Hi All,
I wanted to provide another update regarding the ongoing County Road 3 construction.
Following our investigation of the unexpected subgrade conditions, we have directed the contractor to excavate the soft material on both the north and south sides of the existing concrete roadway. A geotextile separation fabric and geogrid reinforcement will be installed over the native subgrade before placing new granular road base. This treatment will stabilize the roadway structure by preventing the underlying clay soils from migrating into the new granular material. The existing concrete roadway remains structurally sound and will remain in place as part of the final road structure.
While these conditions were unforeseen, the additional work will ultimately result in a stronger and more durable roadway than originally planned. The additional costs associated with this work will be covered through the project's contingency allowance and will likely extend the original project schedule by two weeks.
Prior to construction, we reviewed the geotechnical information from the previous phases of the County Road 3 rehabilitation, and the subsurface materials appeared to be consistent with what has been encountered on this phase. However, the way the material behaved after the asphalt was removed was significantly different from the previous phases. At this point, the reason for this difference remains unclear, and we will continue working with our consultant and contractor to better understand the cause.
Unfortunately, these unforeseen conditions mean the temporary traffic signals will need to remain in place through the weekend and likely until later next week. We are working to obtain a signal system that allows us to adjust the timing based on traffic volumes. During off-peak periods, this would allow us to shorten the signal cycle and reduce wait times for motorists. The current total signal cycle is approximately five minutes.
I wanted to keep you informed, as you may receive comments from constituents regarding the delays. While we recognize the inconvenience, the temporary traffic control is necessary to safely move traffic through the construction zone while protecting the integrity of the road base.
