Pour matรฉrialiser cet engagement, lโObservatoire National sur les Changements Climatiques (ONACC) a รฉtรฉ crรฉรฉ par dรฉcret prรฉsidentiel Nยฐ2009/410 du 10 dรฉcembre 2009 et puis rรฉorganisรฉ par celui Nยฐ2019/026 du 18 janvier 2019 qui lui confรจre le statut dโรtablissement public ร caractรจre scientifique et technique, placรฉ sous la tutelle technique du Ministรจre en charge de lโEnvironnement et sous la tutelle financiรจre du Ministรจre des Finances avec ร sa tรชte une Direction Gรฉnรฉrale.

Climate change is one of the biggest concerns on our planet today. This phenomenon stands out as one of the greatest challenges facing humanity in achieving the Sustainable Development Goals (SDGs). Cameroon is facing the consequences of climate change through manifestations such as floods, strong winds, high temperatures, heavy rains and landslides. These phenomena endanger citizens and the activities that they carry out. Aware of these challenges, the President of the Republic of Cameroon, His Excellency Paul BIYA announced from the United Nations platform, the creation of a Climate Change Observatory in Cameroon in 2007. To materialize this commitment, the National Observatory on Climate Change was created by presidential decree N ยฐ 2009/410 dated 10th December 2009 and then reorganized by that of N ยฐ 2019/026 dated 18th January 2019 giving it the status of a public scientific and technical organization, placed under the technical supervision of the Ministry in charge of Environment and under the financial supervision of the Ministry of Finance with the Directorate General at its head.
