The Children's Service Department manages Child Care and Early Years Funding within the District of Cochrane which includes:

- Fee Subsidy
- Resource Centre Funding
- Special Needs Funding
- Wage Enhancement
- General Operating Grants
- Special Purpose Grants

The Children's Services Department also directly operates Northern Treasures Licensed Home Child Care. Fee subsidy is available to prov

ide financial assistance for childcare, to help parents or guardians to balance the demands of career and family while participating in the workforce or pursuing education or training. It can be used to support full and part time childcare in the licensed system as per the Child Care and Early Years Act (2014), school based before and after school programs operated by Boards of Education or approved recreation programs that provide care for children six to twelve years of age. Eligibility:
Income assessment required
Qualifying families must be working, attending training or school or have a child with special needs
Families are required to provide their most recent Notice of Assessment (NOA) or Reassessment or Canada Child Benefit Form (CCB)

Our Story

Beginning in January 2018, Ontario’s children and families will have access to enhanced programs and services through EarlyON Child and Family Centres. The new EarlyON centres will transform Ontario’s four child and family programs by integrating them into one common system that offers a consistent set of core services across the province, as well as others tailored to local needs. The existing programs to be consolidated under the EarlyON umbrella are:


  • Ontario Early Years Centres

  • Parenting and Family Literacy Centres
