On June 8th, Behchokǫ̀ RCMP received a report from a member of the public that an intoxicated individual had stolen their kayak and was now using a snow shovel to paddle it around Marion Lake.

Officers attended the area and found that the suspect had capsized the kayak and was swimming. The suspect was observed to be too intoxicated to pull themselves from the water and were assisted onto shore by officers, who subsequently arrested the man.

“Under the Criminal Code, a “vessel” isn’t limited to motorized boats,” says Cpl. Kevin Kim of the Behchokǫ̀ detachment. “Self propelled watercraft like canoes and kayaks are included. Operating any of these while impaired puts everyone at risk. On the water, the risks are higher; conditions can change quickly, there’s limited resources to assist in the response, and response times are often longer, which makes these incidents especially dangerous for both those involved and for emergency responders.”

The 63-year-old Behchokǫ̀ man will face the following charges in relation to this incident:

• Impaired operation of a vessel, contrary to section 320.14(1)(a) of the Criminal Code
• Refusal to comply with a breath demand, contrary to section 320.15(1) of the Criminal Code

He was released from custody to attend court at a later date.

Two Ontario men have been charged after a routine traffic stop evolved into a drug investigation in Yellowknife.

On June 6 while conducting a routine traffic stop on a vehicle in the city, officers formed grounds to arrest an individual after he provided false information about his identity to police. The man was taken into custody and a search of his person turned up a quantity of crack-cocaine consistent with trafficking.

Further investigation was conducted, leading officers to form the grounds to believe this suspect was also trafficking drugs from his rented accommodations.

A search warrant was obtained for a residence on McMahon Court and executed. During the search, officers arrested another Ontario man and seized loaded pistol, over $22,000 in cash and approximately 170 grams of suspected crack-cocaine. The pistol’s origins were traced and it was determined to have been stolen in the United States.

18-year-old Jahiem Steele and 33-year-old Marlon Barrett, both of Ontario, are charged with:

· Possession of a controlled substance for the purpose of trafficking, contrary to section 5(2) of the Controlled Drugs and Substances Act
· Possession of property obtained by crime, contrary to section 354(1)(a) of the Criminal Code
· Unsafe storage of fi****ms, contrary to section 86(2) of the Criminal Code
· Unauthorized possession of a firearm, contrary to section 91(1) of the Criminal Code
· Possession of a prohibited firearm with ammunition without authorization, contrary to section 95(1) of the Criminal Code
· Possession of a prohibited firearm while knowing possession is unauthorized, contrary to section 92(1) of the Criminal Code
· Possession of a weapon for a dangerous purpose, contrary to section 88(1) of the Criminal Code

Jaheim Steele, who was already prohibited from possessing fi****ms and out on bail in relation to drug charges in Ontario, is further charged with:

· Possession of a firearm contrary to a fi****ms prohibition order, contrary to section 117.01(1) of the Criminal Code
· Failure to comply with a release order, contrary to section 145(5)(a) of the Criminal Code
· Failure to comply with a youth sentence, contrary to section 137 of the Youth Criminal Justice Act

· Possession of a firearm contrary to a fi****ms prohibition order, contrary to section 117.01(1) of the Criminal Code
· Using a forged document, contrary to section 368(1) of the Criminal Code

Police in Behchokǫ̀ are investigating a fatal ATV collision that occurred over the weekend.

On June 6 at approximately 9:00 p.m. Behchokǫ̀ RCMP received a report of a single-vehicle ATV collision in the community involving three youths aged 6, 8 and 11, wherein the 6-year-old was unconscious and grievously injured. Officers arrived at the scene to find the 6-year-old was deceased. The two other youths were transported to hospital by ambulance.

The 11-year-old has since been released while the 8-year-old was flown from the Territory for further treatment.

Initial findings indicate none of the youth were wearing helmets at the time of the collision. Impairment is not believed to be a factor.

The RCMP would like to remind the public that the All-terrain Vehicles Act requires that ATV operators wear prescribed helmets. In addition, operators must be at least 16 years of age to operate ATV’s in roadway-related situations. These laws are in place to ensure the safety of ATV users and the public.

The matter remains under investigation at this time in partnership with the Northwest Territories Coroner’s Service. The RCMP extends its sincere condolences to the families of the involved youth.

10 people inside the residence were taken into custody during the search, which resulted in the seizure of 21 long guns and two handguns, as well as a quantity of cash and other paraphernalia consistent with drug trafficking activity. No drugs were located.
