駐瑞士台北經濟文化代表團日內瓦辦事處負責與瑞士法語區包括日內瓦邦(Genève)、沃邦(Vaud)、諾夏特邦(Neuchâtel)及瓦萊邦(Valais)間之經貿、文化及教育等雙邊交流,並辦理轄區內護照、簽證及文件驗證等業務,與旅外國人急難救助及僑胞聯繫、僑教推展等工作。日內瓦境內除有聯合國歐洲總部外、另有世界衛生組織(WHO)、國際勞工組織(ILO)、世界智慧財產組織(WIPO)、世界氣象組織(WMO)、國際電信聯盟(ITU)等聯合國所屬專門機構,以及將近250個非政府間國際組織,本處負責觀察該等組織之運作及聯繫。

【台灣是下一個衝突爆發點?李冠德處長出席日內瓦記者協會論壇,強調「台海安全即全球共識」】

駐日內瓦辦事處李冠德處長於6月30日應邀出席由「日內瓦記者協會」舉辦的「台灣是下一個衝突爆發點?」(Taiwan: the next conflict on the list?)論壇。本場論壇由瑞士前國會議員 Géraldine Savary 主持,並邀請知名法國學者高敬文( Jean-Pierre Cabestan) 及資深記者董尼德 (Pierre-Antoine Donnet) 進行深度對談。

李處長於開場致詞中向國際友人分享台灣角度的觀察:

🌱 從民主新星到成熟民主國家 李處長分享,自己成長於台灣解除戒嚴、開啟民主轉型的關鍵年代。與會的兩位專家如同長輩般,親眼見證了台灣過去40年來的進步。自1996年首次總統直選至今,台灣已蛻變為一個高度成熟、充滿活力的民主國家。

On June 30, Ambassador Greg G.D. Lee, Director General of the Bureau de Genève, Délégation Culturelle et Economique de Taipei, was invited to attend the forum titled "Taiwan: the next conflict on the list?", organized by the Club Suisse de la Presse (Geneva Press Club). The panel was moderated by Ms. Géraldine Savary, former Swiss Federal Councillor, and featured profound insights from renowned scholar Prof. Jean-Pierre Cabestan and distinguished expert Mr. Pierre-Antoine Donnet.

In his opening remarks, Ambassador Lee delivered a compelling and resonant message to the international community regarding Taiwan's trajectory and strategic significance:

🌱 From a Budding Democracy to a Full-Fledged Democratic State Ambassador Lee shared that he grew up during the critical era when Taiwan lifted martial law and initiated its democratic transition. The two participating experts, much like esteemed elders, have personally witnessed Taiwan’s remarkable progress over the past four decades. Since the first-ever direct presidential election in 1996, Taiwan has flourished into a mature, vibrant, and robust democracy.

🇪🇺 Deepening Engagement with Europe and Like-Minded Partners Standing at the forefront of authoritarian challenges, Taiwan has accumulated extensive experience in navigating geopolitical complexities. In response to recent shifts in the global landscape, Taiwan is working in close coordination with the international community. 📊 World No. 4 in Global Competitiveness and an Indispensable Tech Hub Ambassador Lee highlighted the World Competitiveness Yearbook recently published by the International Institute for Management Development (IMD) in Switzerland. This year, Taiwan ranked 4th globally (following Switzerland and others), marking its highest placement since it was first included in the ranking in 1997. This represents a monumental leap from its ranking in the 20s during the 1997 Taiwan Strait Crisis, demonstrating Taiwan's immense economic resilience.

🚢 Maritime Gateway: Nearly 50% of the global container fleet passes through the Taiwan Strait, making it a critical artery for international trade.

💻 Silicon Heart of the World: Taiwan manufactures over 60% of the world's semiconductors and commands over 95% of the market share for the most advanced chips. From everyday smartphones to cutting-edge Artificial Intelligence (AI) technologies, the global supply chain is inextricably linked to Taiwan.

