ORCA or Rail Deck Park: One Site with Two Competing Proposals

"According to the newly launched website, the P.I.T.S. proposal, which they have dubbed the "ORCA Project," would take approximately ten years to build out, split over four phases...The website notes that in 2013, CRAFT Developments—one of the four companies which make up the P.I.T.S. consortium—acquired the air rights over the rail corridor from Toronto Terminals Railway and CN Rail."

"A showdown is brewing at city hall over two competing plans: one a 21-acre park pitched by the mayor and local councillors; and another, a 12-acre park bordered by eight office and condo towers, pitched by a group of developers who say they will soon own the air rights to build on the space above the rail tracks south of Front St., between Bathurst St. and Blue Jays Way."

Toronto Sun reported that City’s capital budgeting process not working for taxpayers

"The documents revealed that in early September, 2016, staff were referring to their own numbers as “vague, not helpful” and that “no one really has good costs or a detailed assessment of how this could be financed. It’s way too early for that.”
The city’s cost estimate didn’t include the price of buying air rights over the rail corridor, or fees for potential track relocation, or contingencies."
