As you might know, the CVRD and ACRD have already completed work last year, and the Reconciliation Corridor Initiative is actively underway in the CRD looking at light rail for the region. To date, the RDN doesn't appear to have undertaken this work or they have no public facing information published at this time.

The Reconciliation Corridor Initiative is a once-in-a-lifetime opportunity that could help address mounting traffic pressures as the region grows.

A commentary by the mayor of Esquimalt, the co-chair of the Island Corridor Foundation, and a founding member of the Reconciliation Corridor Initiative Steering Committee.

A more unified approach to transportation planning in the Capital Regional District is critical to deal with the traffic pressures we all live with daily, and the intensification of those problems we can expect as the region grows.

The CRD’s recent creation of a regional transportation service is an example of the kind of big move the region needs. Signal synchronization is another technique that will surely help traffic flow.

It’s also important to have attractive new options available to reduce travel in single-occupancy vehicles.

The Reconciliation Corridor Initiative (RCI) is a once-in-a-lifetime opportunity that could provide an appealing alternative for thousands of people who travel between the West Shore and Vic West daily.

With a potential rail corridor running right past CFB Esquimalt and the federal graving dock, the RCI could also help provide a solution for civilian and military staff in the area who have few options for travelling between work and their homes across the region.

The technical feasibility study we announced in December 2025, now underway, is an important step in understanding what’s possible before future decisions are made.

Our work received a significant boost from the CRD board when they unanimously granted $1.7 million to the Island Corridor Foundation to support the RCI.

With this grant, the CRD acknowledged that the RCI could be part of the solution to traffic congestion in the region. Accordingly, the CRD is considering possible future rail use of the corridor within their update to the regional transportation plan.

While the June 7 article β€œRegion looks to better coordination to improve traffic flow” commented on traffic originating from CFB Esquimalt, the region benefits significantly from the economy of CFB Esquimalt and the graving dock, both significant employers.

The region will benefit even more in the future as the federal investment in jobs and infrastructure on the base is set to increase. If our region accepts these investments while also addressing long-standing congestion issues, the future is bright.

Announced in December 2025, the RCI is a major departure from previous attempts to plan for rail service on the Island Corridor. From First Nations leadership to the unprecedented collaboration among parties, to the technical focus, almost everything about the RCI is different.

The RCI represents a new approach to regional infrastructure planning that includes Indigenous leadership from the start, with Esquimalt and Songhees Nations helping to shape the future of transportation in their territory to solve our shared transportation challenges and promote shared prosperity.

The initiative reflects Indigenous values of planning for future generations and creating long-term benefits for the region.

As an example of exactly the kind of regional coordination we need, the RCI steering committee includes leadership representatives from Esquimalt and Songhees Nations, the mayors of five municipalities, the chair and senior staff of the CRD, and the base commander for CFB Esquimalt.

Where previous studies of the Island Corridor focused on heavy rail (including freight), the RCI is exploring options for passenger light rail of some kind and considering how to reduce local congestion specifically in the CRD, rather than inter-regional travel on the whole Island Corridor.

The RCI presents a unique opportunity for fiscally responsible transportation capital planning. With no land acquisition costs and by making use of existing infrastructure, a key transportation service could be delivered at a fraction of the cost of similar projects across the continent and much sooner than new-build proposals.

Given the corridor’s historic rail use, the project also minimizes impacts on the land. As an additional project benefit, rail-based passenger service is green infrastructure that could help meet our regional goals for reducing carbon pollution and dependence on single-occupancy vehicles.

At the RCI, we believe the corridor has the potential to improve connections between communities, jobs, services, and housing across the region. It could be the spine of an integrated transit network for the region, bringing different modes β€” such as buses, biking, walking and rolling β€” together.

At an estimated travel time of 28 minutes from Langford to VicWest, it could give people back that most precious thing β€” time.

The opportunity the Reconciliation Corridor Initiative provides cannot be understated.