🤝 Maintaining Peace in the Taiwan Strait is a Collective Global Consensus Given Taiwan's indispensable economic and technological status, maintaining peace and stability in the Taiwan Strait is no longer a regional issue; the stakes are simply too high for the world. The recently concluded G7 Summit marked the sixth consecutive year that the leaders reaffirmed the importance of peace across the Taiwan Strait in their joint communiqué, strongly opposing any unilateral attempts to change the status quo by force. This underscores that peace and prosperity in the region have become a well-established international consensus.

We extend our sincere gratitude to the Club Suisse de la Presse for the invitation, which provided a valuable multilateral platform for Taiwan's voice to be clearly heard. 🌏 台灣與西藏如何面對中國威權擴張及國際秩序挑戰

本處李冠德處長應邀出席由瑞士西藏友好協會(Swiss-Tibetan Friendship Association)主辦之「國際秩序動盪下之西藏及台灣」(Tibet and Taiwan & the Upheaval of the International Order)圓桌論壇,與藏人行政中央駐日內瓦辦事處代表Thinlay Chukki共同擔任主談人,分享台灣及西藏在面對中國威權擴張及國際挑戰下的經驗與觀察。

該論壇由日內瓦人權培訓機構「Geneva for Human Rights」( GHR)負責人Adrien-Claude Zoller主持,並由瑞士前國會議員René Longet致歡迎詞,另由瑞士西藏友好協會成員Marguerite Contat及日內瓦邦議員Cédric Jeanneret兩人分別引言及評論。

李處長分享台灣在面對中國威權擴張、跨國鎮壓及國際挑戰下,持續深化民主治理、強化經濟韌性及拓展國際合作的經驗。Thinlay Chukki則分享西藏人民在歷史洪流中始終守護文化、信仰與民族認同的堅韌精神,並指出當前西藏在人權、宗教自由及文化保存方面仍面臨嚴峻挑戰。她呼籲國際社會與西藏人民站在一起,支持恢復對話,讓和平、尊嚴與自由得以延續。

李處長表示,台灣將持續發揮民主、科技及產業優勢,作為國際社會的良善力量,與各界共同維護自由、民主、人權及法治等普世價值。

論壇期間,李處長並與西藏行政中央駐日內瓦辦事處代表Thinlay Chukki、世界維吾爾代表大會(WUC)主席Turgunjan Alawdun、副主席Zumretay Arkin、前主席暨維吾爾民主及人權中心主席Dolkun Isa,以及無代表國家及民族組織(UNPO)秘書長Mercè Monje Cano等交換意見,期盼未來共同推動民主、人權及法治,攜手維護以規則為基礎之國際秩序。



🌏 How Taiwan and Tibet Stand Together for Democracy Amid the Expansion of Chinese Authoritarianism

Director General Amb. Greg G.D. Lee was honored to speak at the roundtable “Tibet and Taiwan & the Upheaval of the International Order,” organized by the Swiss-Tibetan Friendship Association. Joining Ms. Thinlay Chukki, Representative of the Central Tibetan Administration Office in Geneva, he shared Taiwan’s perspective on responding to authoritarian expansion, strengthening democratic resilience, and working with partners to safeguard peace and stability.

The roundtable was moderated by Adrien-Claude Zoller of Geneva for Human Rights (GHR). We were also pleased to hear welcoming remarks from former Swiss parliamentarian René Longet, as well as insights from Swiss-Tibetan Friendship Association member Marguerite Contat, and Geneva cantonal parliamentarian Cédric Jeanneret.

Amb. Lee highlighted Taiwan’s democratic achievements, technological leadership, and commitment to serving as a force for good. Despite being excluded from the UN system, Taiwan remains committed to making meaningful contributions to the international community and working with like-minded partners to advance freedom, democracy, human rights, and the rule of law.

Ms. Thinlay Chukki shared the resilience of the Tibetan people in preserving their culture, faith, and identity through decades of adversity. She also underscored the ongoing challenges facing Tibet in the areas of human rights, religious freedom, and cultural preservation, and called on the international community to support renewed dialogue so that peace, dignity, and freedom may prevail.

