Geneva, 11 September 2026 — During the 63rd session of the Human Rights Council, His Excellency Ambassador Ke Sovann, Permanent Representative of Cambodia to the United Nations Office at Geneva, delivered Cambodia's statement under Agenda Item 3: Interactive Dialogue with Special Rapporteur on contemporary forms of slavery and trafficking in persons.

In his statement, the Ambassador stated that contemporary forms of slavery and trafficking in persons are transnational challenges that recognize no national boundaries. No country, regardless of its size, wealth or power, can address them alone. Cooperation is therefore a practical necessity.

While highlighting Cambodia’s national efforts and progress and its contribution to global efforts to combat transnational crime, he emphasized that cooperation must be grounded in international law and any attempt by a neighboring country to combat online scam must not be misused as a pretext to justify actions that violate the sovereignty and territorial integrity of States.

Geneva, 09 September 2026 — During the 63rd Session of the Human Rights Council, Mr. KHEANG Mengchhun, Second Secretary of the Permanent Mission of the Kingdom of Cambodia to the United Nations Office at Geneva, delivered Cambodia’s statement under Agenda Item 3 during the interactive dialogue with the Special Rapporteur on Unilateral Coercive Measures.

In his statement, he highlighted the adverse humanitarian, socio-economic and human rights impacts of coercive economic measures, including unilateral sanctions, particularly on developing countries. Cambodia encouraged States to resolve differences through dialogue and cooperation.

Geneva, 9 September 2026 — During the 63rd session of the Human Rights Council, His Excellency Ambassador Ke Sovann, Permanent Representative of Cambodia to the United Nations Office at Geneva, delivered Cambodia's statement under Agenda Item 2 during the Interactive Dialogue with the Independent Expert on the promotion of a democratic and equitable International Order.

The Ambassador reaffirmed that the United Nations Charter and international law must guide a democratic and equitable international order, ensuring relations among States are based on sovereign equality, territorial integrity, non-use of force, and peaceful dispute settlement—not power disparities.

He also reiterated that peaceful settlement of dispute must remain central to addressing conflict. Dialogue and negotiation are essential. Mediation, conciliation, good offices and other peaceful mechanisms should also be employed where appropriate. Recourse to such mechanisms should not be viewed as confrontation or escalation, but as a lawful and constructive means to prevent further tensions and contribute to a just and lasting solution.

Geneva, 8 September 2026 — During the 63rd session of the Human Rights Council, His Excellency Ambassador Ke Sovann, Permanent Representative of Cambodia to the United Nations Office at Geneva, delivered Cambodia's statement under Agenda Item 2 during the General Debate on Annual Report of High Commissioner for Human Rights.

In his statement, the Ambassador highlighted the continuing human rights and humanitarian consequences of the Cambodia–Thailand border conflict where more than 20,000 Cambodians remain displaced and civilian infrastructure being destroyed. He expressed grave concern that Thai armed forces continue unlawful activities in occupied areas well within Cambodian territory, creating faits accomplis through barbed wire, containers, military and civilian infrastructure, and land titles issued to Thai citizens before joint-border demarcation.

He called for full respect for international law, including sovereignty, territorial integrity and the peaceful settlement of disputes, to end civilian suffering and achieve lasting peace.

នៅថ្ងៃទី៣ ខែកញ្ញា ឆ្នាំ២០២៦ ឯកឧត្តមឯកអគ្គរាជទូត កែ សុវណ្ណ តំណាងអចិន្ត្រៃយ៍នៃស្ថានបេសកកម្មកម្ពុជាប្រចាំអង្គការសហប្រជាជាតិ និងអង្គការអន្តរជាតិនានានៅទីក្រុងហ្សឺណែវ បានចូលរួមកិច្ចប្រជុំកម្រិតតំណាងអចិន្ត្រៃយ៍ ដែលរៀបចំឡើងដោយគណៈកម្មាធិការអាស៊ាននៅទីក្រុងហ្សឺណែវ (ACG) ជាមួយលោកស្រី Mirjana Spoljaric ប្រធានគណៈកម្មាធិការអន្តរជាតិនៃកាកបាទក្រហម (ICRC) នៅទីស្នាក់ការកណ្តាល ICRC។

On 3 September 2026, Ambassador KE Sovann, the Permanent Representative of the Permanent Mission of the Kingdom of Cambodia to the United Nations Office and other International Organizations in Geneva participated in a PR-level meeting organized by the ASEAN Committee in Geneva (ACG) with Ms. Mirjana Spoljaric, President of the International Committee of the Red Cross (ICRC), at ICRC Headquarters.

The meeting provided an opportunity to exchange views on current humanitarian challenges, the importance of preparedness and respect for International Humanitarian Law (IHL) in situations of armed conflict, as well as the ICRC’s role as a neutral intermediary and progress under the Global Initiative on IHL.

