Meitaki maata to MFEM for sharing their Capability Development Framework with CIIC and State‑Owned Enterprise HR representatives. The session provided a valuable opportunity to learn together, exchange perspectives, and strengthen collaboration in support of clearer career pathways, shared HR practices, and the ongoing growth of capability and future leadership across the Cook Islands public sector.

MFEM had the opportunity to present our Capability Development Framework to the Cook Islands Investment Corporation (CIIC) and State-Owned Enterprises HR representatives.

The session brought together CIIC and the SOEs to share insights, challenges, and opportunities for strengthening workforce capability across the public sector. It was a valuable discussion on how we can work more collaboratively to build stronger career pathways, improve visibility of development opportunities, and support future leaders across the Government agencies.

Our Framework focuses on creating a more structured, transparent, and evidence-based approach to development, ensuring that staff can clearly see how they grow, progress, and contribute to national outcomes.

Importantly, sessions like this reinforce the value of:

• Sharing HR practices and experiences across agencies
• Building a stronger, connected public service.
• Creating opportunities for cross-agency development, secondments, and knowledge exchange.
• Making better use of limited resources through collaboration.

We appreciate the strong engagement from CIIC and SOE partners and look forward to continuing this conversation as we strengthen capability across the Cook Islands public sector 🇨🇰

The Cook Islands Investment Corporation (CIIC), in partnership with the Aitutaki Island Government and the Ports Authority, is pleased to announce continued strong progress at Arutanga Harbour, with the concrete hardstand works now reaching practical completion.

This marks an important milestone in Phase 2 of the Arutanga Harbour Project, a key component of the Te Papa Tau o Araura programme to strengthen marine infrastructure and support Aitutaki’s long-term economic growth.

The hardstand works were delivered by Landholdings, who commenced construction in July 2025. The completed works provide approximately 1,000 square metres of new, durable concrete pavement, designed to support harbour operations well into the future.

CIIC Chair Fletcher Melvin said the completion of the hardstand significantly enhances the functionality of the harbour.
“The new hardstand provides a robust and reliable surface for cargo handling and heavy equipment movements. This improves the efficiency and safety of day-to-day port operations and strengthens the overall resilience of the harbour.”

The works form part of a broader programme of upgrades currently underway across the harbour.

Additional works progressing include:
- Fill stabilisation within the inner basin reclaimed area, preparing the site for container storage and expanded port capacity
- Relocation and reuse of dredged material from the Fishing Club basin entrance, supporting the build-out of the inner basin and causeways within the main basin
- Ongoing dredging within the main basin, improving water depths and navigational safety — a major component of the project expected to continue over the coming months

Aitutaki Mayor Nick Henry said the continued progress is delivering tangible benefits for the island. “The Island Government congratulates the CIIC project management team, contractors Landholdings and the Ports Authority for the work to date improving our harbour facility. Recent cruise ship visits have successfully utilised the new dock at the Fishing Club (north basin) while the Ports team simultaneously unloaded the international cargo vessel in the southern basin. We look forward to completing the dredging of both basins at Arutanga and the small marinas in Tautu, Vaipae and Vaipeka. The Aitutaki Island Government is also pleased to announce the arrival of concrete floating docks to be installed for local tour operators and visiting yachts as we move a step closer to completing the Arutanga Harbour and Marina.”

Mr Melvin acknowledged the contribution of contractors and partners involved in delivering the works. “We acknowledge Landholdings and all those working on the ground for their continued commitment to delivering this project. The progress we are seeing reflects strong collaboration and careful planning, and we are pleased to see these improvements taking shape.”

The Arutanga Harbour upgrades form part of the wider Te Papa Tau o Araura programme, focused on improving marine infrastructure, supporting economic activity, and ensuring Aitutaki is well-positioned for future growth.

🌴 Let’s Keep the Social Centre Clean and Safe for Everyone 🌴

The Social Centre is one of Rarotonga’s most loved shared spaces — used every day by families, sports groups, and visitors.
But lately, we’re seeing some concerning behaviour that’s impacting everyone who uses it.

🚫 Household rubbish being dumped in public bins
🚫 Rubbish left beside bins when they’re full
🚫 Dirty nappies left in bins or on the ground
🚫 Items left in showers (empty bottles, soap, packagings)
🚫 Rubbish being burned on the beach
🚫 Toilets being left in a very poor state
🚫 Ongoing theft and damage of public facilities

Our bins are emptied regularly and are there for beach users — not household waste. Free weekly rubbish collection is available across Rarotonga, and we encourage everyone to make use of it.

🙏 A few simple reminders:
• Please take household rubbish home
• Take used nappies home for proper disposal
• Use bins correctly
• Respect shared facilities
• Help keep the space clean for the next person

We’ve made improvements to facilities, including installing hand dryers and increasing maintenance — but continued misuse may mean we need to look at restricting access to some facilities at night.
We’re also launching a “Report an Issue” system soon, so you can quickly let us know if something needs attention.
This is a shared space — and it belongs to all of us.
Let’s work together to keep it clean, safe and welcoming for everyone. 💙

**A New Welcome at Punanga Nui Market**

A beautiful new entrance sign for Punanga Nui Market was officially unveiled yesterday, marking another step in the ongoing revitalisation of this much-loved community space.

The unveiling was a special moment, with our Mama vendors joining Hon. Albert Nicholas to reveal the sign, followed by a blessing from Fr. Jun. It was wonderful to see so many vendors and supporters come together to celebrate.

Crafted by local signmaker Raymond Solomon of Raro Signs, the new sign reflects the vibrancy, culture and spirit of the market — a place that continues to bring our community and visitors together.

We also extend a heartfelt thank you to Mama Sonya Kamana for supplying the purple jacaranda tree, which will grow to provide shade and beauty at the entrance in the years ahead.

Punanga Nui Market holds a special place in the heart of Rarotonga, and these improvements are part of ongoing efforts to enhance the space for vendors, locals and visitors alike.
