ANTIC Positions Digital Sovereignty as a Strategic Priority for 2026

ANTIC’s Action Plan for 2026 is focused on advancing Cameroon’s digital sovereignty, a strategic pillar for national development and an essential foundation for building a sustainable digital economy, enabling the State to exercise effective control over digital infrastructure and data while fostering public trust, institutional resilience and the secure governance of critical systems.

ANTIC’s Director General, Prof. Ebot Ebot Enaw, outlined the Agency’s 2026 policy direction today while opening the Annual Conference of Central and Devolved Services in Limbe. The conference is held under the theme: “Performance, Trust, and Digital Sovereignty: Advancing ANTIC’s Role in Serving the State and Citizens.”
Referring to the theme, the Director General emphasized that achieving digital sovereignty requires ANTIC, alongside other stakeholders in Cameroon’s digital ecosystem, to maintain effective control over digital infrastructure, ensure the protection of sensitive data, strengthen resilience against cyber threats and anticipate rapid technological change.

In 2026, the Agency will further reinforce its monitoring, prevention, and response mechanisms to safeguard trust in the national cyberspace and protect citizens from cybercrime.
To effectively implement this policy direction, staff members are called upon to align their individual and collective efforts with the Director General’s vision for 2026, which includes:

➡️ Building a results-driven, disciplined, and innovation-oriented Agency.

➡️ Fostering a culture of innovation and accountability.

➡️ Positioning ANTIC as a forward-looking centre of excellence in cybersecurity and digital governance.

ANTIC is well-positioned to meet this challenge, thanks to the recent acquisition and deployment of state-of-the-art cybersecurity technologies valued at over FCFA 735 million under the PATNUC initiative, marking a significant milestone in government’s efforts to strengthen national cyber resilience.

By leveraging its technological capacity and human capital, ANTIC will strive to surpass its 2025 ex*****on rate of 95.96% for planned activities, compared to 91.16% in 2024.

Today, the National Agency for Information and Communication Technologies (ANTIC), led by its Director General, Prof. EBOT EBOT ENAW, joined other institutions of the ICT sector to present New Year wishes to the Minister of Posts and Telecommunications, Mrs. Libom Li Likeng née Mendomo Minette .

Placed under the supervision of the Ministry of Posts and Telecommunications (MINPOSTEL), ANTIC’s participation in the ceremony underscored the Agency’s steadfast commitment to aligning its actions with the national vision for a secure, resilient and innovative digital ecosystem.

On this occasion, marked by a symbolic and cordial handshake with the Minister, the Director General reaffirmed ANTIC’s unwavering commitment to continue:

🔐 Strengthening the security of Cameroon’s digital systems;

🛡️ Safeguarding the integrity and reliability of national digital platforms;

🌐 Enhancing cybersecurity preparedness and response capabilities;

📈 Promoting ICT development in line with the national ICT policy framework.

The New Year wishes ceremony signified the culmination of a three-day workshop on the adoption of artificial intelligence in Cameroon, which brought together key stakeholders from the country’s digital ecosystem. The event also provided an opportunity to review the performance of the ICT sector in 2025 and to outline the policy direction for 2026.

As Cameroon continues to advance its digital transformation agenda, ANTIC undertakes to remain fully engaged alongside sector stakeholders in building a trusted and resilient cyberspace that supports sustainable development.

Cameroon’s cybersecurity strides, piloted by ANTIC, have been commended by the Director of the Telecommunication Development Bureau (BDT) of the International Telecommunication Union, Dr. Cosmas Zavazava. He made the remarks during an official visit to ANTIC’s Head Office in Yaoundé as part of a three-day working tour of Cameroon’s ICT institutions.

Encouraged by Cameroon’s ranking in the Global Cybersecurity Index, with a score of 65.63 out of 100, Dr. Zavazava pledged BDT’s support in strengthening the capacity of ANTIC’s cybersecurity personnel, with a view to enhancing the Agency’s operational efficiency and fostering a more resilient national cyberspace.

Speaking on the occasion, ANTIC’s Director General, Prof. Ebot Ebot Enaw, commended the long-standing and productive collaboration between ITU and ANTIC, established in 2011 via the ITU-IMPACT partnership, which supported the creation of Cameroon’s Computer Incident Response Team (CIRT).

Prof. Ebot Ebot Enaw emphasized that, in order for CIRT to continue effectively safeguarding the national cyberspace amid rapidly evolving cyber threats, sustained BDT support in strengthening staff operational capacity remains essential to ensure continuous adaptation to emerging challenges.

He further welcomed BDT’s commitment to support ANTIC’s cybersecurity drive, noting that such collaboration will help strengthen the integrity of Cameroon's public digital systems and enhance trust, thereby promoting the adoption of digital services, particularly those involving digital identity and digital payments.

