🛶 From the RAHIZAL (RAIZAL) PEOPLE TERRITORIAL GOVERNANCE - RAPTEG, we share this statement of support and recognition for the historic and dignified struggle of the Federación de Pescadores Artesanales de Providencia y Santa Catalina and I-Fish Association.

Both organization have demonstrated with firmness, coherence, and determination that the defense of ancestral maritime territory is an essential pillar for the survival of the Rahizal Indigenous Tribal People.

This statement reaffirms the value of their peaceful resistance, their community leadership, and their significant legal achievements in favor of territorial rights, sustainable artisanal fishing, and the protection of the ecosystems of the Seaflower Biosphere Reserve, establishing itself as a point of reference for all ethnic peoples who fight for self-determination, environmental justice, and territorial autonomy.

We publish this statement as an act of recognition, memory, and commitment, convinced that only through collective organization, respect for our ancestors, and the defense of our territory will we be able to guarantee a dignified future for the present and future generations of the Rahizal (Raizal) people.

Subject: Process of Reparations of the Raizal People as Collective Victim of the Armed Conflict.
Invitation to participate in the establishment of the consultation process, and assessment of the damage suffered by the Raizal People, toward the construction of the Integral Reparations Plan.

In the most respectful manner, the Care and Reparation Unit for Victims (Unidad de Atención y Reparación Integral para las Víctimas) in compliance of its functions and in the provisions of Law 1448 of 2011, Decree Law 4635 of 2011 by means of which dictate measures of assistance, attention, comprehensive reparation and land restitution to the victims belonging to black, Afro-Colombian, Raizal and Palenquera communities, after recognizing the Raizal People as Collective Victims of the Armed Conflict in Colombia (December 2024), is now next to start the process of the construction of an Integral Reparations Plan for the Raizal People.

This process will start with sessions for the dissemination of rehabilitation measures, implementation of prior consultation, and validation of secondary sources; validation of the timeline and social mapping, for which you are invited to participate.

This event will take place on September 22, 23 and 24, 2025 in San Andrés Island, at the facilities of the New Life Tabernacle (Claymount), from 8:00 a.m. to 5:00 p.m.

Asunto: Proceso de Reparaciones del Pueblo Raizal como Víctima Colectiva del Conflicto Armado.

Invitación a participar en el establecimiento del proceso de consulta y en la evaluación de los daños sufridos por el Pueblo Raizal, con miras a la construcción del Plan Integral de Reparaciones.

De la manera más respetuosa, la Unidad de Atención y Reparación Integral para las Víctimas en cumplimiento de sus funciones y en las disposiciones de la Ley 1448 de 2011 y el Decreto Ley 4635 de 2011 —mediante los cuales se dictan medidas de asistencia, atención, reparación integral y restitución de tierras a las víctimas pertenecientes a las comunidades negras, afrocolombianas, raizales y palenqueras—, tras el reconocimiento del Pueblo Raizal como Víctima Colectiva del Conflicto Armado en Colombia (diciembre de 2024), da inicio al proceso de construcción de un Plan Integral de Reparaciones para el Pueblo Raizal.

Este proceso comenzará con sesiones para la socialización de medidas de rehabilitación, implementación de la consulta previa, validación de fuentes secundarias, validación de la línea de tiempo y mapeo social, en las cuales usted está cordialmente invitado a participar.

✊🏾 Rahizal Alert!

The Rahizal people remain standing in the struggle against injustice and dispossession. Since Thursday, August 21, our families and brothers and sisters have been protesting on 20 de Julio Avenue to stop the eviction order that the Special Assets Society (SAE) intends to enforce on the ancestral land inherited by the Ramírez James family.

The Secretary of Government, Arlington Howard, came to the site speaking of lawsuits and legal measures. But the community did not believe him: how can we trust a Government that just a few months ago handed over the Aqua Halley lands in Rock Hole to the Judicial Branch, even though those lands had already been committed for the use and benefit of the Rahizal people? That is betrayal and dispossession!

As lawyer Charlie Ritchie McNish firmly said: “Do not be deceived, that lawsuit does not apply. Do not come here to lie to the people.”

📢 The message is clear:

Our lands are not for sale.

We do not accept dispossession disguised as legality.

What belongs to us by right must return to Rahizal hands.

These confiscated lands on the island cannot remain in the hands of external entities or private interests. They must serve to repair and strengthen the collective rights of our people, who have been historically dispossessed and marginalized in our own territory.

Today we demand real and lasting solutions. We do not want more empty promises or protocol visits: we want territorial justice.

El pueblo Rahizal se mantiene en pie de lucha contra la injusticia y el despojo. Desde el jueves 21 de agosto, nuestras familias y hermanos se encuentran protestando en la Avenida 20 de Julio para frenar la orden de desalojo que la Sociedad de Activos Especiales (SAE) pretende ejecutar sobre la tierra heredada de la familia Ramírez James.

El Secretario de Gobierno, Arlington Howard, llegó al lugar hablando de demandas y medidas jurídicas. Pero la comunidad no le creyó: ¿cómo confiar en una Gobernación que hace apenas unos meses entregó a la Rama Judicial los predios de Aqua Halley en Rock Hole, que debían ser destinados a nuestro pueblo Rahizal? ¡Eso es traición y despojo!

