Manitoba Clean Environment Commission The Commission provides advice and recommendations to the Minister of Conservation regarding environmental issues and licensing.

The Clean Environment Commission is established under The Environment Act (1988) to provide an independent avenue through which the public can participate in the decision making process regarding the environment in Manitoba. The Minister of Conservation will generally refer projects to the Commission when there is a great deal of public concern raised or for projects that have far reaching or a si

gnificant impact on a large number of Manitobans. Public participation in the environmental review process is essential. If potential effects of developments were not of concern, there would not be a need for their review. Those who may be most affected by the development are given the chance to provide their views. The public hearing process is to be a fair and open forum where all can be heard. There are different ways to participate and different levels of responsibility. The Commission is now seeking interested parties who wish to become Participants in the Manitoba-Minnesota Transmission Project (MMTP) public hearing. A limited amount of funding is also available to support participation.

On December 31, 2015, the Minister of Conservation requested that the Clean Environment Commission conduct a public hearing regarding the Manitoba-Minnesota Transmission Project (MMTP). The project will include the construction and operation of a high-voltage transmission line from Dorsey Converter Station northwest of Winnipeg to the American border south of Piney.

The Commission is in the very early stages of preparing for this hearing. Dates for the hearing have not yet been selected and it will be several months before more information will be available. On August 20, 2015, the Minister of Conservation and Water Stewardship, issued Terms of Reference regarding the Regional Cumulative Effects Assessment for the Churchill, Burntwood and Nelson river systems to the Clean Environment Commission .

In its 2013 report on the Bipole III Project, the Clean Environment Commission (the Commission) made the following recommendation: “Manitoba Hydro, in cooperation with the Manitoba Government, conduct a Regional Cumulative Effects Assessment for all Manitoba Hydro projects and associated infrastructure in the Nelson River sub-watershed; and that this be undertaken prior to the licensing of any additional projects in the Nelson River sub-watershed after the Bipole III project.” This recommendation was accepted by Manitoba and a Terms of Reference for a regional cumulative effects assessment of hydroelectric developments was agreed to by Manitoba and Manitoba Hydro in May 2014. It should be noted the scope was expanded to include areas beyond that identified in the Commission’s recommendation to include the Churchill, Burntwood and Nelson River systems. The study was completed in two phases. The first phase was completed in May 2014, and included a compilation of available data and a description of the assessment approach to be used to analyze the data in the second phase. The second phase report was released in December 2015.

The Lake Winnipeg Regulation Hearing record closed on May 8, 2015. The Clean Environment Commission Panel will now take time to compile a report for the Minister of Conservation and Water Stewardship. The report should be completed in early August.

The Clean Environment Commission is currently developing the daily schedules for the hearings in Winnipeg, on Lake Winnipeg Regulation.

An Open House will be held on March 9 from 3pm to 5pm and 7pm to 9pm, in the Pan-Am Room at the RBC Convention Centre.
Manitoba Hydro staff will be on hand to discuss Lake Winnipeg Regulation, its history, operation and impacts and answer questions. The public are encouraged to attend to gain a better understanding of the project in an informal setting.

Should anyone wish to sign up to make a presentation at the formal hearing, Commission staff will be on hand to assist them and answer questions about the hearing process.

The formal hearing will begin at 9:30 am on March 10, also in the Pan Am Room. Evening sessions on March 11 and March 18 have been reserved for public presentations. Anyone wishing to make a presentation should contact the Commission.
The hearing will take place at the RBC Convention Centre on the first and third weeks, all other days will be at the Fort Garry Hotel, Spa and Conference Centre.

The hearing has been extended 7 days, into April, from its original schedule. The hearing will now run for approximately 5 week instead of 3. The current schedule is available at www.cecmanitoba.ca. Daily schedules will be posted as they become available and are subject to change.