Amb. Lee also met with representatives from the Tibetan community, the World Uyghur Congress, and the Unrepresented Nations and Peoples Organization (UNPO) to exchange views on strengthening cooperation in promoting democracy, human rights, the rule of law, and a rules-based international order.

🇹🇼 台灣創下 IMD 世界競爭力評比歷史最佳成績!全球第4! 🎉

瑞士洛桑管理學院(IMD)今日公布《2026年世界競爭力排名》,在全球70個被評比經濟體中,台灣排名第4名,相較去年第6名,創下台灣參與評比以來最佳成績!台灣更是有30個細項評比指標名列全球前3名!

IMD世界競爭力排名從經濟表現、政府效能、企業效能及基礎建設四大面向進行評估,是國際間最具指標性的競爭力評比之一。

在全球地緣政治緊張與經濟不確定性升高之際,IMD指出,健全制度、有效治理及國家韌性已成為提升競爭力的關鍵因素。台灣憑藉強勁的GDP與出口成長、穩定的制度環境,以及製造業、研發與人工智慧(AI)帶動的創新能量,在四大評比面向皆有顯著進步。

駐瑞士代表王思為表示,台商、人才與資金回流,以及台灣與全球頂尖企業的合作,持續推動產業升級與經濟發展。今年亮眼的成績,是政府與民間長期共同努力的成果。

IMD世界競爭力中心主任 Arturo Bris 也指出,在全球局勢日益複雜的今天,可信賴的制度、可預測的規則與有效治理的重要性持續提升。台灣自疫情以來展現的政府效能廣受肯定,今日的成果絕非偶然,而是長期耕耘的結果。

🇹🇼 Taiwan ranks 4th in the world in the IMD World Competitiveness Rankings!
According to the 2026 World Competitiveness Ranking released today by the International Institute for Management Development (IMD) in Switzerland, Taiwan climbed from 6th to 4th place globally among 70 economies, marking its highest ranking ever. Taiwan ranked in the global top 3 across 30 indicators!!

Taiwan's outstanding performance was driven by robust GDP and export growth, a stable institutional environment, and strong innovation momentum fueled by manufacturing, research and development (R&D), and artificial intelligence (AI). Taiwan recorded significant improvements across all four evaluation categories.

Amid growing geopolitical tensions and economic uncertainty, IMD emphasized that strong institutions, effective governance, and resilience in responding to shocks and risks have become increasingly important drivers of national competitiveness.

Representative to Switzerland Ambassador Wang Szu-wei noted that the return of Taiwanese businesses, talent, and investment, together with partnerships between Taiwan and leading global companies, continues to drive industrial upgrading and economic growth. This year's achievement reflects the collective efforts of both the government and the people over many years.

Arturo Bris, Director of the IMD World Competitiveness Center, also highlighted that Taiwan's government efficiency, demonstrated since the pandemic, has been widely recognized and that today's result is the outcome of long-term dedication rather than coincidence.

As global supply chains continue to evolve and economic security gains greater importance, Taiwan will continue to leverage its strengths in innovation, manufacturing, and institutional governance while working closely with international partners to promote prosperity, resilience, and sustainable development. 🇹🇼✨

科學與藝術的碰撞,能激發出什麼樣的火花?

駐日內瓦辦事處李冠德處長於 6 月 6 日下午受邀出席由「歐洲核子研究組織」 (CERN)年度影展 - CineGlobe - 舉辦的「與藝術家對話」(artist discussion)及獲獎影片頒獎典禮。今年影展特別選出6部虛擬實境作品展出,主辦單位CineGlobe還特別邀請到來自台灣、同時也是精彩作品《Sensing Dark Matter》(暗宇之感)的創作者蘇文琪老師,以及VR作品《海市蜃樓》(Mirage)的創作者Naima Karim專程來到日內瓦展出作品,並與現場觀眾感性分享她們的創作靈感泉源。