Como lo dijo con firmeza el abogado Charlie Ritchie McNish: “No se dejen engañar, esa demanda no aplica. No vengan a mentirle a la gente.”

📢 El mensaje es claro:

Nuestros terrenos no están en venta.

No aceptamos despojos disfrazados de legalidad.

Lo que nos corresponde por derecho, debe volver a las manos Rahizales.

Estos bienes confiscados en la isla no pueden seguir en manos de entidades externas ni de privados. Deben servir para reparar y fortalecer los derechos colectivos de nuestro pueblo, que ha sido históricamente despojado y marginado en su propio territorio.

Hoy exigimos soluciones de fondo. No queremos más promesas vacías ni visitas protocolares: queremos justicia territorial.

✊🏾RAPTEG stands with the Rahizal families who are now facing the dispossession of their ancestral properties and inherited lands, threatened this week by the Special Assets Society (SAE).

Territory is not a commodity: it is the foundation of our identity, culture, and very existence as a people. According to the customary law of ethnic peoples, recognized by the Constitution and international instruments, ancestral lands must be protected, respected, and administered by those who have inhabited and cared for them for generations.

However, institutions such as the SAE, the Prosecutor’s Office, and the Courts are disregarding the ancestral land tenure to which the Rahizal People are entitled as an ethnic group, in accordance with our customs, ways of life, and modes of survival.

To strip these lands away is to attack our memory, our dignity, and our collective future.

In unity, dignity, and peaceful resistance, we say NO to dispossession and YES to the full guarantee of the territorial rights of the Rahizal People.

📢 Public Denunciation: Unlawfull Appropriation of the English Creole Language of the Rahizal People

We inform that the Rahizal Indigenous Tribal Nation, through its self-government body RAPTEG (Rahizal People Territorial Governance), has submitted a Public Denunciation regarding the unlawfull appropriation of our native language, English Creole, by the Colombian State through Law 2471 of 2025.

This law, approved without prior, free, and informed consultation, authorizes the use of our ancestral language in education aimed at the majority population of the Archipelago of San Andrés, Old Providence, and Kathleena, which does not belong to our ethnic group. Such a provision constitutes a direct violation of our cultural, linguistic, and self-determination rights, as protected by the Colombian Constitution, national jurisprudence, and international human rights instruments.

We attach the full denunciation, detailing the legal, historical, and cultural arguments, as well as the formal requests addressed to the Colombian State, international human rights bodies, and other competent entities, calling for their attention, pronouncement, and urgent action.

Today, August 9, we join the commemoration of the International Day of the World’s Indigenous People, established by the United Nations to honor the diversity, rights, and self-determination of Indigenous people around the globe.

From the Rahizal Indigenous Tribal Nation and our self-government body, RAPTEG, we reaffirm that the Rahizal people deeply rooted in San Andres, Old Providence and Kathleena are a living part of the great family of Indigenous peoples who defend their territory, culture, and language in the face of centuries of colonization and dispossession.

On this day, we remember that our struggle is not only about memory:

It is territorial defense against extractive policies and models imposed from outside our vision of life.

It is the cultural preservation of our Kriol language, traditions, and ancestral knowledge.

It is peaceful resistance to decisions imposed without prior, free, and informed consultation.

🌺 Emancipation Day of the Rahizal People

"We must not forget where we come from."

Today, August 1st, the Rahizal Tribal Indigenous Nation joins in commemorating the most sacred date of our collective calendar: Emancipation Day.

In 1834, our enslaved ancestors in San Andrés, Providencia, and Santa Catalina were officially freed under the British Empire’s proclamation of the abolition of slavery. Freedom was not a gift — it was the result of struggle and resistance. Since then, every August 1st marks not only the end of slavery, but also the beginning of self-determination and justice.

From RAPTEG – Rahizal People Territorial Governance, we honor this day and its protagonists.

To emancipate ourselves is also to decolonize the mind, to heal historical wounds, and to ensure we are never again silenced, dispossessed, or subjugated.

Happy Emancipation Day fi all Rahizal.

En 1834, nuestros ancestros esclavizados en San Andrés, Providencia y Santa Catalina fueron oficialmente liberados bajo la proclamación de la abolición de la esclavitud del Imperio Británico. La libertad no fue un regalo: fue el resultado de luchas y resistencia. Desde entonces, cada 1 de agosto marca el fin de la esclavitud y el inicio de la autodeterminación y la justicia.

Desde RAPTEG Rahizal People Territorial Governance, homenajeamos esta fecha y a sus protsgonistas.

Emanciparnos también es descolonizar la mente, sanar las heridas históricas y garantizar que nunca más se nos silencie, despoje o someta.

🇸🇱 For the guarantee of our rights, the defense of our territory, and the protection of the environment

From RAPTEG the governance body of the Rahizal Tribal Indigenous Nation we are taking firm steps toward a common and urgent goal: the establishment of an office for Rahizal affairs that will allow us to comprehensively address, support, and defend the multiple realities that affect our people.