On this occasion, Cambodia expressed its support for the ICRC’s efforts in carrying out its humanitarian mandate and reaffirmed its commitment to promoting and respecting IHL through its participation in the Global Initiative on IHL. Cambodia also expressed its readiness to continue working closely with ASEAN Member States and the ICRC to contribute to the effective promotion, respect and implementation of IHL.

ឆ្លៀតក្នុងឱកាសនោះ ស្ថានបេសកកម្មកម្ពុជា បានរៀបចំដាក់តាំងផលិតផល រចនាបទសិល្បៈ និងម្ហូបអាហារខ្មែរមួយចំនួន ដើម្បីជួយផ្សព្វផ្សាយវប្បធម៌ខ្មែរទៅកាន់ភ្ញៀវអន្តរជាតិ ក៏ដូចជាលើកមុខមាត់កម្ពុជានៅលើឆាកអន្តរជាតិ។
កម្មវិធីនេះ ក៏បានដើរតួយ៉ាងសំខាន់ផងដែរ ក្នុងការជួយមន្ត្រីនៃស្ថានបេសកកម្មកម្ពុជាកសាង និងពង្រឹងទំនាក់ទំនងជាមួយសមភាគីពីស្ថានបេសកកម្មផ្សេងៗ។

Geneva, 02 September 2026 — His Excellency Ambassador Ke Sovann, Permanent Representative of the Kingdom of Cambodia to the United Nations Office and other International Organizations in Geneva, and his spouse, Lok Chum Teav Liv Vutha, participated in the inauguration of the AAWAG Bazaar Exhibition, an initiative of the Asian Ambassadors' Wives Association Geneva (AAWAG).
During the function, the Mission of Cambodia put on display a number of Cambodian products, art forms, and cuisine to introduce and promote Cambodian culture to international guests as well as raise Cambodia’s profile on the international stage.
The event also played a vital role in helping Cambodian diplomats build stronger networking with their counterparts from other missions.

ក្នុងកិច្ចប្រជុំនេះ ឯកឧត្តម ឯកអគ្គរាជទូត កែ សុវណ្ណ បានគូសបញ្ជាក់ពីសារៈសំខាន់នៃការគោរពយ៉ាងពេញលេញរបស់រដ្ឋសមាជិកចំពោះធម្មនុញ្ញអង្គការសហប្រជាជាតិ និងច្បាប់អន្តរជាតិ។ ឯកឧត្តមបានលើកឡើងពីភាពចាំបាច់ក្នុងការលើកកម្ពស់កិច្ចសន្ទនា កិច្ចសហប្រតិបត្តិការ និងការដោះស្រាយវិវាទដោយសន្តិវិធី ព្រមទាំងការគោរពសិទ្ធិមនុស្ស និងច្បាប់មនុស្សធម៌អន្តរជាតិ ដោយផ្តោតការយកចិត្តទុកដាក់ជាពិសេសលើការការពារជនស៊ីវិល។

កម្ពុជាបានបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តរបស់ខ្លួនក្នុងការបន្តពិគ្រោះយោបល់ សម្របសម្រួល និងចូលរួមប្រកបដោយលក្ខណៈស្ថាបនាយ៉ាងជិតស្និទ្ធជាមួយសមាជិក LMG ក្នុងអំឡុងសម័យប្រជុំ HRC63 និងតទៅមុខទៀត។

Geneva, 26 August 2026 — His Excellency Ambassador Ke Sovann, Permanent Representative of Cambodia to the United Nations in Geneva, participated in the Like-Minded Group (LMG) meeting held at the Palais des Nations in preparation for the 63rd session of the Human Rights Council (HRC63).

The meeting provided a valuable opportunity for LMG members to exchange views, coordinate positions, and discuss issues of common interest ahead of the upcoming session.

During the meeting, Ambassador Ke Sovann underscored the importance of Member States’ full adherence to the Charter of the United Nations and international law. He highlighted the need to promote dialogue, cooperation, and the peaceful settlement of disputes, while upholding human rights and international humanitarian law, with particular emphasis on the protection of civilians.

Cambodia reaffirmed its commitment to close consultation, coordination, and constructive engagement with LMG members throughout HRC63 and beyond.

Geneva, 18 August 2026 — H.E. Mr. Ke Sovann, Ambassador and Permanent Representative of the Kingdom of Cambodia to the United Nations Office and other International Organizations in Geneva, received a courtesy call from Ms. SungAh Lee, Deputy Director General of the International Organization for Migration (IOM).

During the meeting, Ambassador Ke Sovann praised Ms. SungAh Lee​ for her extensive experience in management and organizational reform and enormous contributions to strengthening IOM’s financial governance and institutional efficiency under her leadership.

Both sides reaffirmed their commitment to further enhancing the longstanding cooperation between Cambodia and IOM, particularly in supporting Cambodia in strengthening its legal framework, managing labour migration, promoting the sustainable socio-economic reintegration of returning Cambodian migrant workers, and facilitating the recognition of their skills.