蘇文琪提到,這段奇妙的旅程始於 2016 年。當時她來到 CERN(歐洲核子研究組織)擔任駐村藝術家,首次與頂尖物理學家就神祕的「暗物質」(Dark Matter)交換觀點。物理學家眼中抽象的宇宙原理,成為了她創作的養分,進而孕育出這部結合身體感官與科技的 VR 跨界作品。她也大方分享如何將物理學觀點,透過藝術肢體與舞蹈編排具象化呈現,將理性科學轉化為感性藝術的創新做法,贏得現場聽眾極為熱烈的迴響與共鳴。

李處長於致詞時表示,台灣與 CERN 長期以來維持良好的合作夥伴關係,常有優秀的台灣科學家在 CERN 進行駐點研究,與全球頂尖學者共同探索宇宙的奧祕。這次非常榮幸能與 CERN 攜手合作,共同支持今年的 CineGlobe 影展,期盼未來能持續深化台灣與CERN交流。

此外,李處長也分享了一則好消息:由 CERN 倡議發起的雙年度「亞歐太平洋高能物理學校」(AEPSHEP)課程,今年 10 月 14 日至 27 日將首度移師台灣舉辦!

對話活動後,李處長在CERN藝術計畫(Arts at CERN)總監Giulia Bencini陪同下,參觀CERN的藝廊作品;同日晚間也應邀出席2026年CineGlobe影展獲獎作品的頒獎典禮,促進台灣與CERN之間的藝術交流。



On the afternoon of June 6, Director General Ambassador Greg Lee of the Taipei Cultural and Economic Delegation in Geneva was invited to attend the "Artist Discussion" event hosted by CineGlobe. The event featured a special guest from Taiwan—Su Wen-chi, the brilliant creator behind the featured artwork Sensing Dark Matter. Su traveled to Geneva specifically to share the profound inspiration behind her creation with the audience.

Su Wen-chi shared that this incredible journey began in 2016 when she came to CERN (European Organization for Nuclear Research) as an artist-in-residence. It was then that she first exchanged perspectives with top physicists on the mysterious concept of "Dark Matter." The abstract cosmic principles in the eyes of physicists became the nourishment for her creativity, ultimately giving birth to this cross-disciplinary VR masterpiece that fuses physical sensation with technology. She also shared how she conceptualized complex physics viewpoints and materialized them through artistic movement and choreography. Her innovative approach of transforming rational science into emotional art received an enthusiastic response and resonated deeply with the audience.

In his remarks, Ambassador Lee noted that the cooperation between Taiwan and CERN has a long and well-established history, with outstanding Taiwanese scientists conducting research at CERN over the years to explore the mysteries of the universe alongside world-class scholars.

Furthermore, Ambassador Lee shared an exciting announcement: the biennial "Asia-Europe-Pacific School of High-Energy Physics" (AEPSHEP) program, initiated by CERN, will be hosted in Taiwan for the first very time from October 14 to 27 this year, marking a significant milestone for Taiwan’s scientific research community. Ambassador Lee emphasized that the Delegation is deeply honored to partner with CERN in supporting this year's CineGlobe events. He expressed high hopes for continuing to deepen exchanges between Taiwan and CERN.

Following the discussion event, accompanied by Giulia Bencini, Head of Arts at CERN, Ambassador Lee toured the artwork exhibits at the CERN gallery. Later that evening, he was also invited to attend the award ceremony for the winning films of the 2026 CineGlobe Festival, further promoting artistic and cultural exchanges between Taiwan and CERN.

