The original site of the Living Space Homeless Shelter is being converted into an overdose prevention site which is being called Safe Health Site Timmins, work is underway at 21 Cedar St. North. The building is owned by the CDSSAB, said CAO Brian Marks and has been vacant since Living Space North Against Poverty moved to 316 Spruce St. S. last year.

The CDSSAB spent $539,265.88, the un-funded cost of purchasing and renovating 21 Cedar St. North to be drawn from the Homelessness Capital and Reserves.

Why would the CDSSAB purchase, what they said, they owned?

I sent the Chair at CDSSAB, Michelle Boileau an email.

I have been commenting in the online Daily Press newspaper recently, but apparently it has been decided that I won't be doing that anymore. For starters I think as a newspaper that they should be impartial and factual. These were my comments that got me blocked from their online newspaper and their page.

Who's running City Hall? Is the Council for the City of Timmins Leading or being Led?

These are not suggestions from the concerned residents as the article states, these are valid concerns, this is the state of our city today. It's good that you're at least concerned, but a growing number of the residents are afraid and frustrated by the lack of concern shown for this issue (the safety of the community) by the current council. In the meeting the city had in the fall of 2020 which was supposed to be about the safety of the citizens and crime, it was suggested that the complaints we're anecdotal stories and perception. The meeting was mostly about what was done or going to be done for the people who are causing the problems in the city. The People and the Partners involved in the operation of Living Space North Against Poverty, Safe Health Site Timmins and the public service agencies have been collaborating since 2017, they should have seen this coming, so what is more collaboration supposed to accomplish? We were assured that what we see in our city today would not be happening. In response to the growing concerns, you're telling the citizens that as mayor and speaker for the council that you're also concerned, which again is good, however what is that going to do about the concerns for the safety of the community?

CITY OF TIMMINS BUDGET 2022:

City Council held the second in a series of Budget Meetings, the first held on Dec. 1, dealt with water and wastewater.

On the expense side of the ledger, the highlights pointed out by the CAO, Dave Landers included funding from reserves for the Timmins and Area Drug Strategy Project, in the amount of $1,028,731, for the creation of an urgent public health needs site.

There are a few positions that are brought forward with this budget, however the dedicated funding for a municipal position (community strategies coordinator) is not mentioned in the budget discussions.

JANUARY 11, 2022
Council has Approved the 2022 Budget for the City of Timmins ahead of schedule. Tax rates are typically set in the spring. the feedback received from many Members of Council was that they were ready on the budget at the last meeting.

Approving the Budget tonight would be earlier than anticipated. With the original timeline, council members were given until January 17 to ask questions, then time was allotted to present a third draft of the budget if required. The tentative date for approval was Feb. 8.

JANUARY 12, 2022
The Timmins and Area Drug Strategy Group had been evaluating locations for an urgent public health needs site and a Downtown Location had been chosen, the original site of the Living Space North Against Poverty Homeless Shelter is being converted into an overdose prevention site, work is underway.

The creation of an UPHNS is not mentioned in the Budget Meeting Minutes for Dec. 15, 2021, nor the amount of $1,028,731. This was also not mentioned when the Budget was Approved on Jan. 11, 2022.

The budget was approved without knowing how much the increase would impact local taxpayers on the municipal portion of tax bills. Other municipalities do report the impact that the budget would have on the average homeowner.

Since the Provincial Budget included the funding for the Connecting Link Project, what is Council's intent with the $7,324,000 that was obtained through external financing?

HOMELESSNESS IN TIMMINS:

As I am running as a candidate in the municipal election, a major concern in our city is increasing homelessness and the social disorder to society that goes along with it. In looking for a solution to this problem could you tell me if this Policy is still in effect as it has been estimated that 70 - 75 per cent of Timmins homeless are Indigenous?

The First Nation Communities in the District passed Band Orders that are preventing members from returning to their home communities. It is causing homelessness in neighbouring communities and putting a strain on municipalities, agencies and resources.

Regards,
James McMahon
