IRCOM - Immigrant & Refugee Community Organization of Manitoba IRCOM is an organization that aims to help newcomers to Canada on their settlement journey through affordable housing, programs and services.

IRCOM strives to empower newcomer families to integrate into the wider community through affordable transitional housing, programs, and services. IRCOM OBJECTIVES
Housing: To provide safe and affordable transitional housing to low-income newcomer families in their 1st three years of living in Canada. To ultimately provide newcomer families with a comfortable and nurturing environment that empowers

both parents and children to smoothly adapt to their new community. Programming: To connect people with quality and accessible programs that support participants and community members to gain the tools they need to integrate and settle into Winnipeg life. Our programs will consistently aim to fill gaps and build partnerships with others working in the community and settlement sectors. Be agents of change: Help to facilitate systematic change by engaging the public and policy makers to better understand newcomer issues, while highlighting the stories and voices of newcomers with the goal of achieving wider societal change. Build Community: Create and support a community within and beyond IRCOM where individuals feel safe, loved, cared for, welcome, supported, respected and included. Develop as ‘learning’ organization: To be a ‘learning organization’ that is always developing, adapting and growing, as we work to meet the changing needs of our staff, stakeholders and community members. At IRCOM, we love what we do with our community. We are full of hope and optimism. Here, everyone should feel welcome, safe and respected. We believe that we are not just ‘clients’ ‘staff’ or ‘volunteers’. We are all part of the same community.

Some wins happen on the field. Others happen when people begin to feel at home.

We were proud to be recognized as a Community Champion by the Manitoba Liquor & Lotteries (Manitoba Liquor & Lotteries ) & the Winnipeg Blue Bombers (Winnipeg Blue Bombers ) organization. What made the evening even more meaningful was seeing many of our newcomer families experience a Canadian football game for the first time, including some who had been in Canada for less than three months.

One first-time attendee joked, “I’m still wondering why they call it football when they barely kick the ball.” But he also shared how much he enjoyed the energy, the cheering, and all the “get loud” moments.

Our staff noticed it too. Every Bombers score brought high fives between families, youth, staff, and fans around us. Those small moments created connection and made the stadium feel a little more like home.

And what a first game to experience. Winnipeg won 44- 28 and ended Montreal’s seven-game winning streak.

Maybe Team IRCOM really was the lucky charm that night.

Thank you to the Richardson Foundation and United Way Winnipeg Partnership for supporting important improvements at IRCOM’s Isabel location. Thanks to your generosity, our courtyard is now fully enclosed with protective netting, creating a safer and more functional space for children and youth to play, learn, and participate in outdoor activities. Your support also made it possible to install a new commercial refrigerator, helping us safely store food and continue providing nutritious meals and snacks to participants throughout the year.

A heartfelt thank you to Ecclesiastical Insurance for supporting IRCOM’s Greening Program through the Community Impact Grant.

This season, the program is bringing together 20 newcomer families and more than 60 participants, including children and youth, to grow fresh food, share knowledge, build friendships, and care for their community spaces.

Through gardening, families are improving access to nutritious and culturally familiar foods, learning sustainable practices, and creating a stronger sense of connection and belonging.

A true community leader and an accomplished woman, Emilienne found her way to IRCOM through volunteer opportunities and quickly impressed us all during her interview. One of the panellists even remarked, “We are hiring the future ED.” That impression was no surprise - before coming to Canada, Emilienne was a national leader in women’s development in her country of origin, bringing a depth of experience, vision, and commitment to community empowerment that continues to shape her work today.

Emilienne has been a truly dedicated ACBP team member who takes her responsibilities seriously. She consistently ensured that 100% of program spaces were filled, that participants who missed sessions attended make-up classes, and that homework was completed and program steps were thoughtfully followed. She transformed financial literacy workshops into vibrant, supportive spaces where participants shared resources, built confidence, developed relationships, and strengthened their sense of community.

Emilienne is fearless in raising issues that need attention and generous with her time, expertise, and skills. While we once thought we had hired a future leader in a formal sense, Emilienne has always reminded us that she prefers leading from behind the scenes. For more than ten years, she has remained the trusted and highly respected Matched Savings staff member, quietly but powerfully creating lasting impact.

Through the Saving Circle, Transportation Loan, and IDA programs, Emilienne has recruited, supported, and empowered more than 1,000 newcomers. She is widely known in the community for her encouragement, mentorship, and unwavering support.

We thank you for your commitment and dedication, Emilienne. Congratulations on your 10th anniversary - and here’s to many more years together.
