【台灣是下一個衝突爆發點?李冠德處長出席日內瓦記者協會論壇,強調「台海安全即全球共識」】
駐日內瓦辦事處李冠德處長於6月30日應邀出席由「日內瓦記者協會」舉辦的「台灣是下一個衝突爆發點?」(Taiwan: the next conflict on the list?)論壇。本場論壇由瑞士前國會議員 Géraldine Savary 主持,並邀請知名法國學者高敬文( Jean-Pierre Cabestan) 及資深記者董尼德 (Pierre-Antoine Donnet) 進行深度對談。
李處長於開場致詞中向國際友人分享台灣角度的觀察:
🌱 從民主新星到成熟民主國家 李處長分享,自己成長於台灣解除戒嚴、開啟民主轉型的關鍵年代。與會的兩位專家如同長輩般,親眼見證了台灣過去40年來的進步。自1996年首次總統直選至今,台灣已蛻變為一個高度成熟、充滿活力的民主國家。
🇪🇺 深耕歐洲,與理念相近夥伴同行 身處強鄰威脅的前線,台灣累積了豐富的應對經驗。面對地緣政治局勢的劇烈轉變,台灣正加深與國際社會的合作。除了美、日等傳統盟友,台灣近年也投入大量心力深耕歐洲,與歐陸理念相近的國家建立起更緊密的連結。
📊 世界第4的經濟實力與不可或缺的科技命脈 處長引用瑞士洛桑管理學院(IMD)最新發布的世界競爭力年報,台灣今年榮登全球第4名(僅次於瑞士等國),創下1997年開始列入評比後的約第20名上下,迄今長足進步成績有目共睹。
🚢 航運樞紐: 全球每年有高達 50% 的貨輪駛經台灣海峽。
💻 晶片心臟: 台灣製造了全球 60% 的半導體晶片,在最頂尖、最先進的製程上,全球市佔率更高達 95% 以上。從智慧型手機到最新的人工智慧(AI)技術,全球供應鏈都少不了台灣。
🤝 台海和平已是國際社會共識 正因為台灣的經濟與科技地位如此關鍵,「維持台海和平穩定」早已不再只是區域議題。日前落幕的 G7 領袖峰會,已是連續第6年將台海和平寫入聯合聲明,重申支持台海和平穩定的立場,顯示維護台海現狀已是國際共識。

【"Peace in the Taiwan Strait is a Global Consensus"—Ambassador Greg G.D. Lee Attends the Club Suisse de la Presse Forum】
On June 30, Ambassador Greg G.D. Lee, Director General of the Bureau de Genève, Délégation Culturelle et Economique de Taipei, was invited to attend the forum titled "Taiwan: the next conflict on the list?", organized by the Club Suisse de la Presse (Geneva Press Club). The panel was moderated by Ms. Géraldine Savary, former Swiss Federal Councillor, and featured profound insights from renowned scholar Prof. Jean-Pierre Cabestan and distinguished expert Mr. Pierre-Antoine Donnet.
In his opening remarks, Ambassador Lee delivered a compelling and resonant message to the international community regarding Taiwan's trajectory and strategic significance:
🌱 From a Budding Democracy to a Full-Fledged Democratic State Ambassador Lee shared that he grew up during the critical era when Taiwan lifted martial law and initiated its democratic transition. The two participating experts, much like esteemed elders, have personally witnessed Taiwan’s remarkable progress over the past four decades. Since the first-ever direct presidential election in 1996, Taiwan has flourished into a mature, vibrant, and robust democracy.
🇪🇺 Deepening Engagement with Europe and Like-Minded Partners Standing at the forefront of authoritarian challenges, Taiwan has accumulated extensive experience in navigating geopolitical complexities. In response to recent shifts in the global landscape, Taiwan is working in close coordination with the international community. Beyond traditional partnerships with the United States and Japan, Taiwan has dedicated substantial efforts to deepening its engagement with Europe, forging stronger bonds with like-minded nations across the continent.
📊 World No. 4 in Global Competitiveness and an Indispensable Tech Hub Ambassador Lee highlighted the World Competitiveness Yearbook recently published by the International Institute for Management Development (IMD) in Switzerland. This year, Taiwan ranked 4th globally (following Switzerland and others), marking its highest placement since it was first included in the ranking in 1997. This represents a monumental leap from its ranking in the 20s during the 1997 Taiwan Strait Crisis, demonstrating Taiwan's immense economic resilience.
🚢 Maritime Gateway: Nearly 50% of the global container fleet passes through the Taiwan Strait, making it a critical artery for international trade.
💻 Silicon Heart of the World: Taiwan manufactures over 60% of the world's semiconductors and commands over 95% of the market share for the most advanced chips. From everyday smartphones to cutting-edge Artificial Intelligence (AI) technologies, the global supply chain is inextricably linked to Taiwan.
🤝 Maintaining Peace in the Taiwan Strait is a Collective Global Consensus Given Taiwan's indispensable economic and technological status, maintaining peace and stability in the Taiwan Strait is no longer a regional issue; the stakes are simply too high for the world. The recently concluded G7 Summit marked the sixth consecutive year that the leaders reaffirmed the importance of peace across the Taiwan Strait in their joint communiqué, strongly opposing any unilateral attempts to change the status quo by force. This underscores that peace and prosperity in the region have become a well-established international consensus.
We extend our sincere gratitude to the Club Suisse de la Presse for the invitation, which provided a valuable multilateral platform for Taiwan's voice to be clearly heard. Taiwan will continue to deepen cooperation with Switzerland and other like-minded European partners to safeguard our shared democratic values and global supply chain security.