今年台灣以「WHO Cares? TAIWAN Cares!」及「Chip in With Taiwan」為主軸,向國際社會展現台灣結合AI、半導體與醫療科技的創新實力,以及在全球健康韌性中的關鍵角色。

本次展覽集結超過30家台灣頂尖醫療院所與企業,共同呈現「智慧醫療」、「創新照護」及「韌性健康」三大主題。包括馬偕醫院、臺北榮總、臺大醫院等9家醫療機構,現場展示AI輔助診斷、智慧照護、精準醫療及醫院數位轉型等創新應用,吸引各國代表團與國際醫衛人士高度關注。

外交部長林佳龍與衛福部長石崇良也親自走訪展區,與國際友人交流。多位國際重量級醫衛領袖及組織代表皆到場支持,對台灣以創新方式爭取國際參與表達高度肯定。

開幕式期間另一亮點,是國合會與馬爾他國際(Malteser International)簽署「烏克蘭截肢者復健及心理社會支持計畫」合作意向書。台灣與馬爾他騎士團攜手協助烏克蘭戰爭受害者,提供復健醫療、心理支持及專業醫護培訓,展現台灣不僅擁有智慧醫療軟實力,更持續以實際行動投入全球人道援助。

🇹🇼 The first-ever “Taiwan Smart Medical & HealthTech Expo” held during the World Health Assembly (WHA) in Geneva has successfully concluded! 🌍✨

Under the themes “WHO Cares? TAIWAN Cares!” and “Chip in With Taiwan,” Taiwan showcased its innovative strengths in AI, semiconductors, and medical technology, highlighting its vital role in strengthening global health resilience.

The expo brought together more than 30 leading Taiwanese medical institutions and companies under the themes of Smart Healthcare, Innovative Care, and Health Resilience. 9 major hospitals, including MacKay Memorial Hospital, Taipei Veterans General Hospital, and National Taiwan University Hospital, demonstrated cutting-edge applications in AI-assisted diagnosis, smart healthcare, precision medicine, and hospital digital transformation.

Minister of Foreign Affairs Lin Chia-lung and Minister of Health and Welfare Shih Chung-liang also visited the exhibition and engaged with international guests. Global health leaders and representatives from international organizations expressed strong support for Taiwan’s innovative efforts to participate in the international community.

Another major highlight was the signing of a Letter of Intent between TaiwanICDF and Malteser International on the “Ukraine Amputee Rehabilitation and Psychosocial Support Project.” Through cooperation with the Order of Malta, Taiwan will help provide rehabilitation services, psychological support, and professional medical training for victims of the war in Ukraine.

🌍 第79屆世界衛生大會(WHA)期間,台灣首次舉辦「Taiwan Smart Medical & HealthTech Expo 台灣智慧醫療與健康產業展」。開幕當晚,李處長冠德舉辦外交酒會,重量級貴賓外交部長林佳龍現身,向國際社會展現台灣在智慧醫療、數位健康與公共衛生領域的堅強實力,並持續呼籲支持台灣參與WHO及WHA。

🌍 During the 79th World Health Assembly (WHA), Taiwan held the first-ever “Taiwan Smart Medical & HealthTech Expo” in Geneva, showcasing Taiwan’s achievements and innovation in smart healthcare, digital health, and public health. 🇹🇼✨

At the opening diplomatic reception hosted by Amb. Greg Lee, Foreign Minister Lin Chia-lung joined distinguished guests in calling for Taiwan’s meaningful participation in the WHO and WHA.

The event brought together Minister of Health and Welfare Shih Chung-liang, Legislators Liao Wei-hsiang, Kuo Yu-ching, and Chen Gau-Tzu, as well as senior health officials from Taiwan’s diplomatic allies, all voicing strong support for Taiwan.

Under this year’s theme, “Chip in With Taiwan,” Taiwan demonstrates not only its technological strengths, but also its commitment to contributing to a stronger and more resilient global health system.

Guests also enjoyed Taiwanese cuisine, wh**ky, and a stunning performance by the Taipei Puppet Theater, which blended tradition with innovation and left the audience deeply impressed.

As the 79th World Health Assembly (WHA) approaches, Lin Chia-Lung, Minister of Foreign Affairs and Shih Chung-Liang, Minister of Health and Welfare held a joint press conference today ahead of the Taiwan delegation’s departure for Geneva.
During the event, the ministers unveiled the Ministry of Foreign Affairs’ campaign video, Taiwan Cares Beyond Borders, highlighting Taiwan’s strengths and experience in smart healthcare, public health, and international medical cooperation.
