30%
Proposed Development and Feasibility – 25%
Community and Economic Benefits – 20%
Experience and Capacity of the Proponent – 20%
Completeness and Quality of Submission – 5%

9. Terms and Conditions

This RFP is not a tender call and does not commit the Town to accept the lowest or any proposal.
Proponents are responsible for their own due diligence.
The Town has no obligation to proceed with any sale. Selection as the preferred proponent does not constitute a binding agreement for sale. Any sale shall be subject to approval by the Council of the Town of Stephenville and ex*****on of a mutually acceptable Agreement of Purchase and Sale.
Proposals must remain valid for 90 days from closing.
The Town reserves the right to cancel this RFP process at any time.
The Town may negotiate with any proponent.
The Town may accept any proposal in whole or in part.
Information provided is subject to the Access to Information and Protection of Privacy Act, 2015 (ATIPPA).
Proposals must not involve collusion or conflicts of interest.
Unless otherwise stated herein, the Council of Atlantic Premiers’ Standard Terms and Conditions apply, excluding location supplements.

Work will take place from approximately 8:30 a.m. to 12:00 Noon.
This is to replace a fire hydrant in that area.
Following this, residents and water users in surrounding areas may experience low water pressure or discoloured water.

The Town of Stephenville advises that there will be flow testing tomorrow, Friday August 21 in the Georgia Drive area at approximately 9:30 a.m.

As a result of this testing, residents throughout the town, particularly on the base side, may experience water discolouration.