The Director of BDT was accompanied on the visit by four other ITU officials serving in regional offices across the African continent.

UNHCR & ANTIC : Empowering Refugees via Cybersecurity Awareness

From 20 to 30 January 2026, ANTIC in partnership with the United Nations High Commission For Refugees (UNHCR), rolled out a cybersecurity awareness campaign for refugees and host communities in the East, Adamawa, and Far North Regions of Cameroon 🇨🇲.

The initiative targeted pupils and students of these communities and sought to:

💡 Highlight the benefits of ICTs for education, communication, and livelihoods

📱 Encourage responsible and safe use of digital tools

Cameroon’s Digital Transformation Forum 2025: Building a Secure Civil Status Register

Discussions aimed at strengthening Cameroon’s Civil Status Registration system are currently underway in Yaoundé, within the framework of the 2025 edition of Cameroon’s Digital Transformation Forum, organised by ANTIC under the theme: “Securing Civil Status Registration: A Digital Imperative for Inclusive Governance.”

The Director General of ANTIC, Professor Ebot Ebot, officially opened the three-day forum with a strong call on municipal authorities to fully embrace and promote the digitalisation of civil status registration. This move, he emphasised, is critical to significantly reducing the under-registration of births, strengthening legal identity coverage, and supporting evidence-based policymaking nationwide.

He stressed that Cameroon’s digital transformation must be built on security, integrity and digital trust, while urging stakeholders to prioritise local, home-grown digital solutions that respond to national realities and reinforce digital sovereignty.

Drawing inspiration from flagship platforms such as COLEPS, online tax systems, and AIGLES, which have already transformed public service delivery by enhancing transparency, efficiency and accountability, the forum also addresses growing cybersecurity threats linked to expanding digital services.

🔐 Key focus areas include :• Securing identity, civil status, tax and payroll platforms• Strengthening interoperability and data governance• Investing in cybersecurity skills and resilient infrastructure.

📊 Findings from ANTIC’s 2024 nationwide digital transformation assessment of some 85 instituions in seven regions of Cameroon show encouraging progress in connectivity, leadership awareness and cybersecurity culture. Yet, challenges remain, notably : limited resources, skills gaps and uneven automation levels, thus the need for collective action and sustained investment.

Cameroon Strengthens National with Deployment of Advanced Security Systems

Cameroon’s cyber defense systems have been significantly strengthened and made more resilient following the acquisition and deployment of state-of-the-art technology at the Computer Incident Response Team ( ) of the National Agency for Information and Communication Technologies ( ). CIRT is the specialised unit responsible for detecting, preventing and responding to cyber threats within the national cyber space.

The equipment was acquired within the ambit the of the World Bank funded Project for the Acceleration of Digital Transformation of Cameroon known by its French acronym as . It was officially handed over to ANTIC Tuesday January 20, 2026, by the Minister of Posts and Telecommunications during a ceremony held at the Agency’s Head Office in Yaoundé.

While commissioning the equipment, Minister Libom Li Likeng néé Mendomo Minette, enjoined ANTIC to make judicious use of the new tools in a bid to ensure a safe and attractive national cyberspace that supports the sustainable growth of the .

The newly deployed technology includes servers, storage consoles, investigation platforms, workstations, vulnerability scanning and pe*******on testing platforms. According to the Director General of ANTIC, Prof. Ebot Ebot Enaw, these assets will enable ANTIC to proactively respond to attacks targeting Cameroon’s critical infrastructure, notably via the deployment of intrusion detection and prevention systems. Mindful of this, he expressed ANTIC’s profound gratitude to the Minister of Posts and Telecommunications for initiating PATNUC and choosing ANTIC as one of its beneficiaries.

Valued at over FCFA 735 million, the equipment is expected to sustainably enhance the operational capacity of CIRT, which currently collects and analyses 200 GB of data daily to response to nearly 200 urgent requisitions from across the country.

Beyond strengthening response capabilities, the new systems will allow CIRT to broaden both the scope and intensity of its efforts in the fight against cybercrime, a phenomenon that remains particularly challenging as evidenced by the following key activities carried out recently:

- In 2025 alone, 32,500 legal requisitions were processed, representing a 30 percent increase compared to 2024.

- Since January 2024, 8,502 vulnerabilities have been identified through vulnerability scans and security audits conducted across public and private entities.

-Over the same period, 206 reports on the authentication of digital evidence were produced at the request of judicial authorities.

- In addition, since January 2024, close to 8,500 fake online accounts were detected, of which 6,416 were successfully taken down through collaboration with social media platforms notably and .

It is worth recalling that PATNUC is a major national initiative led by with support from the World Bank to accelerate digital inclusion, expand digital services and infrastructure and drive economic and social development via technology.