This initiative is born from the fundamental principles that give life to RAPTEG: self-determination, the right to effective and meaningful participation, respect for our ancestral territory, and an unwavering commitment to the defense of human and environmental rights.

In this office, Rahizal professionals deeply committed to their community and with solid knowledge of the ethnic, legal, environmental, and cultural context will place their skills, knowledge, and talents at the service of the people. It will be a space for attention, management, advice, and action, where we will support complaints, territorial defense processes, environmental conflicts, human rights violations, and community procedures with an ethnic approach.

It will also serve as an open house for community organizing, the development of our own proposals, coordination with other entities, and the strengthening of our historic struggles. An office where dignity, autonomy, and a strong sense of peoplehood are breathed.

This proposal responds to the need for an institution of our own with a Rahizal face and a perspective rooted in the Archipelago to address the issues affecting our Seaflower Biosphere Reserve, our cultural rights, and our collective life project.

The Office for Rahizal Affairs will be another step forward in the path of our self-governance, and a pillar to advance firmly toward the ethnic, environmental, and territorial justice we deserve.

RAPTEG Statement on Colombia’s Independence Day

For the Self-Determination and Collective Destiny of the Rahizal People

On this day that commemorates Colombia’s independence, we at RAPTEG, the governance body of the Rahizal Tribal Indigenous Nation, reaffirm our determination to chart our own course as a people with distinct identity, culture, and rights.

Inspired by the Political Constitution of Colombia, national jurisprudence, and international instruments that recognize the rights of ethnic peoples, the RAPTEG Community Constituent Assembly has chosen to assume leadership over the collective destiny of the Rahizal People guided by our own worldview and in harmony with the sea-territory (maritorio) and ancestral knowledge passed down by our forebears.

We undertake, for the first time and with full responsibility, the protection of the ancestral territory of the Archipelago of San Andrés, Old Providence, and Kathleena, its language, customs, organizational structures, and sacred relationship with the land and sea.

The Rahizal people must know that RAPTEG will exercise with firmness and legitimacy its role in all institutional decisions that affect the present and future of our territory, especially those that have not followed the fundamental mechanism of free, prior, and informed consultation. Likewise, we will move forward in demanding reparation for the damage inflicted upon our healthy environment, ecosystems, and our territorial and cultural integrity.

We denounce that neither the Colombian State nor the Government of the Archipelago Department has effectively complied with the rulings of the Constitutional Court that safeguard our rights as an ancestral people. In light of this omission, RAPTEG assumes the ethical and political mandate to enforce these rulings, which are binding and mandatory for all authorities in the country.

As the Rahizal Nation, we regard constitutional jurisprudence as a crucial tool for guaranteeing our survival, preserving our cultural identity, and living with dignity in the territory that belongs to us by history and by right.

RAPTEG was born to accompany the destiny of the Rahizal people through unity, dialogue, critical thinking, and the collective strength that has sustained us for generations.
We invite all Rahizals, wherever they may be, to walk together in this process. Because the future is built with strong roots, awareness of who we are, and the firm decision to defend what is ours.

La Nación Indígena Tribal Rahizal, a través de su órgano de autogobierno RAPTEG (Rahizal People Territorial Governance), ha reiterado mediante comunicación oficial al Presidente de la República, Gustavo Petro, la solicitud de una reunión formal con el fin de presentar el Estatuto de Gobierno Propio y Autodeterminación del Pueblo Rahizal, que comprende los territorios ancestrales de San Andrés, Old Providence y Kathleena.

Esta solicitud, radicada previamente ante Presidencia con los números EXT25-00013268 y EXT25-00038306, fue remitida para atención del Ministerio del Interior desde el 28 de abril de 2025.

Desde RAPTEG recordamos que el 4 de julio de 2025 se dio inicio oficial a nuestra Gobernanza Territorial propia, en ejercicio pleno de nuestros derechos como pueblo Indígena Tribal, amparados por normas nacionales e internacionales.

Solicitamos al Presidente Petro una pronta respuesta y una audiencia formal para exponer el Estatuto, basado en nuestra identidad, costumbres, normatividad propia y estructura organizativa, en el marco de un diálogo de Nación a Nación.

🇸🇱 RAPTEG Requests Meeting with President Gustavo Petro to Present the Self-Governance Statute of the Rahizal People

The Rahizal Indigenous Tribal Nation, through its self-governance body RAPTEG (Rahizal People Territorial Governance), has formally reiterated its request to the President of the Republic, Gustavo Petro, for an official meeting to present the Statute of Self-Governance and Self-Determination of the Rahizal People, which encompasses the ancestral territories of San Andrés, Old Providence, and Kathleena Island.

This request, previously filed with the Presidency under registration numbers EXT25-00013268 and EXT25-00038306, was referred to the Ministry of the Interior for attention as of April 28, 2025. As of today, we are still awaiting a response.

RAPTEG recalls that on July 4, 2025, we officially launched our Territorial Self-Governance, in full exercise of our rights as an Indigenous Tribal People, supported by national and international legal frameworks.
