The West Africa Regional Maritime Security Centre (CRESMAO), in collaboration with the ECOWAS-CEDEAO Commission, successfully organized a Regional Workshop on "Improving Maritime Domain Awareness in West Africa: From Information Sharing to Operational Effectiveness" from 5 to 6 August 2026 in Abidjan, Côte d’Ivoire. The workshop brought together representatives of the ECOWAS Commission, Directors of the Maritime Multinational Coordination Centres (MMCCs), as well as representatives of INTERPOL, the Maritime Organization of West and Central Africa (MOWCA), the Interregional Maritime Safety Institute (Institut de Sécurité Maritime Interrégional - ISMI), and key Ivorian institutions involved in State Action at Sea, notably the Ivorian Navy, the Directorate of Fisheries, and the Port Autonome d’Abidjan (PAA), with the valuable support of the Permanent Secretariat of the Interministerial Committee for State Action at Sea (SEPCIM- AEM). Over the course of two days, participants exchanged experiences, examined the evolving maritime security challenges in the Gulf of Guinea, and explored ways to strengthen Maritime Domain Awareness (MDA) through enhanced information sharing, stronger coordination, and deeper regional cooperation.

Through expert presentations, case studies and interactive discussions, the workshop produced practical recommendations aimed at improving interoperability, inter-agency coordination and the operational effectiveness of maritime stakeholders across West Africa. By reaffirming the importance of a collective approach to addressing transnational maritime threats, this initiative reflects the continued commitment of CRESMAO and the ECOWAS Commission to promoting effective maritime governance, strengthening the Yaoundé Architecture, and advancing Maritime Domain Awareness as a key enabler of enhanced maritime safety and security in support of peace, stability and sustainable development throughout West Africa.

CRESMAO took part on 07 July 2026 in the handing-over ceremony of two Rigid-Hulled Inflatable Boats (RHIB) and a set of forensic equipment to the Ivorian Navy under the SWAIMS Project – Support to West Africa Integrated Maritime Security, jointly implemented by the European Union and ECOWAS-CEDEAO. Held at the Naval Headquarters in Abidjan and presided over by Rear Admiral Amara Koné, Deputy Chief of Staff of the Ivorian Navy, on behalf of the Chief of Naval Staff, the ceremony underscored the shared commitment of regional and international partners to strengthening operational capacities in support of safer and more secure maritime spaces across West Africa. The CRESMAO delegation was led by the Director, Commodore (Rtd) Richard Shammah, accompanied by the Planning Officer and the Infrastructure/Public Relations Officer.

The newly delivered assets will enhance the Ivorian Navy’s capacity to conduct maritime operations while strengthening its forensic investigation capabilities in the fight against illicit activities at sea. Representatives of the European Union, SWAIMS and the Government of Portugal reaffirmed their collective commitment to supporting the implementation of the ECOWAS Integrated Maritime Strategy and fostering a secure maritime environment conducive to economic development and regional stability. The ceremony also highlighted the importance of sustained cooperation among regional institutions, national maritime administrations and international partners in advancing the objectives of the Yaoundé Architecture for Maritime Security in the Gulf of Guinea.

The Director of CRESMAO, Commodore Richard Shammah, received the Hydrographer of the Federation of Nigeria and Chief Executive Officer of the Nigerian Hydrographic Agency, Rear Admiral Olumide Fadahunsi, who paid a courtesy visit to the Centre on 3 July 2026, accompanied by three senior officers. The meeting, attended by CRESMAO’s Head of Information and Operations and Planning Officer, provided an opportunity to reaffirm the cordial relationship between both institutions and exchange views on issues of mutual interest.

Discussions focused on enhancing hydrographic cooperation in support of maritime domain awareness, safe navigation, and regional maritime security. The visit reaffirmed the shared commitment of CRESMAO and the Nigerian Hydrographic Agency to strengthening collaboration and promoting maritime safety and security throughout the Gulf of Guinea and the wider West African region.

CRESMAO welcomed, on 25 June 2026, a delegation of nearly fifty participants from the 5th Guinean Staff College Course during a study visit to Côte d’Ivoire. Organized under the cooperation framework between the Republic of Côte d’Ivoire and the Republic of Guinea, the visit provided participants with an opportunity to gain a deeper understanding of the Centre’s mandate, organization, and activities.

Participants were briefed on CRESMAO’s strategic role within the Yaoundé Architecture and the ECOWAS Integrated Maritime Strategy, with particular emphasis on regional maritime coordination, information-sharing mechanisms, and collaborative efforts among Gulf of Guinea States in addressing maritime security challenges. The discussions, highly interactive and marked by keen interest from the delegation, enabled participants to gain a clearer understanding of regional maritime governance frameworks, as well as practical insights into operational coordination mechanisms and cooperative security approaches implemented across the region.

CRESMAO, represented by the Head of its Maritime Affairs Administration Division, Ms. Ndèye Sophie SAKHO, participated from 8 to 19 June 2026 in the training course on “Maritime Safety and Security and Responses to Maritime Incidents,” organized by the United Nations Office on Drugs and Crime (UNODC) under its Global Maritime Crime Programme, in partnership with the Gulf of Guinea (GoG) States and the European Union-funded project “Enhancing Maritime Security in Africa (Safe Seas for Africa) in the Gulf of Guinea.” In addition to CRESMAO and the host State, representatives from fifteen Gulf of Guinea countries attended the training, reflecting the region’s shared commitment to strengthening maritime governance and security.

The training aimed to enhance the capacities of stakeholders involved in maritime law enforcement and the implementation of maritime legislation and regulations across the Gulf of Guinea. It also provided a valuable platform for exchanging experiences and sharing best practices on key maritime security issues, including international and regional legal frameworks, the prevention and suppression of piracy and armed robbery at sea, search and rescue (SAR) operations, cooperation between States and the maritime industry, marine pollution response, as well as the management of other maritime incidents and maritime investigation procedures. Through its participation, CRESMAO reaffirmed its commitment to supporting regional capacity-building efforts and fostering effective maritime cooperation within the Yaoundé Architecture.

CRESMAO welcomed on Friday, 12 June 2026, a delegation of trainees participating in a regional training programme on maritime safety, maritime security, and response to maritime incidents conducted under the European Union-funded Safe Seas for Africa Project. The programme is implemented by the United Nations Office on Drugs and Crime (UNODC) Global Maritime Crime Programme (GMCP) and delivered at the Interregional Maritime Security Institute (ISMI) in Abidjan.

During the visit, the delegation was briefed on CRESMAO’s mandate, organizational structure, and strategic role within both the Yaoundé Architecture for Maritime Security and the ECOWAS Integrated Maritime Strategy (EIMS). Discussions also highlighted the Centre’s activities in regional maritime coordination, information sharing, maritime domain awareness, and capacity building. Participants engaged in fruitful exchanges with CRESMAO personnel on current maritime security challenges in the Gulf of Guinea and the importance of regional cooperation in addressing transnational maritime threats.

The visit provided an excellent opportunity to deepen participants’ understanding of regional maritime dynamics and further strengthen professional ties among maritime security practitioners from across the region.
