A question I get from Fire Chiefs:

"We already have SOGs for offensive/defensive decisions. Why do we need an app?"

Fair question. Here's my answer.

SOGs tell your IC what to do. CFS FireIQ helps them assess whether the conditions they're facing meet the threshold to do it.

It doesn't replace your SOGs. It feeds them.

Your IC runs through 7 factors. The app calculates a risk verdict. Your IC applies that verdict against your department's SOGs, their training, and their direct observation of conditions.

Better information. Faster. More structured. Nothing missed.

That's the difference.

For 15+ years, I’ve worked on the fireground watching Incident Commanders make high‑pressure decisions with limited information and no structured way to measure risk. Good officers. Smart people. But too often it came down to gut instinct and experience alone.

I remember one call in particular where the outcome could’ve gone either way. We were asking crews to push in without a clear, shared understanding of the risk. That stuck with me.

I kept thinking: in every other high‑risk industry, leaders use structured tools to guide critical decisions. Why not us?

So I started building what I wished we’d had — a simple risk matrix app to bring clarity and consistency to command decisions. Not to replace experience, but to support it.

If you’re in a leadership role, here’s my takeaway: don’t ignore the problem that keeps you up at night. It might be the thing you’re meant to build.

On the fireground, risk changes fast. Miss one factor and the whole strategy can shift.

That’s why using a 7-factor risk assessment matters.

With CFS FireIQ, Incident Commanders quickly evaluate seven critical risk points before committing crews. Not just fire conditions — but structure profile, occupancy risk, survivability profile, resources, time, and more. It forces a clear, structured risk-versus-gain decision every time.

The result? Fewer guess calls. Stronger command presence. Crews assigned with purpose. And safer outcomes for everyone operating inside the hazard zone.

This isn’t about adding paperwork. It’s about making smarter decisions under pressure — the kind that prevent close calls and save lives.

📱 CFS FIREIQ — FIREGROUND RISK MATRIX APP

Our flagship product is CFS FireIQ — a mobile Fireground Risk Matrix App built specifically for Incident Commanders.

Here is the problem we built it to solve.

When an IC arrives on scene, they are receiving enormous amounts of information simultaneously — crew positions, building construction, fire behaviour, water supply, victim reports, weather conditions — and they must make critical tactical decisions in the first two to three minutes, before conditions deteriorate further. The question of whether to commit crews to interior offensive operations is the most consequential decision in fire service command. Get it right and you save lives. Get it wrong and you risk losing the people you are responsible for.

Most departments have strong training. Most ICs have solid experience. But a structured, real-time digital risk assessment tool purpose-built for the fireground? That has been missing.

CFS FireIQ fills that gap.

The app guides the Incident Commander through a real-time assessment of seven proven fireground risk factors:

🔥 Burn Time — Stage of fire development and structural impact
👁 FF Visibility — Interior sight conditions and disorientation risk
🌡 Heat Level — Thermal environment and PPE limitation indicators
🌫 Smoke Conditions — Colour, volume, velocity, and pressure readings
⚡ Rate of Change — Whether conditions are stable, worsening, or deteriorating rapidly
🎯 Making Progress — Whether the attack is working and the fire is darkening down
⏱ Operational Delays — Water supply issues, communication failures, access problems

Each factor is assessed GREEN, YELLOW, or RED in real time. The app delivers an instant risk verdict — a clear, evidence-based recommendation for offensive or defensive strategy — based on the combined weight of all seven factors.

At the end of every assessment, the IC generates a full PDF incident report documenting every factor assessed, the risk verdict, and tactical recommendations. That report supports after-action reviews, training debriefs, and departmental accountability records.

The entire assessment takes under two minutes.

No download. No login. No IT infrastructure required. CFS FireIQ runs in any browser on any smartphone, tablet, or laptop. Your crews bookmark it to their home screen and have it ready in one tap the moment they step off the apparatus.

Every license includes a full white label deployment — your department's name, logo, and colours on your own dedicated URL — built and live within 24 hours of signup.

INTRODUCING CLOUTIER FIRE SERVICES

I have spent my career in the fire service.

I have stood at the end of driveways in the dark, watching structures burn, making decisions that could not be undone. I have trained hundreds of firefighters. I have commanded incidents where the margin for error was measured in seconds. I have seen what happens when Incident Commanders have the right information — and what happens when they don't.

Everything I have built at CLOUTIER Fire Services comes from that experience.

Today I want to formally introduce our company, our services, and — most importantly — the reason we exist.

🔥 WHO WE ARE

CLOUTIER Fire Services is a Canadian fire service company based in Rosslyn, Ontario. We are not a large corporation. We are not a generic software company that stumbled into the fire service space. We are fire service professionals who build practical, real-world tools and training programs for the people who run into burning buildings while everyone else runs out.

We serve volunteer fire departments, municipal paid departments, regional fire services, and Fire Chiefs across Canada and the United States. Everything we do is built around one core belief:

Better information. Better decisions. Firefighters go home.

RISK FACTOR — Smoke Conditions

Smoke kills more firefighters than flame. According to NIOSH, smoke-related toxic exposure and disorientation are major contributors to line-of-duty deaths during interior operations. It’s not just what you see — it’s what you’re breathing and how fast conditions are changing.

Colour, velocity, volume, and density still tell the story. Turbulent, pressurized smoke under neutral pressure? You’re reading heat and potential flashover. Light, lazy smoke pushing from multiple openings? Vent profile is shifting. Conditions can turn in seconds.

Practical takeaway: slow down your size-up. Read the smoke before you commit crews. Assign ventilation with purpose, not habit.

CFS FireIQ’s built-in risk matrix tool helps Incident Commanders quickly weigh smoke indicators against occupancy, fire load, and crew positioning — turning observations into clear go/no-go decisions in real time.

When was the last time smoke conditions changed your strategy mid-incident?
